We are seeking experienced Quality Assurance Engineering Technicians to perform on-site construction quality assurance and safety oversight in support of NAVFAC Northwest.
The QAET will serve as a primary field representative responsible for observing construction, documenting contractor performance, evaluating workmanship, monitoring safety compliance, and assisting Government construction management personnel.
Responsibilities
- Perform daily on-site construction inspections.
- Verify construction complies with plans, specifications, and contract requirements.
- Monitor contractor QA/QC and safety programs.
- Inspect construction materials, equipment, installation, and workmanship.
- Interpret construction drawings and specifications.
- Generate detailed daily inspection and QA reports.
- Maintain project records and construction photo documentation.
- Review RFIs, submittals, contractor correspondence, and technical documentation.
- Attend preparatory, initial, follow-up, and weekly Quality Control meetings.
- Monitor construction surveying and material/system testing.
- Identify and document construction deficiencies and non-compliant work.
- Monitor environmental protection requirements.
- Review payment requests and verify completed work.
- Inspect stored materials when necessary.
- Review and monitor construction as-builts.
- Support contract modifications, estimates, cost proposals, claims, and delay analysis.
- Participate in constructability reviews.
- Identify long-lead construction materials and potential impacts to project schedules.
- Witness system testing and acceptance activities.
- Coordinate with construction managers, engineers, Government representatives, designers, contractors, and other project stakeholders.
Requirements
- 10+ years of experience as a construction inspector or tradesperson.
- Basic understanding of engineering, architecture, and/or construction trades.
- Minimum 1 year of specialized experience supporting NAVFAC or U.S. Army Corps of Engineers Capital Improvements projects.
- Experience performing construction inspections and maintaining official construction records.
- Ability to interpret construction plans and specifications.
- Knowledge of construction materials, workmanship, and installation techniques.
- Experience inspecting multiple construction systems and trades.
- Knowledge of EM 385-1-1, OSHA requirements, and Federal construction safety standards.
- Knowledge of Federal construction requirements and UFGS specifications.
- Experience preparing material takeoffs and supporting change-condition cost estimates.
- Microsoft Office proficiency.
- Ability to learn and use Primavera, CostWorks, eCMS, and other construction management applications.
- Valid driver's license.
- Ability to obtain required Government access/security eligibility.
- U.S. citizenship unless otherwise approved by the Government.
- Ability to safely perform construction-site inspections involving standing, walking, climbing, bending, and uneven terrain.
CQM: Candidate must have completed Construction Quality Management for Contractors or obtain certification within 90 days of assignment.
