The Mission
The NFR Hubs Romania team is an integral part of ING’s Non-Financial Risk domain. The team is responsible for ensuring consistent implementation of NFR frameworks, policies, and procedures, while fostering a collaborative and high-performing environment within the hubs.
The Operational Risk Management (ORM) team plays a central role in safeguarding ING against operational risks. It is responsible for setting and maintaining policies and procedures, conducting independent monitoring and oversight across business lines and entities, and identifying emerging and material risks. The team provides expert input for quarterly NFRD reporting and drives thematic deep-dives and reviews. In addition, ORM challenges the first line of defense (1LoD) on key metrics, thresholds, and limits that shape the bank’s Risk Appetite Statements—ensuring that operational risk is managed in a structured, consistent, and forward-looking manner.
The NFR Lead - ORM acts as the local Lead of NFR ORM Team I & NFR ORM Team II within Hubs Romania and is responsible for the direction of the specialized Operational Risk Management teams. The teams work together with the Amsterdam-based ORM team as an integral team across all ORM risk-areas.
The role in Hubs Romania reports hierarchically to the Head of Global NFR Center in Hubs Romania and functionally to Global Head of ORM located in Amsterdam, The Netherlands. The lead is also the hierarchical manager of the local ORM team I staff, who functionally report to Global Lead of CoE Operational & Processing Risk, CoE Fraud Risk and CoE Physical Security & ORM Team II staff, who functionally report to Global Lead of CoE Operational Resilience and Continuity Risk & CoE TIPM.
Your day-to-day
- Lead, coach and develop direct reports;
- Work together with the Head of ORM and the CoE-Leads within ORM to jointly set strategy and steer on priorities across the team;
- Work as part of the team on ORM priorities, such as policies, deep dives, NFRD, etc across different ORM risk areas;
- Work with the rest of the NFR organization and first line specialists to bring the ORM policies and regulatory requirements to life across all ING locations, helping to keep ING safe and secure;
- Provide expertise and functional steering to local NFR teams globally, together with the PMR oversight and reporting team;
- Monitoring regulatory developments and ensuring ING’s compliance with relevant guidelines (EBA Outsourcing GL, DORA , PSD2/3, CER, etc);
- Driving simplification and implementing risk-based approaches in ORM processes;
- Collaborate with IT Risk specialists to improve ING’s non-financial risk position across the board.

Specific Tasks and Responsibilities
- Act as the hierarchical manager of the NFR/ORM staff in Hubs Romania;
- Develop and coach the ORM staff in Hubs Romania;
- Lead the hiring and appraisal of ORM staff in Hubs Romania, together with the ORM CoE Leads;
- Align with the CoE Leads in ORM on the priority setting and management of the book of work for the different ORM CoE's;
- Contribute yourself to the book of work of ORM, as the most senior specialist in the team.
What you’ll bring to the team
- Master’s degree in Economics, Econometrics, or Engineering;
- Extensive experience and knowledge of ORM, across areas such as TIPM, Operational Resilience, Fraud, PARP, PPS and Processing Risk;
- Experience challenging 1LoD globally and locally;
- Proven track record in policy and procedure rollout, change management, and simplification;
- Experience working in cross-country teams;
- Strong analytical, problem-solving, and delivery skills;
- Excellent communication and stakeholder management;
- Deep knowledge of relevant regulations Ability to simplify risk processes and influence stakeholders;
- Cultural sensitivity and ability to work across geographies.
