Associate Director, Site Supply Chain

• High-level Description (including manage team/individuals or not)
  • As a member of the Aichi Plant Leadership Team, responsible for formulating and executing strategy. As the leader of the Supply Chain Management Department, reliably grasps changes both inside and outside the plant and contributes effectively to plant management decisions by maintaining a cross-functional, plant-wide perspective.
  • Aiming to improve customer service and optimize the utilization of Aichi Plant production resources (equipment and personnel), provides guidance and development to section members and across departments, and practices the personnel management required for business execution and the maintenance/improvement of GMP-compliant production management.
  • In policy decisions and business execution, communicates closely with overseas headquarters, the Global Supply Chain Management function, and related BMS Japan departments to make the best and most timely decisions. Promotes the deployment of globally-rolled-out processes and systems, ensuring smooth collaboration as part of the global supply chain. Leads necessary discussions and negotiations with the global team based on a clear understanding of the Aichi Plant's situation and advantages.
  • Responsible for Aichi Plant warehouse management; maintains lean, waste-free production through close collaboration with the Inspection & Packaging team, and leads continuous improvement of operations.
  • Proposes optimal budgets and projections related to production and procurement planning from cost and cash perspectives, and obtains approval from the Aichi Plant GM. After approval, manages and reports whether execution is proceeding appropriately against budget, and drives continuous improvement by involving departments both inside and outside the plant. In connection with procurement operations, makes required reports to relevant government agencies, and is also responsible for handling interactions with regulatory authorities such as Customs and the Small and Medium Enterprise Agency, ensuring compliance with laws and regulations.
  • Owns the Aichi Plant's Business Continuity Management (BCM) process. Effectively engages relevant departments both inside and outside the plant to drive discussion, surface risks, and lead risk mitigation.
  • As Site Data Lead, responsible for the quality and ongoing management of supply-chain-related data at the Aichi Plant, and facilitates the Site Data Governance Board. Additionally, leads digitalization and effective use of AI to make supply chain management operations more efficient and effective.
    
• Roles & Responsibilities
  Carries out the roles below by exercising independent managerial judgment while obtaining approval and advice from the Plant GM and global supply chain stakeholders. Personally handles production planning and progress management, while building deep teamwork and collaboration with the import and procurement functions. For some tasks, may also be expected to guide temporary staff and fixed-term employees in carrying out the work.
• Measurement, management, and reporting of Supply Chain and Delivery-related metrics
  • Measures, manages, and reports metrics established by Global as well as plant-wide indicators used to drive continuous improvement.
  • Conducts root-cause analysis for metrics that fall short of targets, and leads improvement activities by involving other departments.
• Talent development
  • Develops section members and manages their performance.
  • Contributes to discussions on the Aichi Plant talent pipeline, and is also responsible for talent development beyond own section.
• Production plan creation and progress management
  • Creates appropriate production plans based on the sales plan, ensuring safety stock while avoiding excess inventory.
  • Confirms with the procurement team any discrepancies between the DP delivery plan and actual import timing, escalating and proposing countermeasures as needed.
  • Hosts regular meetings with overseas related departments to drive continuous improvement.
  • Manages progress against the production plan. When delays occur, forecasts their impact and formulates countermeasures to avoid disruption to product supply.
• Creation of material and intermediate-product purchasing plans, ordering, and delivery-date management
  • Creates purchasing plans for production materials and import plans for intermediate products based on the production plan.
  • For imports of intermediate products requiring large amounts of working capital, provides medium-term import plans to the Finance department.
  • Manages deliveries to ensure they occur as ordered and prevents delivery delays; if a delay does occur, takes measures to minimize its impact.
  • Manages payment of purchase amounts and oversees the process to ensure no payment delays occur that would violate laws such as the Subcontract Act.
  • Consults with responsible departments and places orders for plant fixed assets, general expense items, etc.
• Vendor selection and vendor management
  • Consults with related departments to select the most suitable vendor when determining new vendors.
  • Continually pursues cost reduction and cash improvement through price negotiations with vendors.
  • Executes contracts with vendors.
  • Regularly manages and improves vendor performance.
• Site Data Lead
  • Responsible for the quality (Completeness, Accuracy, Consistency, Timeliness) of SC-related data at the Aichi Plant and its ongoing management.
  • Convenes the SC Lead, Local Data Owner, and each function to hold the monthly Site Data Governance Board, strengthening Data Governance at the Aichi Plant. (Reviews data accuracy results for the site, action plans, ownership, issues, and resources.)
  • Participates in the bi-weekly SDL Bi-Weekly Meeting, sharing performance reviews and the status of issue resolution, and escalates issues for resolution as needed.
• Warehouse operations management
  • Achieves lean, waste-free production through collaboration with Inspection & Packaging, QC, and suppliers, and leads continuous improvement of operations.
• Ownership of the Business Continuity Management (BCM) process
  • Effectively engages relevant departments both inside and outside the plant to drive discussion, and leads risk surfacing and mitigation.
• Change management
  • When changes to materials or other items arise due to regulatory notices or other reasons, formulates a change plan that can be implemented in compliance with laws and other regulations, and manages progress against the schedule.
• New product launch preparation
  • Participates in the project team for new product launches and formulates appropriate production plans, etc.
  • Participates in project teams with overseas related departments for new product launches.
• Budget and projection creation
  • Prepares budget proposals for production volume, intermediate-product inventory, planned material purchases, etc., and obtains approval from the Plant GM.
  • Creates updated projections for these items at times instructed by the company, and obtains approval from the Plant GM.
  • After approval, continuously manages progress and operates within budget.
• Inventory planning and management
  • Formulates appropriate inventory plans covering everything from materials to finished products, based on the sales plan, ensuring safety stock while preventing excess inventory.
  • Continuously monitors inventory status and reports regularly using the global reporting system.
• Other related duties
  • Creates and updates procedures for production management and intermediate-product inventory management, and obtains approval from the Plant GM.
  • Maintains SAP master data related to planning operations.
  • Identifies issues within and outside the section, proactively participates in improvement activities, and improves operations by engaging section members.
  • Participates in BMS Japan crisis management meetings, and formulates and implements measures to minimize adverse impact in the event of an emergency.
  • Attends regulatory inspections and audits within own area of responsibility, formulates improvement measures for findings, and leads section members in implementing them.
    
• Required Knowledge / Skills
  Range of knowledge/skills/experience required and degree/depth/scope of communication (including language skill)/collaboration.
  • Knowledge and experience in management decision-making, strategy formulation, and execution, as required of a member of the plant's leadership team
  • Knowledge of products, manufacturing processes, and quality control processes(5+ years of experience at manufacturing site)
  • Knowledge of production planning methods, inventory management methods, etc. (5+ years of practical experience at manufacturing site)
  • Knowledge of manufacturing cost, and experience of budget
  • Knowledge of the Act on Securing Quality, Efficacy and Safety of Products Including Pharmaceuticals and Medical Devices (formerly the Pharmaceutical Affairs Law)
  • Advanced SAP operating skills
  • Problem-solving ability to respond to issues such as troubles/incidents
  • Negotiation and communication skills to collaborate effectively with headquarters and in-plant related departments, especially the global supply chain team
  • English proficiency sufficient to hold discussions with overseas related departments (minimum OPA score of 8.0)
  • Communication and presentation skills sufficient to give the other party a clear understanding of one's area of expertise
  • High ability to build teamwork
  • Ability to give accurate work instructions to temporary staff
  • Holds, or has the ability to obtain, CSCP (Certified Supply Chain Professional) certification
