We are seeking a seasoned Compliance Officer with 10+ years of direct experience with proven track record of driving Monetary Authority of Singapore (MAS) Major Payment Institution (MPI) license applications for Digital Payment Token (DPT) and Single-Currency Stablecoin (SCS) services. This role will lead our regulatory strategy, ensuring strict adherence to the MAS Stablecoin Regulatory Framework.
Key Responsibilities:
MAS License Application & Regulatory Engagement
- Spearhead end-to-end applications for the MAS Major Payment Institution (MPI) license, specializing in Digital Payment Token (“DPT”) and Single-Currency Stablecoin regulatory (“SCS”) issuance services.
- Act as the primary liaison with the Monetary Authority of Singapore (MAS) throughout the application, review, and ongoing examination processes.
- Manage mandatory independent external auditor assessments and legal opinions required for DPT licensing.
MAS Stablecoin Framework Compliance
- Design and implement policies ensuring compliance strictly with the MAS Stablecoin Regulatory Framework, verifying that outstanding stablecoins are ≥ 100% backed by high-quality reserve assets.
- Implement daily reserve asset management, segregation, and independent valuation/audit protocols per MAS requirements.
- Establish robust redemption mechanisms that guarantee the return of the stated par value to token holders within 5 business days.
- Draft and manage mandatory public whitepaper disclosures outlining value-stabilizing mechanisms and user rights.
AML/CFT & Risk Management
- Develop and maintain AML/CFT frameworks aligned with the Payment Services Act (PSA) Notices.
- Oversee Customer Due Diligence (“CDD”), Enhanced Due Diligence (“EDD”), and ongoing transaction monitoring.
- Enforce Technology Risk Management (TRM) and Cyber Hygiene guidelines alongside IT and executive leadership.
Job Requirements:
- Experience:
Minimum 10+ years of regulatory compliance experience in banking, fintech, or digital assets, with a proven track record of successfully securing MAS Major Payment licenses.
- Domain Expertise:
Deep, practical knowledge of the Payment Services Act (PS Act) and hands-on operational familiarity with the MAS SCS Regulatory Framework.
- Qualifications:
- Minimum: Bachelor’s degree or above.
- Recognized compliance or AML certifications such as Certified Anti-Money Laundering Specialist (CAMS) for fighting money laundering, and the Certified Regulatory Compliance Manager (CRCM) for banking and financial services. (e.g., ICA Diploma, CAMS).
- Applicants must possess the legal right to work in Singapore without sponsorship.
