Description

Position Summary

The Senior Construction HSE Manager will manage the company’s overall Health, Safety, and Environmental (HSE) strategy across corporate operations, programs, projects, employees, General Contractors, and subcontractors. This individual will be responsible for accessing the current HSE strategy, recommending and implementing enhancements.

This is a hands-on leadership role for an experienced construction safety professional who has a proven ability to maintain and improve safety programs as well as build and develop safety programs from the ground up while adding value at the individual program and project level. The ideal candidate will establish consistent company-wide standards while developing tailored safety approaches based on the specific scope, customer, site, and risks associated with each project.

Key Responsibilities

  • Develop and drive the company’s overall safety strategy, standards, policies, procedures, training requirements, and safety manual.
  • Build and continuously improve the company’s safety program, compliance infrastructure, processes, and reporting systems.
  • Establish consistent safety expectations across employees, programs, projects, GCs, subcontractors, and external partners.
  • Develop program- and project-specific safety approaches based on scope of work, customer requirements, site conditions, and identified risks.
  • Establish tailored safety plans and procedures for specialized scopes such as electrical work, EV charging installations, working at heights, overnight work, active/open retail environments, and other unique construction activities.
  • Identify customer- and site-specific safety requirements, required certifications and training, and clear escalation processes for safety concerns and non-compliance.
  • Partner with operations and project teams on project planning, risk assessments, constructability reviews, and jobsite safety.
  • Maintain oversight of OSHA and applicable federal, state, local, client, and project specific requirements, including OSHA 10/30/500 and competent-person requirements.
  • Develop and maintain construction safety and field training programs aligned with regulatory, client, and scope-of-work requirements.
  • Manage safety, compliance, and operations platforms to ensure accurate tracking of training, certifications, incidents, documentation, and client requirements.
  • Establish protocols for incident reporting, investigation, documentation, escalation, and corrective actions; lead or support investigations as needed.
  • Monitor safety trends and identify systemic risks and opportunities for improvement.
  • Ensure client- and program-specific safety requirements are consistently implemented and maintained.
  • Partner with leadership, operations, clients, GCs, subcontractors, and field teams to promote a proactive safety culture and ensure safety is integrated into project execution.

Requirements

Qualifications

  • 7+ years of progressive HSE/Safety experience within the construction industry.
  • Demonstrated experience building, implementing, or significantly improving a safety program.
  • Strong knowledge of OSHA regulations and construction safety requirements.
  • Experience developing project-specific safety plans, procedures, training, and compliance processes.
  • Experience with incident investigation, corrective action tracking, and safety trend analysis.
  • Strong understanding of construction operations and field safety practices.
  • Experience managing safety/compliance platforms and systems.
  • Excellent communication, organizational, leadership, and problem-solving skills.
  • Ability to operate strategically at the corporate level while remaining connected to field operations.

Preferred Qualifications

  • OSHA 500, CSP, ASP, CHST, or other recognized safety certification.
  • Experience with client-specific safety platforms and compliance requirements.
  • Experience building safety programs within a growing construction organization.
  • Experience supporting multiple construction programs, scopes, customers, or geographic markets.

What Success Looks Like

Success in this role will be measured by the ability to support a scalable, proactive, and operationally integrated safety program that provides clear expectations from the corporate office through the field.

The successful candidate will establish the systems, processes, training, documentation, and accountability necessary to ensure safety and compliance are consistently managed across the organization. They will become a trusted partner to operations and leadership, proactively identifying risks, improving processes, and creating a culture where everyone understands that safety is part of how we operate—not simply a requirement we follow.
