Job Description:
Assistant Resident Engineer (Civil)
Abu Dhabi / Al Ain, UAE
Parsons is seeking an experienced Assistant Resident Engineer (Civil) to support the construction supervision of water distribution network projects for a major utility client in Abu Dhabi and Al Ain.
In this role you will assist the Resident Engineer in supervising construction activities, ensuring works are delivered safely, on schedule and in accordance with approved drawings, specifications and the Client’s standards.
What You'll Be Doing:
- Maintain familiarity with the overall contractual setup and contractual requirements with respect to the civil works, and complete knowledge of the work packages assigned.
- Supervise, guide and co-operate with the Inspectors so that works are performed in proper sequence and to the required quality as per the contract documents, under the applicable permit-to-work systems including Limited Access Permits where required.
- Perform and approve site supervision activities, carry out day-to-day site inspection, attend field and laboratory tests, and follow up construction activities on site.
- Supervise water network construction works, including excavation, bedding, pipe laying, thrust restraint, chambers, valves, fittings, connections, backfilling and reinstatement.
- Supervise the inspection of Contractor works based on inspection and test plans, and advise the Resident Engineer on final approvals for works to be carried out.
- Maintain red-mark and as-built corrections for drawings, and verify Contractor submissions with subsequent correction comments.
- Notify the Resident Engineer of all technical incompatibilities in work or material seen at site, and communicate rectification of non-compliant works to the Contractor.
- Ensure works are carried out in accordance with approved method statements, and keep the Contractor informed of the requirement to follow them on site.
- Be aware of the construction schedule and support timely completion of the works; monitor and report on the progress of work.
- Co-operate with the QA / QC function to ensure works are carried out to the agreed quality level and recorded in the appropriate quality control records.
- Maintain a visible presence at the workplace, and actively participate in worksite HSE walkthroughs, inspections, safety interventions and audits at planned intervals.
- Verify the implementation of risk responses and identify new risks at the site; provide discipline-related inputs to the project risk and lessons learned registers.
- Assist the Resident Engineer with interdisciplinary coordination at site, and assume additional Resident Engineer duties where required during leave cycles or emergencies.
- Liaise with Client staff to close the project in accordance with contract obligations and PAC / FAC requirements.
What Required Skills You'll Bring:
- Minimum Engineering Degree (BE or BSc) in Civil Engineering. The degree shall be certified by the Ministry of Higher Education.
- Minimum 5 years of experience for engineering degree holders, with a preference for consultancy experience in a similar scope of work.
- Sound working knowledge of water network installation, testing, disinfection and commissioning practices.
- Familiarity with Client specifications and related international standards, and with the relevant OSHAD Codes of Practice.
- Good knowledge of HSE requirements associated with safe work practices, including confined space, excavation, lifting and working at height, permit-to-work systems and risk assessments.
- Proficiency in reading and interpreting drawings, specifications and inspection and test plans.
- Proficient in computer applications for record management, report generation and relevant engineering / construction software.
- Strong coordination, reporting, communication and problem solving skills in a site-based environment.
- Fluent English reading and writing.
- Available on a full-time basis and prepared to work a six-day week at site as required under the Agreement.
What Desired Skills You'll Bring:
- Previous experience on TAQA Distribution (ADDC / AADC) or equivalent water distribution utility projects in Abu Dhabi or Al Ain is strongly preferred.
- Familiarity with TAQA Distribution specifications, permitting processes and reporting formats.
- Familiarity with the TAQA 12 Essential Rules and the Client’s permit-to-work and control of works systems.
- Approved Competent Person status with TRANSCO, ADDC, AADC or similar.
- Construction safety training such as OSHA 30-hour construction safety or similar.
- Working knowledge of project scheduling software such as Primavera, and proficiency in AutoCAD or similar.
- Holds a valid UAE driver’s licence.
