TAX COLLECTIONS & ADMINISTRATIVE SERVICES MANAGER

(Business Services Manager, Senior)

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization. The expected salary for the position is approximately at the midpoint of the listed salary range.

OPEN TO THE PUBLIC
This recruitment will establish an open eligible list that will be used to fill current and future Business Services Manager, Senior positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

TREASURER-TAX COLLECTOR
The mission of the Treasurer-Tax Collector (TTC) is to ensure safe and timely receipt, deposit, collection, and investment of public funds. Our vision is to implement best business practices which maximize value, minimize costs, and provide timely, accurate and courteous services to our internal and external customers. To accomplish our mission and vision, we strive to invest public funds in a manner that provides maximum security of principal and maintains the public trust; maintain sufficient liquidity to enable participants to meet their operating cash requirements; obtain a stable market rate of return throughout budgetary and economic cycles; invest resources to develop and maintain knowledgeable and competent staff; act in an ethical and professional manner while maintaining honest, respectful and open communications; and, streamline cashiering and collection processes to increase timely collection of public revenues for the benefit of Orange County citizens. The Treasurer-Tax Collector has an annual operating budget of $17.9 million with approximately 78 employees. The Treasurer also is an ex-officio trustee on the Orange County Employees Retirement System, managing over $19 billion and the banker for the community and school districts in Orange County.

THE OPPORTUNITY
The Tax Collections & Administrative Services Manager, under the direction of the Division Director of Tax Collections & Administrative Services, will assist with various units which include Taxpayer services (Property Tax Call Center), Tax Collection services, and Administrative services.  The division provides services such as Accounts Receivable and Central Collections to other County Departments or other local agencies and oversees the property tax billings for all of the County of Orange.  Finally, the division also handles Department functions that include financial reporting and property tax accounting operations.  This position is responsible for coordinating the subsidiary accounting records information of the TTC with the County’s Auditor-Controller (AC) staff that includes financial reporting entries and disclosures for the County’s financial statements, TTC accounts payable, and TTC postings to the AC General Ledger.  It is also responsible for identifying cost-saving opportunities, implementing approved software applications for this division, streamlining operations and ensuring compliance with County and State regulations, segregation of duties and auditing standards.  The incumbent will also participate in the development of Tax Collections & Administrative Services management goals, objectives, policies, and procedures. This position will analyze the division’s management data, develop statistical and analysis for submittal to TTC executive management, direct various operations and implement applicable systems and several managers and supervisors in the various units along with other twenty staff level collections and accounting positions.

Further responsibilities may include assisting with any of the following:
  • Developing, evaluating, and implementing programs, policies, and procedures to promote efficient Taxpayer, Unclaimed and Central collections; financial reporting, and monthly reconciliation operations and ensure strong internal controls, segregation of duties, and security of data, systems, and operations related to receivables
  • Providing management oversight to daily property tax related operations, including customer service, penalty cancelations, remittance and daily balancing to tax records, calculating operational costs, and billing costs to appropriate departments/agencies
  • Overseeing the General Accounting unit, which includes escheatment of unclaimed funds and Deceased Estates, and overseeing Transient Occupancy Tax Collections and reporting. 
  • Monitoring and investigating taxpayer concerns and unusual transactions, analyzing and solving problems in tax related processes, and ensuring compliance with state and county regulations
  • Performing the administrative service functions of budget and strategic plan development critical for the two major programs of public funds and property tax collection

DESIRABLE QUALIFICATIONS
In addition to the minimum qualifications, the ideal candidate will possess a minimum of six (6) years of progressive experience in accounting, finance, accounts payable, accounts receivable, collections, budget, and financial reporting policies and procedures in the public sector or for a large public or private corporation. The ideal candidate will also possess at least three (3) years of lead, supervisory, or management level experience with responsibilities for financial & fiscal management, customer service management, or compliance management-related operations. 

In addition, the ideal candidate will possess extensive experience in the following core competencies:

Technical Knowledge | Technical Experience
  • Strong knowledge of collection practices, regulations, compliance requirements, and Generally Accepted Accounting Principles (GAAP)
  • Expertise in fiscal management, budgeting, forecasting and revenue analysis
  • Skilled in interpreting policy, applying code requirements, and ensuring procedural consistency
  • Proficiency in property tax billing and collection processes in public agency, commercial banking, utility or corporate environment
  • Knowledge of risk management strategies
  • Proficiency in financial data reconciliation and accounting processes 
  • Strong accounting, notation and internal control skills, including those related to account reconciliations and accounts payable
  • Strong experience using Microsoft Office (Outlook, Word, and Excel) and commonly used accounting-related software programs
  • General knowledge of government code for property taxes regarding bank account seizures and California Small Claims Court Procedures, court judgments, and Bankruptcy Law
Interpersonal Communication | Relationship Building
  • Skilled in deescalating situations and responding professionally to upset customers, ensuring a positive and constructive resolution
  • Ability to develop and implement process improvements to increase customer satisfaction and operational efficiency

Problem Solving | Analytical Skills
  • Troubleshoot and solve property tax payment processing issues and resolve any denials and/or fraud situations on taxpayers’ payments
  • Evaluate and recommend property tax and accounts receivables software systems and platforms as appropriate
  • Manage and monitor daily operations, including review of cost accounting, budget analysis, preparing statistics on property taxes, including call center, payments and tracking and analyzing related fees
  • Proactively identifies issues, assesses their impacts, and presents effective solutions to management 
  • Conducts research and implements strategies to enhance team processes, ensuring improved effectiveness, efficiency, and quality of service for all customers  
Organization & Planning
  • Prioritizes work to meet established deadlines. Works independently and manages time wisely
  • Possesses the ability to use software systems to organize and keep track of information
  • Possesses the ability to correctly identify available resources and organize them for optimal results

  • Demonstrates superior verbal and written communications skills by concisely articulating coherent ideas in an effective manner
  • Communicates effectively with various levels of the organization, including staff, supervisors, and upper-level management
  • Experience preparing official correspondence, policy documentation, and operational guidelines
LICENSE/CERTIFICATION
A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions is required.
A Certified Treasury Professional, Certified Public Accountant, and/or Chartered Financial Analyst certification is highly desirable but not required.
