Job Description

Under general direction, the Assistant Director of Environmental Health and Safety (EHS) leads, plans, and administers campus EHS programs to support a safe and healthy environment for students, faculty, staff, and visitors at Texas A&M University-Victoria (A&M-Victoria). The position establishes, implements, and maintains programs in industrial hygiene, laboratory safety, occupational safety, environmental compliance, hazardous materials management, emergency spill response, and other environmental health and safety disciplines, as appropriate.

This position is responsible for ensuring that EHS programs are administered in accordance with applicable state, federal, and Texas A&M University System (A&M System) guidelines and regulations.

Responsibilities

1. Program Leadership and Compliance

· Leads the planning, implementation, and evaluation of EHS programs that promote a safe and healthy environment for faculty, staff, students, and visitors.

· Establishes and maintains programs in industrial hygiene, laboratory safety, occupational safety, emergency response, environmental compliance, and hazardous materials management, as appropriate.

· Ensures compliance and alignment with applicable local, state, federal, university, and A&M System policies, regulations, and industry best practices.

· Evaluates the impact of new or revised regulations on operations, services, and programs and communicates relevant changes to the university community, as appropriate.

2. Operational Oversight

· Oversees hazardous waste management, campus chemical inventory, hazardous materials shipping, Tier II reporting, and related chemical and environmental compliance activities.

· Directs chemical safety and laboratory safety programs, including chemical hygiene practices, hazard communication, safe chemical storage, handling and use, laboratory inspections, risk assessments, and follow-up actions.

· Provides industrial hygiene assessments, indoor air quality assessments, exposure evaluations, and related workplace health hazard assessment activities, as appropriate.

· Reviews and approves construction and renovation project plans and monitors recommended changes to support compliance with applicable environmental health and laboratory safety requirements and best practices.

· Supports incident and emergency spill response activities and implements improvements based on lessons learned, risk trends, and operational needs.

· Evaluates the effectiveness of departmental operations and recommends organizational or programmatic changes needed to maintain effective and compliant EHS programs.

3. Leadership, Representation, and Administration

· Supervises, trains, and develops staff and maintains a qualified workforce to support departmental operations.

· Represents EHS to university leadership, committees, regulatory agencies, external partners, and the public, and serves as the university’s primary liaison with local, state, and federal regulatory agencies.

· Develops departmental budgets, monitors expenditures, and prepares or oversees routine and special reports on departmental operations, costs, and programs.

· Provides training, communication, and subject-matter guidance to faculty, staff, students, and other stakeholders to support awareness and compliance.

Qualifications:

Required Education & Experience

· Bachelor’s degree in an applicable field or equivalent combination of education and experience. · Sixteen years of experience in environmental health and safety, including two years of supervisory experience.

Required Competencies

· Ability to maintain the security and integrity of critical infrastructure, which may include communications systems, computer networks, cybersecurity systems, the electrical grid, hazardous waste treatment systems, and water treatment systems.

Required Knowledge, Skills, and Abilities

· Knowledge of TCEQ, TDSHS, and NFPA regulations.

· Proficiency with Microsoft Office and safety equipment appropriate to areas of responsibility.

· Excellent written and oral communication skills.

· Experience interacting with local, state, and federal regulatory agencies.

Preferred Qualifications

· Five years of progressively responsible management experience in a higher education safety organization.

· Licensed by the Texas Department of State Health Services as:

· Asbestos Management Planner

· Asbestos Inspector o Mold Assessment Consultant

· Sanitarian

· Master’s degree in industrial hygiene, environmental management, safety, or related field.

· Certifications by nationally recognized safety organizations (e.g., radiation safety, fire safety, industrial hygiene, occupational safety, hazardous materials).

Additional Information

· This position is designated as essential personnel and will require participation in emergency response and after-hours operations.

· The position may require occasional travel to coordinate with System Offices, agencies, and external partners.

Starting salary for this position is $7,651.00 monthly and is negotiable depending on education and experience.
