Under general supervision of the Data and Reporting Manager,the Data Analyst is responsible for supporting clinical performance and business needs through data scrubbing, analysis, and reporting for the Department of Health and Human Services. The Data Analyst supports initiatives related to all the reporting needs of the Department. This job class is treated as FSLA Exempt and is Progression eligible.


Distinguishing Features: This position is eligible for job progression. 

  • Level 1 does not require certifications and differs from Level 2-3 being the intermediate level reporting, communicates internally, provides end-user training and guidance. 
  • Level 2 requires an advanced certification, requires three (3) years specific knowledge, and performs level 1 tasks plus advanced level reporting functions, provides broader stakeholder communication responsibilities, trains level 1 staff, and assists with process development. 
  • Level 3 requires two (2) advanced certifications, requires two (2) additional years specific knowledge, and performs level 2 tasks in addition to developing advanced complexity reports, audits reports, higher level stakeholder communication, maintains SOPs and provides training on complex reporting to Level 1-2, and trainable to become a +-Cogito admin developer within a year.

Essential Functions: Essential functions may vary among positions and may include the following tasks, knowledge, abilities, skills and other characteristics.  This list of tasks is ILLUSTRATIVE ONLY and is not intended to be a comprehensive listing of tasks performed by all positions in this classification.

  1. Extracts data from internal and external databases to develop monitoring reports that can support sound business recommendations.    
  2. Processes and cleans patient data across multiple applications to build descriptive visualizations and analytical reports. 
  3. Collaborate with others to ensure the validity, integrity, and consistency of data housed in registries/databases. 
  4. Utilizes sound methodologies to analyze healthcare data from various sources to generate routine reports and answer specific business needs and/or research questions. 
  5. Assesses analytically the impact of interventions intended to improve patient’s satisfaction. 
  6. Participates actively in the development and presentation of healthcare quality management dashboards which include heath care access metrics and other quality key performance indicators (KPIs).
  7. Queries databases to extract clinical information needed for quality assessment, and for standard or ad-hoc reporting.
  8. Collaborates with the team to provide feedback to Practitioners and Management on performance through the creation of balanced scorecards.
  9. Assists the department in the preparation of oversight audits, including but not limited to reviewing electronic or hard copy records, investigating source of data discrepancies, and ensuring appropriateness of data in various databases/registries.
  10. Conducts routine audits of Quality Management (QM) processes and data files. 
  11. Collaborates with and participates in the quality department to provide consultation and advice to management related to program, policy and procedure development and contributes to process improvements and solutions.
  12. Participates in development and design of audit tools, standard reports, policies and procedures, and provider manuals.   
  13. Performs in-depth analysis of healthcare data coupled with data other sources to independently design, develop, and deliver analytic deliverables to meet quality, cost and service objectives.
  14. Participates in improvement process that includes activities such leading workgroups, facilitating training sessions, and measuring improvements. 
  15. Prepares effective presentations of data processes and results by leveraging various tools such as PowerPoint, Tableau, etc.   
  16. Coordinates or independently completes complex special projects.
  17. Assist staff members with more complex and detailed projects and analyses which support continuous quality improvement leading to actionable information. 
  18. Actively participate in Committees as assigned.
  19. Adheres to HIPAA compliance, privacy and confidentiality standards of HHS and the River Peoples’ Health Center.  
  20. Maintains documented inventory of existing reports, clinical review, and data validation of records to identify data trends. 
  21. Engage with the permanent OCHIN Member Care Team (MCT) Reporting Analyst to receive ongoing support in development of EPIC Reports and Dashboards.
  22. Perform job-related duties as required or directed to enhance department operations.



Knowledge, Skills, Abilities and Other Characteristics:


  • Knowledge of the history, culture, laws, customs, and traditions of the Salt River Pima-Maricopa Indian Community.
  • Knowledge of medical records management systems, both physical and electronic.
  • Knowledge of EHR, EMR and other related clinical software.
  • Knowledge of medical terminology and healthcare workflow processes. 
  • Knowledge of fundamentals statistical concepts and methodologies.
  • Knowledge of performance improvement models and root cause analysis


  • Skill in analyzing data, from multiple sources (including paper charts, software applications, databases, etc.) collaboratively.
  • Skill in solving complex problems through the use of a combination of delivered and custom-developed tools.
  • Skill in time management and organization.
  • Skill in interpersonal communication and collaboration.


  • Ability to code, compile and categorize, and verify information/data using common analytics software including but not limited to Excel, Epic EHR, SQL, R, and Python.
  • Ability to work independently, take initiative and use judgment.
  • Ability to present complex information with simplicity to a variety of audiences
  • Ability to meet and comply with HIPAA/Confidentiality policies and procedures and ability to handle highly confidential and sensitive patient and financial information.
  • Ability to complete work assignments and special projects in a timely manner. 
  • Ability to communicate efficiently and effectively to train large numbers of staff.
  • Ability to handle difficult situations with patients, providers, and other in a professional manner.
  • Ability to work with technology to extract and manipulate data.   

Education/Experience: Bachelor of Arts or Science in a science, health or business-related field OR verifiable advanced knowledge acquired by a prolonged course of specialized intellectual instruction, including but not limited to, completion of a long-term apprenticeship, certification, or other recognized academic path is required.

  • Demonstrable technical proficiency in at least 3 technology categories:
    • MS Excel (Formulas, Pivots, Charting, VLOOKUP, match/index, VB)
    • Data Visualization Software (Power BI, Tableau)
    • Relational Database Management Software (SSMS, MS Access, etc.)
    • Programming Language/Libraries for Data Analysis (R, Python, SQL, etc.)
    • Reporting Tools (Crystal Reports, Business Objects, SSRS, etc.)
    • Cloud Data Warehouse/Analytics Platforms (GCP, AWS, Azure, etc.)
    • Epic Reporting Tools (RWB, SlicerDicer, Radar Dashboards, etc.)
    • Modern Electronic Health Record Application Knowledge


Equivalency: Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.
