Description

The individual in this position may be assigned to the Patrol, Criminal Investigations, Communications, or Administrative Division. The employee directly assists the Chief of Police in carrying out department-wide operations and strategic activities. Assigns operational responsibilities and provides executive supervision to uniformed officers and subordinate personnel assigned to the division. Responsible for comprehensive planning, coordinating, staffing, controlling, and reporting for the assigned division. Coordinates all operational phases and serves as Acting Chief of Police in the absence of the Chief. Performs other related law enforcement and administrative duties as assigned.

A. Supervision of Intermediate Supervisors & Division Administration

1. Develops and manages comprehensive duty schedules and work assignments.

2. Reviews, coordinates, and evaluates departmental assignments, case management, and field activities.

3. Responds to and assumes incident command/executive supervision at major crime scenes, critical incidents, and tactical emergencies.

4. Serves as the Special Event Coordinator; plans and executes operational safety plans and determines staffing and resource requirements for requested community events.

5. Conducts division budget requests and prepares comprehensive financial and operational plans for yearly division operations.

6. Investigates and resolves employee grievances and internal workplace complaints.

7. Meets directly with citizens, civic leaders, and community members to resolve concerns, explain department policies, and address community issues.

8. Coordinates the inspection, maintenance, and repair of division vehicles, tactical equipment, and technical assets.

9. Develops technical specifications, conducts research, and oversees purchasing of division equipment and supplies.

10. Participates in recruitment and selection interview panels; provides hiring and promotional recommendations to the Chief of Police.

11. Assists in screening applicants and oversees comprehensive pre-employment background investigations.

12. Coordinates specialized training programs and professional development activities across the department.

13. Assesses training needs of intermediate supervisors and division personnel; schedules, assigns, and facilitates training opportunities.

14. Assumes executive command and operational authority in the absence of the Chief of Police.

15. Conducts formal performance appraisals of direct subordinates and reviews/approves evaluations submitted by subordinate supervisors.

16. Participates actively in long-term strategic planning for departmental growth, technological upgrades, and resource allocation.

17. Attends regular executive briefing meetings with the Chief of Police.

18. Reviews and approves leave requests in accordance with departmental staffing thresholds and supervisor recommendations.

19. Coordinates interdivision mutual aid, task force participation, and cross-divisional operational assistance.

20. Participates in formal disciplinary proceedings; conducts inquiries and submits disciplinary recommendations to the Chief of Police.

21. Establishes operational priorities, issues specific directives, and delegates administrative tasks to intermediate supervisors.

22. Compiles, analyzes, and prepares executive reports, crime statistics, and operational summaries for division performance.

23. Conducts and oversees internal affairs and administrative investigations as assigned.

24. Reviews incident reports, investigative case files, and official documentation prepared by subordinates for accuracy and legal sufficiency.

25. Monitors court proceedings and acts as primary division liaison with prosecutors, judges, and court officials.

26. Provides expert guidance and legal interpretation regarding the application of statutory laws and departmental policies affecting law enforcement operations.

27. Ensures all division personnel maintain compliance with mandatory state certifications and professional development standards.

B. Specialized Programs

1. Recruits applicants, screens candidate files, convenes formal selection boards, and conducts background reviews.

2. Directs the activities and operational deployments of the Reserve Officer unit; coordinates scheduling and event assignments.

3. Oversees the Citizens Police Academy: establishes curriculum schedules, manages participant enrollment and vetting, coordinates instructors, and facilitates alumni engagement activities.

4. Oversees the Canine (K-9) Unit: ensures handler-canine teams maintain mandatory certifications, ongoing proficiency training, veterinary care, and specialized tactical gear.

5. Oversees the enrollment and onboarding of recruit officers attending the police academy; coordinates required gear, uniforms, transportation, and administrative/financial support.

6. Oversees the Field Training Officer (FTO) program: selects and evaluates field trainers, assigns recruits, and reviews daily observation reports and phase examinations.

C. Firearms Training & Armory Oversight

1. Ensures all departmental personnel receive comprehensive firearms instruction, tactical qualification, and active state firearms certifications.

2. Maintains meticulous departmental firearms qualification records, armory inventories, and range training documentation.

D. Public Information & Community Relations

1. Drafts and disseminates official press releases, public safety advisories, and social media updates.

2. Participates in media interviews and serves as authorized departmental spokesperson when designated.

3. Delivers educational presentations and public addresses before schools, civic organizations, business associations, and community groups.

E. Grant Research & Administration

1. Researches applicable federal, state, and private law enforcement grant opportunities; authors grant proposals and manages post-award compliance reporting.

F. Information Technology & Communications Administration

1. Coordinates installation, maintenance, and security of departmental databases, mobile data terminals (MDTs), and software networks.

2. Researches, evaluates, and requisitions emerging hardware, software, and technological solutions.

3. Develops technical specifications for radio telecommunications, dispatch infrastructure, and telephone communications systems.

4. Performs or oversees system troubleshooting, hardware repairs, and technical maintenance.

G. Specialized Administrative & Supervisory Functions

1. Provides direct administrative supervision over Animal Control Officers, School Resource Officers (SRO), D.A.R.E. Officers, and School Crossing Guards (selection, task assignment, scheduling, leave approval, and performance evaluation).

2. Handles high-level executive inquiries and public calls in the absence of the Chief of Police.

3. Develops standardized lesson plans, delivers instructional modules, and assesses student learning outcomes.

4. Maintains central records of all departmental in-service training programs and individual training certificates.

5. Monitors and preserves chain of custody protocols for property and evidentiary items as required.

6. Coordinates with municipal legal counsel regarding civil litigation defense: assists with case preparation, gathers records, analyzes case law, and coordinates witness testimony.

H. Internal Affairs & Administrative Inquiries

1. Conducts formal investigative interviews and obtains recorded/written statements from subject officers, complainants, and witnesses.

2. Conducts thorough reviews of departmental policies, standard operating procedures, and state/federal case law relevant to allegations.

3. Identifies, locates, and interviews relevant witnesses.

4. Liaises and coordinates joint investigations with external oversight, state, or federal law enforcement bodies when applicable.

5. Prepares comprehensive investigative findings of fact and submits formal recommendations for administrative or disciplinary disposition.

  • Thorough knowledge of federal, state, and municipal criminal, traffic, and civil laws, constitutional standards, court rulings, and law enforcement guidelines.
  • Extensive knowledge of modern police management, patrol techniques, criminal investigation methodologies, emergency response tactics, and community policing principles.
  • Demonstrated leadership and supervisory skills to motivate, direct, develop, evaluate, and discipline sworn and non-sworn personnel.
  • Skill in operational planning, resource forecasting, duty scheduling, division budget preparation, and fiscal management.
  • Superior verbal communication skills to interact professionally with subordinates, city leadership, judicial officials, news media, and diverse public audiences.
  • Strong technical writing skills to author operational policies, investigative findings, grant applications, executive briefings, and official press releases.
  • High-level critical thinking and decision-making capabilities to assess complex situations rapidly and execute sound, lawful courses of action under extreme pressure.
  • Proficiency in interviewing complainants, witnesses, and suspects; expert knowledge of chain of custody and evidentiary standards.
  • Comprehensive working knowledge of departmental rules, standard operating procedures, disciplinary mechanisms, and civil litigation defense support.
  • Proficiency in law enforcement information systems, computer operations, CJIS/NCIC databases, and specialized communications equipment.
  • Tactical proficiency and safe handling of department-issued firearms and specialized equipment.
  • Physical mobility and capability to pursue, detain, and subdue combative subjects, negotiate physical obstacles, and safely operate emergency vehicles under adverse conditions.
  • Working knowledge of first aid and Cardiopulmonary Resuscitation (CPR) life-saving procedures.
  • Knowledge of municipal geographic boundaries, road networks, key infrastructure, and community layout.

1. Possess active certification as a Peace Officer from the Alabama Peace Officers Standards and Training Commission (APOSTC).

2. An Associate or Bachelor’s degree in Criminal Justice, Public Administration, Police Administration, or a closely related field is preferred.

3. A minimum of five (5) years of continuous, uninterrupted, satisfactory full-time law enforcement service with the department, including at least two (2) years of experience in the rank of Police Lieutenant prior to the opening date of the promotional process.

4. Completion of specialized executive development, leadership, or supervisory coursework in modern law enforcement management.

5. Demonstrated ability to complete mandatory annual continuing education requirements (minimum of twelve [12] hours annually).

6. Proven emotional stability, high integrity, and resilience when operating in high-stress, high-risk, and emergency environments.

7. Willingness and availability to work flexible hours, rotating shifts, weekends, and holidays, and to maintain on-call availability for department-wide critical incidents.

8. Availability and willingness to travel regionally and nationally to attend specialized training academies, conferences, and seminars.

9. Must maintain compliance with all City of Enterprise physical, medical, background, and psychological standards, including pre-employment and random drug and alcohol screenings.
