ENGINEER II

The purpose of this position is to plan, design, and analyze infrastructure and related construction projects; to resolve engineering problems; manage construction projects; and to supervise assigned staff and contractors as required. Incumbents function in an area of specialization with regard to County infrastructure or operations and independently handle more complex engineering issues.  

• Conducts and/or reviews modeling, planning, and engineering studies in support of project analysis and design according to area assignment, such as roadways and transportation systems, stormwater systems, or other areas as assigned; provides technical support during construction; prepares reports detailing the quantitative analysis performed and concluding recommendations; and reviews and verifies engineering calculations and analysis submitted by consultant engineers or internal engineering technicians.
• Conducts assessments to determine space, infrastructure, facility, and other project requirements; participates in the development of lists of potential infrastructure improvement projects to be included in the capital investment plan for the program or division; and calculates cost estimates and identifies resources needed for projects. 
• May serve as a subject matter expert in area of assignment; handles multiple complex projects; and provides limited direction to and coordinates work of engineers and/or engineering technicians assigned to a project.
• Develops preliminary/final plans and designs using CAD and other engineering/drafting tools; and develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved preliminary plan.
• Coordinates and reviews the work of contracted architects, engineers, and other project service providers; works with contractors to make design modifications necessary to conform with regulatory and project requirements; and approves the designs as appropriate. 
• Completes review of civil engineering aspects of site development plans to ensure compliance with applicable laws, ordinances, regulations, and standards; evaluates and assess impact of the proposed project with regards to traffic and transportation, drainage and stormwater runoff, hydrology and hydraulics, flood protection, grading and erosion control, zoning and land use appropriateness, and related issues; approves plans and issues permits or initiates any actions necessary to correct deviations or violations; and works with developers/engineers to modify plans for conformity.
• Collects and compiles details from engineering, transportation, utilities, and maintenance divisions for both current and future projects; researches and analyzes projects for feasibility, priority, and timing; and maintains comprehensive documentation regarding research and design activities. 
• Ensures compliance with plans and specifications and all applicable local, state, and federal regulatory standards; conducts field visits to observe construction; determines the validity of change orders; addresses conflicts between consultants, contractors, and inspectors; and issues non-compliance and project acceptance letters. 
• Provides technical assistance to project managers and contracts officers during the bid phase of projects; assists in evaluating proposals; and makes recommendations for awarding the contract.
• Performs special assignments as requested; conducts specific research; prepares special reports and projects; develops and implements compliance programs; administers state and federal grants; and presents technical data. 
• Processes a variety of documentation associated with department/division operations, within designated timeframes, and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. 
• Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, mapping, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
• Communicates with supervisor, other County employees, architects, property owner, contractors, project manager, other governmental agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
• Performs other related duties as assigned. 

Education and Experience:

Requires a bachelor’s degree in engineering, Civil Engineering, or related field; and three (3) years of related experience in engineering or related field, or equivalent combination of education and experience.

Licenses or Certifications:

Must possess and maintain a valid Georgia driver’s license.

• Knowledge of local government operations, engineering related programs, policies and plans, and modern office practices and procedures.
• Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
• Knowledge of standard and practical civil engineering principles, rules, & guidelines; county, state, & federal ordinances, policies, & codes. 
• Skill in the use of computers and software applications related to the essential functions of the job. 
• Skill in effective communication, both verbally and in writing.

PHYSICAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity. 

WORK ENVIRONMENT

Work is performed in a relatively safe, and secure work environment. Essential functions are regularly performed without exposure to adverse environmental conditions; fieldwork may expose the incumbent to a variety of hazards related to construction sites.
