Description
This position assists the Finance Department in the processing of accounting and financial transactions; reconciliation of accounts; reporting; and maintenance of the general ledger.
The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.
- Responsible for Human Services and Child Support vouchering and receipting.
- Completes third-party billing and reconciliation of Children’s Waiver program.
- Prepares and enters journal entries for recording in the accounting system.
- Assists with year-end audit activities.
- Coordinates financial-related activities with other departments and outside agencies.
- Reviews and audits accounts payable, cash receipts, and other accounting records and transactions; analyzes and audits transactions for proper account classification.
- Responds to public inquiries and complaints in a courteous manner; provides information within the area of assignment; resolves issues in an efficient and timely manner or refers to appropriate staff.
- Reconciles financial ledgers and records; prepares monthly, quarterly and annual reports; prepares bank reconciliations; researches and resolves discrepancies.
- SACWIS accounting.
- Completes required State reporting for Human Services Programs including HSRS/CCOP.
- Responsible for bi-weekly entry of employee timesheets.
- Performs daily review and posting of cash receipts.
- Reviews and maintains accounting controls by following policies and procedures; complying with Federal, State, and local financial legal requirements.
- Composes routine correspondence; proofreads and edits documents; enters, scans, updates, and maintains information in spreadsheets, databases, and reports.
- Maintains electronic and paper filing and record systems to provide easy access to records and information; provides retention of records as required by Department and County policies.
- Provides backup assistance to other department personnel as needed.
- Other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of accounting and auditing methods, procedures, and financial practices.
- Ability to establish and maintain accurate records of assigned activities and operations.
- Skill in time management; prioritizing duties to accomplish a high volume of quality work product requiring minimal supervision.
- Ability to define problems, exercise sound judgment, and address a variety of situations successfully.
- Knowledge and ability to follow the policies and practices contained in the County Personnel Handbook.
- Ability to maintain confidentiality of all patient care information and assure patient rights and privacy are protected at all times per HIPAA.
- Must successfully pass criminal background check
- Associate’s Degree from an accredited college in an accounting or related program and two (2) years’ work experience in accounting and bookkeeping.
