Software Developer

Overview

Abacus Technology is seeking a Software Developer to provide end-to-end software development, requirements analysis, software acquisition support, testing, and web development services for the NOAA Office of Marine and Aviation Operations (OMAO).  This is a full-time position.

Responsibilities

• Evaluate customer requirements and recommend software solutions by performing reliability assessments, return-on-investment and cost-benefit analyses, product-alternative reviews, make-versus-buy assessments, and COTS-versus-GOTS analyses.
• Identify, gather, analyze, document, and validate requirements for new or existing COTS, GOTS, and custom applications, including cloud-supported products such as AODocs and Smartsheet.
• Recommend software configurations, licensing approaches, upgrades, technical support requirements, acquisition strategies, customizations, implementation plans, and operations and maintenance approaches.
• Evaluate, test, and document emerging technologies, development products, software languages, and standards in support of procurement and development efforts.
• Assess COTS and GOTS products for compliance with OMAO cybersecurity requirements and applicable federal acquisition and validation guidance, including NSTISSC, Common Criteria, NIAP CCEVS, and NIST FIPS requirements.
• Support demand-management planning and forecasting for future software, capacity, licensing, and operational growth.
• Develop and maintain software project plans, including scope, schedule, technical approach, testing, implementation, and deployment activities.
• Design, develop, install, configure, upgrade, test, deploy, and maintain systems, applications, websites, dashboards, and databases supporting NOAA observation platforms, offices, and programs.
• Perform software requirements analysis, preliminary and detailed design, coding, unit testing, integration testing, and associated technical documentation for new and existing systems and prototypes.
• Design and implement approved customizations, including workflows, features, web parts, user interfaces, integrations, and back-end components of custom GOTS code.
• Architect, install, configure, maintain, and support Microsoft SQL Server, MySQL, Oracle, and other databases and the front-end and back-end applications that use them.
• Provide Tier 1 through Tier 3 support for custom-developed software, troubleshoot application and configuration errors, resolve defects, deploy fixes, and maintain system-support documentation.
• Develop, coordinate, and oversee complex Scientific Computing System tasks across Windows, web, and database environments, including application and web design, development, testing, integration, and system enhancements.
• Develop test plans that map end-user requirements to functionality, reflect typical operating conditions, incorporate stress testing, and document mitigations for errors and defects.
• Perform unit, system, functional, interface, regression, performance, integration, interoperability, and Section 508 testing for COTS, GOTS, and custom products; coordinate testing with selected end users and resolve anomalous results.
• Conduct quality assurance throughout the software development lifecycle using NOAA engineering tools and processes for source-code control, code review, change management, configuration management, release management, and software testing.
• Perform design reviews, code walkthroughs, test-plan evaluations, and documentation reviews; prepare and deliver software development reviews and system, support, and user documentation.
• Maintain accurate hardware and software configuration and deployment documentation and comply with OMAO change-management and configuration-management policies and procedures.
• Follow Agile development practices, Capability Maturity Model Integration Level 3 processes, and applicable federal, Department of Commerce, NOAA, and OMAO IT policies, mandates, and guidelines.
• Provide web design, content development, client-side and server-side configuration, and webpage support for OMAO's public Drupal website and Google-based intranet sites; coordinate with the NOAA Web Committee and serve as an OMAO intranet webmaster as assigned.

Qualifications

5+ years of professional experience performing software development, application development, or full-stack development across the software development lifecycle.  Bachelor's degree in computer science, software engineering, information technology, or a related technical field is required.  Experience analyzing requirements; designing, coding, testing, deploying, maintaining, and supporting software applications; and preparing technical and user documentation.  Experience with one or more of the following technologies: .NET Core, ASP.NET, C#, Java, JavaScript, AngularJS, J2EE, Visual Studio, Drupal, IIS, SQL Server, MySQL, Oracle, T-SQL, PL/SQL, WebLogic, WPF, or XAML.  Experience with relational database architecture, integration, configuration, and support.  Knowledge of source-code control, code review, configuration management, change management, release management, software quality assurance, and automated or manual testing practices.  Able to troubleshoot complex application, web, database, and system-integration issues.  Experience working in Agile and structured software engineering environments.  Strong analytical, communication, collaboration, and documentation skills.  Experience supporting federal government, NOAA, scientific computing, COTS/GOTS acquisition, CMMI Level 3 processes, Section 508 compliance, or public-sector web development is preferred.  Must be a US citizen.
