PMC Project Delivery is seeking an experienced Section Manager, Contract Management to lead a team of Contract Management Specialists responsible for supporting project-critical contracts for materials, equipment, and services.
Reporting to the Director, Contract Management and Procurement Readiness, the successful candidate will provide functional leadership, coaching, and oversight to ensure consistent contract management practices across assigned projects and programs. The role is responsible for balancing resources against portfolio priorities, supporting contract readiness and execution activities, promoting delivery assurance, and escalating risks that may impact project outcomes.
The Section Manager will oversee the application of the PMC Contract Management framework throughout the contract lifecycle, including procurement readiness, contract mobilization, execution, change management, documentation readiness, and closeout. The role works closely with Project Delivery, Supply Chain, Engineering, Quality, Procurement Engineering, and Project Controls to support successful contract execution and supplier performance.
As a leader within the Contract Management and Procurement Readiness function, the Section Manager will provide portfolio-level visibility of contract performance, delivery risks, resource needs, and emerging issues, while fostering a culture of accountability, collaboration, continuous improvement, and operational excellence.
Contract Management Specialists remain accountable for the day-to-day administration and execution of assigned contracts, while the Section Manager provides leadership, guidance, assurance, and support to drive successful delivery across the portfolio.
Key Responsibilities:
- Provide day-to-day leadership, coaching, development, and performance management for a team of Contract Management Specialists, fostering a culture of accountability, collaboration, continuous improvement, and execution excellence.
- Lead resource planning and workload management activities, ensuring Contract Management resources are effectively assigned based on contract complexity, delivery risk, project priorities, and business needs.
- Oversee the consistent application of the PMC Contract Management Framework, ensuring established processes, governance requirements, standards, templates, and management routines are effectively implemented across the portfolio.
- Support the development and continuous improvement of Contract Management capabilities through coaching, mentoring, succession planning, knowledge sharing, training, and lessons learned.
- Provide functional oversight and assurance throughout the contract lifecycle, including procurement readiness, contract mobilization, execution, delivery assurance, change management, documentation readiness, and contract closeout.
- Ensure project requirements, supplier capabilities, delivery risks, contract strategies, and execution considerations are appropriately identified, assessed, and addressed during procurement planning and contract readiness activities.
- Review and challenge critical contract-management deliverables, supplier commitments, schedules, forecasts, recovery plans, and readiness assessments to support successful project execution.
- Monitor the performance and health of assigned contracts, ensuring delivery risks, resource constraints, contractual obligations, documentation requirements, and supplier-performance issues are proactively identified and managed.
- Maintain portfolio-level visibility of contract status, key commitments, delivery forecasts, resource requirements, contract changes, recovery activities, and emerging risks, providing clear reporting and recommendations to senior leadership.
- Provide leadership and support for the resolution of complex contractual, supplier, commercial, schedule, documentation, and cross-functional issues that may impact project, outage, or operational readiness objectives.
- Ensure contractual changes, concessions, commercial impacts, approvals, claims, and closeout activities are managed consistently and in accordance with established governance and decision-making authorities.
- Build strong relationships with Project Delivery, Supply Chain, Engineering, Quality, Procurement Engineering, Project Controls, Finance, Legal, suppliers, and other stakeholders to support effective collaboration and issue resolution.
- Facilitate contract-delivery assurance reviews, escalation forums, and recovery discussions, ensuring leadership attention is focused on the highest-risk issues and opportunities.
- Identify systemic challenges, process gaps, and recurring risks across the portfolio and implement improvements that strengthen contract-management effectiveness, execution consistency, and delivery outcomes.
- Prepare and communicate portfolio-level insights, executive summaries, risk assessments, recovery strategies, and recommendations to support informed decision-making and successful project delivery.
Education and Experience:
- A four-year university degree in Business Administration, Commerce, Engineering, Supply Chain Management, Construction Management, Project Management, or related discipline.
- Significant progressive experience in contract management, procurement, commercial management, supply chain, project delivery, supplier management, or related field.
- Demonstrated leadership experience, including coaching, developing, and leading professional teams in a complex project or operational environment.
- Experience managing contracts across the full lifecycle, including procurement planning, contract award, mobilization, execution, change management, claims resolution, and closeout.
- Experience overseeing contract management activities for major capital projects, plant modifications, refurbishment programs, outages, new-build projects, or other complex technical initiatives.
- Strong understanding of procurement strategies, supplier evaluations, contract execution, commercial risk management, and delivery assurance practices.
- Experience reviewing scopes of work, procurement packages, supplier proposals, contractual commitments, schedules, commercial evaluations, and execution risks.
- Demonstrated ability to balance resources, priorities, and workloads across multiple contracts, projects, or programs while supporting successful business outcomes.
- Experience preparing and presenting portfolio-level reporting, risk assessments, recovery strategies, executive summaries, and recommendations to senior leadership.
- Proven experience leading and influencing cross-functional teams, including Project Delivery, Supply Chain, Engineering, Quality, Project Controls, Finance, Legal, suppliers, and other stakeholders.
- Experience in nuclear power, energy, infrastructure, manufacturing, aerospace, construction, or another highly regulated industry is preferred.
- Familiarity with Bruce Power's project delivery environment, procurement processes, and contract management practices is considered an asset.
Knowledge, Skills, and Competencies:
- Strong knowledge of contract lifecycle management, contract administration, procurement, commercial management, and supplier performance practices.
- Strong understanding of procurement readiness, contract execution, delivery assurance, change management, documentation control, and contract closeout.
- Ability to interpret complex contract language, commercial terms, scopes of work, schedules, deliverables, supplier commitments, and project requirements.
- Demonstrated leadership experience with a proven ability to coach, mentor, develop, and manage high-performing teams in a complex project environment.
- Strong resource planning and workload management skills, with the ability to balance priorities across multiple contracts, projects, and programs.
- Excellent analytical and critical-thinking skills, with the ability to assess contract, commercial, schedule, supplier, and delivery risks at both contract and portfolio levels.
- Ability to identify emerging trends, systemic issues, resource constraints, and portfolio risks and translate them into actionable recommendations.
- Strong judgment and decision-making capability when managing competing priorities, complex stakeholder environments, and high-impact execution risks.
- Excellent facilitation, negotiation, conflict resolution, and escalation management skills.
- Strong stakeholder management and influencing skills, with the ability to build effective relationships across Project Delivery, Supply Chain, Engineering, Quality, Project Controls, suppliers, and senior leadership.
- Excellent written and verbal communication skills, including the ability to prepare executive summaries, risk assessments, assurance reviews, portfolio reports, and strategic recommendations.
- Demonstrated ability to lead effectively within a collaborative, matrixed organization while reinforcing accountability and governance expectations.
- Proficiency with contract management, procurement, project controls, reporting, dashboard, document management, and Microsoft 365 applications.
- Demonstrated commitment to safety, quality, integrity, procedural compliance, inclusion, risk management, and operational excellence.
Work Location and Travel Requirements:
This is a hybrid position requiring a minimum of three (3) days per week onsite at the designated work location. The successful candidate must be able to work effectively in both onsite and remote environments. Occasional travel of approximately 10-15% may be required to support business objectives, stakeholder engagement, training activities, or project-related work.
