There is one (1) full-time regular hire Senior Department Analyst position available with the Measurement, Learning and Evaluation (MLE) Unit within the Health & Human Services Department's (HHS) Planning & Administration Division.
Our highly qualified candidate has a history of working on, and a passion for, data-driven, systems-level and evidence-based change. The candidate joins a small interdisciplinary team that is focused on data governance, change management, innovation, and quality improvement. Due to this, it is critical to have someone who thrives in an environment where experimentation and change are constant. They are driven by the opportunity to develop new programs, services, and systems from concept to design to management. The highly qualified candidate has experience researching, collecting, consolidating, analyzing, maintaining, and reporting program data necessary to meet program reporting that supports both the goals of the Department’s strategic plan and its programs. The candidate has experience that enables them to collaborate with division leaders to ensure alignment to HHS strategic and programmatic goals, metrics, and individual performance objectives.
The highly qualified candidate is knowledgeable and has experience in the following:
- Data governance
- Program evaluation methods
- Basic quality/quantitative data
- Quality improvement tools/models/techniques
- Data visualization and communication techniques/tools
- Strategic planning
QUALIFICATIONS
Knowledge of:
- Principles and practices of business and public administration.
- Principles and practices of work planning, data collection and analysis, project management and research methodology.
- Basic supervisory principles and practices depending upon assignment.
- Applicable laws, rules, and regulations.
- Plan, organize, and conduct research and analytical studies.
- Plan and direct the work of others on a project or day-to-day basis.
- Interpret, apply and explain laws, regulations and policies governing program operations.
- Recognize and resolve problems of a sensitive and/or political nature; negotiate mutually satisfactory solutions and implement recommendations.
- Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials.
- Establish and maintain effective working relationships with those contacted in the course of work, including other departments, community members and organizations, public and private agencies, and local, state and federal agencies.
- Effectively represent assigned programs, the department and County in meetings and presentations.
MINIMUM QUALIFICATIONS
Equivalent to graduation from a four year college or university with a major in business or public administration, public policy, political science, social services, health care administration or a field related to the work, and three years of professional level experience performing administrative, legislative, operational and/or policy analysis; program or project design, planning and implementation; research; strategic planning; or closely related work.
