The Director of Enterprise Safety & Strategic Operations serves as IOA's enterprise leader for client and team member safety, emergency preparedness, workplace violence prevention, incident management, and organizational readiness.

Reporting to the Chief Operating Officer, this position is responsible for developing, implementing, and sustaining organization-wide safety programs that protect IOA clients, employees, volunteers, and visitors across all service lines.

The Director works closely with the Vice President of Quality & Performance Excellence (QPE), Vice Presidents of Operations, Human Resources, Learning & Development, Facilities, and Communications to create a culture of safety, preparedness, accountability, and continuous improvement.

The Director serves as IOA's designated Incident Commander and leads the organization's emergency preparedness, incident command, client safety, employee safety, incident reporting, Root Cause Analysis (RCA), and workplace violence prevention programs.

In addition, the Director serves as a strategic operational resource to the Chief Operating Officer by leading complex organizational initiatives and, when appropriate, providing interim operational leadership for smaller divisions during leadership transitions.

    Primary Responsibilities

    1. Emergency Preparedness & Incident Command (25%)

    • Design, Develop and Lead IOA's enterprise emergency preparedness program.
    • Serve as IOA's designated Incident Commander.
    • Develop and maintain the Emergency Operations Plan (EOP), Continuity of Operations Plan (COOP), and Incident Command System (ICS).
    • Coordinate emergency drills, exercises, and organizational response planning.
    • Advise executive leadership during emergencies and critical incidents.

    2. Employee Safety & Workplace Violence Prevention (20%)

    • Lead IOA's team member workplace violence prevention programs.
    • Develop safety protocols for team members working in community settings, including client homes and homeless encampments.
    • Conduct organizational safety assessments and recommend mitigation strategies.
    • Develop team member education related to de-escalation, personal safety, emergency response, and incident reporting.
    • Partner with Human Resources to strengthen team member safety and well-being.

    3. Client Safety, Incident Reporting & Organizational Learning (40%)

    • Develop, implement and oversee IOA's standardized client safety program inclusive of policies, reporting pathways, investigation expectations and documentation system.
    • Incident Oversight and RCA Leadership.
    • Serve as primary facilitator for RCAs following serious adverse events, sentinel events, or complex safety concerns involving IOA clients.
    • Implement IHI-aligned RCA methodology, adverse event mapping, contributing factor analysis and action plan development.
    • Standardize client incident reporting, investigation, and corrective action processes.
    • Partner with Vice Presidents of Operations, Quality & Performance Excellence, and Learning & Development to ensure client safety policies, training, onboarding, and competencies reflect best practices.
    • Monitor trends, implement improvements, and support organization-wide quality initiatives.

    4. Strategic Operations & Executive Initiatives (15%)

    • Serve as a strategic operational resource to the Chief Operating Officer.
    • Lead complex cross-functional projects and enterprise initiatives.
    • Provide interim operational leadership for selected divisions during leadership transitions, as appropriate.
    • Develop executive analyses, recommendations, and implementation plans.
    • Lead special projects and strategic initiatives assigned by the Chief Operating Officer.

    COMPENSATION:

    Range: $180,000 to $185,000/annual

    This amount is not necessarily reflective of actual compensation that may be earned, nor a promise of any specific pay for any specific employee, which is always dependent on actual experience, education and other factors.

    This range does not include any additional equity, benefits, or other non-monetary compensation which may be included.
