Job Summary
The Construction Quality Manager is responsible for developing, implementing, and managing the overall Quality Management System (QMS) for large-scale construction projects, ensuring compliance with project specifications, engineering standards, statutory regulations, client requirements, and international quality practices. The role oversees quality assurance and quality control activities across all phases of construction including civil, structural, architectural, mechanical, electrical, plumbing (MEP), process utilities, cleanroom systems, and high-tech industrial facility installations. The position plays a critical role in ensuring defect-free execution, minimizing rework, maintaining construction excellence, and achieving project delivery targets with the highest quality standards.
Key Roles & Responsibilities
- Develop, implement, and maintain project-wide Construction Quality Management Plans, Inspection & Test Plans (ITPs), quality procedures, and inspection protocols.
- Lead all QA/QC activities for civil, structural steel, architectural, mechanical, electrical, instrumentation, piping, HVAC, cleanroom, and utility systems construction works.
- Ensure construction activities comply with approved drawings, project specifications, applicable codes, standards, client requirements, and statutory regulations.
- Establish and monitor quality assurance systems for contractors, subcontractors, vendors, and suppliers across the project lifecycle.
- Conduct quality audits, surveillance inspections, site walkthroughs, and compliance reviews to identify gaps and enforce corrective actions.
- Review and approve Method Statements, Material Submittals, Inspection Requests, Test Reports, Welding Procedures, and quality documentation.
- Manage Non-Conformance Reports (NCRs), Site Observation Reports (SOR),Corrective and Preventive Actions (CAPA), Root Cause Analysis (RCA), and quality improvement initiatives.
- Coordinate with Engineering, Construction, Procurement, Safety, Commissioning, and Project Controls teams to ensure integrated project execution with required quality.
- Oversee testing and inspection activities including concrete testing, welding inspections, NDT, pressure testing, cleanroom validation, and equipment installation quality checks.
- Ensure compliance with ISO 9001 Quality Management Systems and applicable international construction standards such as ASTM, ASME, ANSI, NFPA, IPC, SEMI, ACI, AWS, NFPA, FM Global, NEC, IS, DISH, PESO, ATEX, CE, UL and IEC standards.
- Shall be developing and implementing Test Protocols for Piping and HVAC in coordination with commissioning team for MEP and other services.
- Sustainability shall be conversion with the sustainability and green building requirement.
- Monitor contractor quality performance metrics, workmanship standards, punch points, and closure of quality observations.
- Lead quality meetings with clients, consultants, EPC contractors, and stakeholders to review project quality performance and risk mitigation actions.
- Ensure proper maintenance of quality records, inspection reports, turnover dossiers, as-built documentation, and handover packages.
- Support commissioning and startup teams by ensuring all systems are installed and tested in accordance with approved quality standards.
- Drive continuous improvement initiatives to enhance construction quality, reduce defects, improve productivity, and optimize project delivery efficiency.
- Mentor QA/QC engineers, inspectors, and site quality personnel while fostering a strong culture of quality excellence across the organization.
Education & Qualifications Required
- Bachelor’s Degree in Mechanical Engineering, Civil Engineering, Electrical Engineering, Construction Management, or related engineering discipline.
- Master’s Degree or MBA in Project Management / Construction Management is preferred.
- Certifications such as ISO 9001 Lead Auditor, Certified Quality Engineer (CQE), PMP, CSWIP, AWS-CWI, NACE, or equivalent certifications are preferred.
- Strong knowledge of construction quality standards, semiconductor/high-tech industrial facility requirements, cleanroom construction practices, and EPC project execution methodologies.
- Proficiency in QA/QC documentation systems, inspection methodologies, material quality standards, and testing procedures.
- Strong understanding of international codes and standards including ASTM, ASME, ANSI, SEMI, NFPA, ACI, IPC, AWS, and IEC.
- Experience with digital quality management systems, construction management software, BIM coordination platforms, and project reporting tools.
- Excellent leadership, stakeholder management, communication, analytical, and problem-solving skills.
- Ability to manage multi-disciplinary construction teams in fast-paced and technically demanding environments.
Experience Required
- 12–15+ years of experience in construction quality management for large industrial, semiconductor, data center, pharmaceutical, oil & gas, or high-tech infrastructure projects.
- Minimum 5+ years in a leadership role managing QA/QC teams on mega construction projects.
- Experience in semiconductor fabs, cleanroom facilities, advanced manufacturing plants, or mission-critical infrastructure projects is highly preferred.
- Proven experience handling EPC contractors, international consultants, commissioning teams, and large-scale project stakeholders

Work Environment
