Description
The contractor shall conduct root-cause analysis regarding organizational understanding of AMC programs and policies and deliver non-binding recommendations for Government consideration to resolve operational challenges, garner support, and enhance ASCC awareness of AMC contributions. The contractor shall provide logistical planning analysis support by recommending content for strategic planning briefings, and site visits, and shall prepare briefing materials and read-ahead packets for Government approval. The contractor shall track and report on ASCC mission requirements, ongoing and future operations, and documented sustainment shortfalls, providing this data to designated AMC representatives. The contractor shall deliver informational briefings and submit weekly written reports (e.g., Information Papers or Executive Summaries) to the AMC G3 Operations and Readiness Directorate. The contractor shall provide advisory and assistance services (A&AS) by researching, compiling, and assembling background data, programmatic documentation, and policy research. The Government will maintain strict oversight of all tasks to ensure the contractor does not perform Inherently Governmental Functions (IGF). This oversight will ensure all contractor performance remains strictly within scope and does not extend to prohibited, inherently governmental requirements. Contractor personnel shall affirmatively identify themselves as contractors in all meetings, on telephone calls, and in person to ensure all parties understand their role and to avoid creating the impression they are Government officials. In addition, contractor personnel shall visibly display contractor identification badges at all times to ensure clear distinction from Government personnel.
The ASCC Support Analysts are designated as Key Personnel and shall meet the following minimum qualifications:
• Minimum of 15 years of senior-level experience in the Army or Joint staff conducting strategic planning, sustainment operations, or enterprise-Level 4 program or equivalent.
• Experience in analyzing and converting complex Army and DoW policies into proposed, actionable plans that support global operations.
• Experience in analyzing executive-level briefings, assisting with information flow management, and analyzing operational readiness data.
• Experience in synthesizing complex concepts into executive-level papers or presentations for government action.
• Active Top-Secret/SCI Clearance.
• Master's degree in strategic studies or related field
