Nightwing is seeking a Building Maintenance and Renovations Manager to support operations and maintenance (O&M) services and “cradle to grave” renovation projects. The ideal candidate will lead and manage a Facilities Support team comprised of Building Engineers and Facilities Technicians. This role is responsible for ensuring all facilities are maintained in optimal working condition through effective oversight, preventative maintenance, and timely response to building needs.
Clearance Requirement: TS/SCI with CI Polygraph (willingness to upgrade desired)
Key Responsibilities:
Plan and schedule preventative maintenance tasks, ensuring they are effectively assigned to and completed by the Facilities Support team
Oversee and coordinate renovation projects to ensure timely delivery of fully functional, operational spaces that meet the needs of the end users
Building Maintenance Lead Duties:
Develop, implement, and execute a comprehensive Operations & Maintenance (O&M) plan for all building systems at assigned locations.
This includes, but is not limited to:
HVAC systems
Electrical and lighting systems
Power systems
Plumbing and water management systems
Fire and life safety systems
Building automation and control systems
General interior and exterior facility maintenance
Security Control Systems
Effectively manage and disseminate preventative maintenance workloads among the Building Engineering team and/or subcontractors to ensure timely and efficient task completion
Develop detailed Statements of Work (SOW) for new and existing vendors to solicit competitive bids for maintenance contracts, ensuring clarity of scope, expectations, and service standards
Communicate clearly and proactively with building occupants regarding any potential inconveniences related to preventative maintenance activities or unexpected facility issues, ensuring transparency and minimizing disruptions
Provide the Project Management Office (PMO) with monthly reports detailing expenditures, completed preventative maintenance tasks, and any major upcoming issues or capital needs that may require future planning or intervention
Monitor and maintain on-hand inventory of supplies and materials to support timely repairs and maintenance work
Be able to provide the PMO with monthly expenditures, preventative maintenance tasks performed and work proactively to create mitigation plans for bigger issues on the horizon
Provide 24/7 availability for building emergencies as they may arise at assigned locations
Serve as the primary point of contact for all facility-related alarms and issues, including:
Mechanical system faults
Electrical issues
Fire alarm activations
Building Management System (BMS) monitoring and troubleshooting
Renovation Manager Duties:
Execute all construction project phases and described in general terms as Design, Construction and Closeout.
Provide construction management support but not limited to development of requirements based on customer input as well as; contract development, review, and management of Architecture & Engineering (A&E) plans, designs and specifications, maintainability review, detailed Government Cost Estimate (GCE) preparation, technical evaluations and reviews, project statement of work or statement of objectives (SOW/SOO) preparation, construction management, supplementary construction , and related services necessary to support the execution of assigned projects.
Work also involves proper closeout of contract efforts as well as maintenance of project electronic files and databases.
Develop requirements, cost estimates, and manage an array of projects to include but not limited to mechanical, electrical, civil, architectural, structural, and geotechnical.
Expected to become familiar with all current PMO processes and procedures during the initial 30 days of coming on board. The candidate shall monitor the development of all project requirements to comply with the most current Federal, State, Local and engineering plans, and specifications of standard commercial practices. Planning efforts includes ensuring all applicable permits are requested and approved.
Ability to make decisions that progress the project on time and on budget
Manage project budget to ensure it stays within the allotted funding
Develop a weekly report of status of the project both to PMO and the end user for compliance
Be able to manage the GC (General Contractor) or Sub-Contractor to ensure the body of the work is completed per our standards.
Develop a good knowledge of the ICD 705 (latest version at the time) and the Tempest guidelines. Be able to speak and implement the security standards to the GC for construction fulfillment.
Qualifications and Required Skills:
Lead and manage all phases of construction projects, including Design, Construction, and Closeout.
Provide comprehensive construction management support, including:
Development of requirements based on customer input
Contract development, review, and management of Architecture & Engineering (A&E) plans, designs, and specifications
Conducting maintainability reviews and preparing detailed Government Cost Estimates (GCE)
Technical evaluations and reviews
Preparation of project Statements of Work (SOW) or Statements of Objectives (SOO)
Management of construction activities and supplementary services to support project execution
Ensure proper closeout of contract efforts and maintain organized project electronic files and databases
Develop project requirements and cost estimates for a range of projects, including but not limited to: mechanical, electrical, civil, architectural, structural, and geotechnical.
Gain familiarity with PMO processes and procedures within the first 30 days of employment to ensure compliance across all projects
Monitor the development of project requirements to adhere to the latest Federal, State, Local, and engineering standards, as well as commercial practices. This includes managing permit requests and ensuring approvals are in place
Make timely decisions to ensure projects progress on schedule and within budget.
Manage project budgets to ensure expenditures stay within allocated funding
Develop and submit weekly project status reports to the PMO and end users for compliance
Oversee and manage General Contractors (GC) and Sub-Contractors to ensure the work is completed according to our standards
Develop a strong understanding of the latest ICD 705 standards and Tempest guidelines, ensuring that security standards are communicated to the GC for construction fulfillment
Desired Skills:
Ability to develop gross design and construction cost estimates
Proficiency with AutoCAD and other design software for project planning and design
Proficiency in Visio drafting software to assist with visual project planning and schematics
In-depth understanding of and proficiency with the customer’s Project Management Contract process
Proficiency in Microsoft Office applications, including MS Project, for project tracking and reporting
