The Opportunity:

CACI is seeking an experienced Business Analyst to strengthen requirements governance, business process clarity, and stakeholder communication across FEMA’s enterprise systems. You will work closely with product owners, developers, testers, and leadership to ensure all delivered capabilities are clear, validated, traceable, and aligned with mission outcomes. This role requires a proactive analyst who can operate independently and collaboratively across a fast paced Agile environment, using Jira, Confluence, and industry aligned BA practices.


Responsibilities:

Requirements Discovery & Backlog Management

o             Lead requirements elicitation sessions with stakeholders, product owners, and system users.
o             Document clear, testable requirements and user stories, including acceptance criteria and traceability.
o             Maintain and refine the product backlog, ensuring requirement alignment with program priorities and sprint planning cycles.
o             Translate business rules into structured decision table models, workflow diagrams, and logical business rules.

Business Process Modeling

o             Document detailed AS IS processes to uncover system gaps, user challenges, and legacy constraints.
o             Develop TO BE business workflows, ensuring alignment with modernization goals and process improvements.
o             Use BPM techniques to map interfaces, data exchanges, and cross system dependencies.

UAT Triage & Release Coordination

o             Triage UAT feedback, adjudicate defects, clarify requirement intent, and collaborate with testers and developers to resolve issues.
o             Monitor release schedules, track requirement readiness, and support release planning activities.
o             Prioritize defects and change requests based on mission impact, urgency, and stakeholder needs.

User Research & Stakeholder Engagement

o             Conduct user research, system walkthroughs, and product demos to validate user needs and requirements.
o             Facilitate discussions across HQ, regional, and field stakeholders to ensure alignment with mission requirements.
o             Present requirements, process changes, and complex concepts to technical and non technical audiences.

Quality, Standards & Mentoring

o             Mentor junior analysts, sharing best practices for requirements writing, backlog management, and stakeholder engagement.
o             Sustain team standards for documentation quality, requirement completeness, and communication consistency.
o             Support the creation and maintenance of SOPs, requirement templates, and BA guidance documents.

Qualifications:

Required: 

o             Bachelor’s degree and 10+ years of Business/Systems Analysis experience.
o             Strong experience in Agile methodologies, requirements analysis, elicitation techniques, and authoring user stories.
o             Hands on experience with planning ceremonies, backlog management, BPM tools, and business rules development.
o             Expertise using Jira and Confluence for requirements and documentation management.
o             Excellent written and verbal communication skills with the ability to lead discussions and resolve requirement ambiguities.


Desired:

o             Experience supporting FEMA or other federal agencies.
o             Background in enterprise system modernization, multi system integration, or DevSecOps environments.
o             Experience mentoring analysts or establishing BA process standards.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$103,800 - $218,100
