Work Schedule:    Generally, 40 or more hours per week – typically 7:00 am-3:30 pm Monday-Friday, with some evenings, weekends, and holiday events as needed. On-call scheduling will occur as required.

NATURE OF WORK

As a member of the Public Works – Fleet Division, individuals in this Fleet Apprentice entry-level position in the Fleet Tech series are responsible for assisting in a wide array of preventative maintenance services for various town divisions, including Police, Streets, Utilities, Parks, and Recreation, specifically, inspecting, warranty work, lubricating and servicing light, medium, and heavy pickups, SUV’s and police vehicles in a dedicated quick lube bays. This position will assist senior Fleet Mechanics in learning minor diagnoses and some repairs to sedans, pickups, light construction equipment and attachments, specialized equipment like snow and ice removal, and small equipment such as trimmers, blowers, mowers, etc., to ensure the safety, reliability, and cost-effectiveness of our Town’s Fleet. The Fleet Apprentice position is essential in assisting our fleet team in keeping our fleet in optimal condition and ensuring the entire fleet of town equipment is in safe operating condition and adheres to the rules and regulations of the Federal Department of Transportation (DOT) and department policies.

The Fleet Apprentice is required to perform work in a manner consistent with and exemplary of the town’s PRIDE philosophy and the town’s Equal Opportunity Employment policy.

SUPERVISION RECEIVED

The Fleet Apprentice works under the direct supervision of the Fleet Manager to carry out assigned duties, functions, roles, and projects while working in the office and shop, for both routine and complex circumstances.

SUPERVISION/LEADERSHIP EXERCISED    

No supervisory responsibilities or control exercised. ESSENTIAL JOB FUNCTIONS

The Fleet Apprentice is assigned specific tasks, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department, division, and pursuant to laws, regulations, and practices. Incumbents in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:

  • Performs preventative maintenance services on all town Fleet units consisting of light-duty trucks and automobiles, turf and agricultural equipment, and small engine equipment in a timely manner.  These include but are not limited to pickups, trailers, forklift, passenger vehicles, police vehicles, mowers, and turf maintenance vehicles.  
  • Performs pre-and post-trip inspections, preventative maintenance checks and minor repairs on division’s equipment and other town vehicles to ensure they operate properly.
  • Safely drive and operate equipment Town of Windsor vehicles and equipment for preventative maintenance services.   
  • Assists the senior Fleet Mechanics with repairs in an apprentice role as needed.
  • Lubricate moving parts, refills fluids, and replaces belts, hoses, wiper blades, and tires.
  • Complies with the proper storage, use, and disposal of hazardous fuels, oils, lubricants, and cleaners.
  • Documents all services performed, as well as recording any parts and supplies ordered/used in accordance with established record-keeping procedures.
  • Performs snow operation tasks by shoveling, plowing, removing, and hauling snow and ice, along with applying deicers to streets and roads.
  • Clean equipment and Public Services Facility shops and yard areas as necessary.
  • Performs related duties as established by law/ordinance or reasonably directed by the town.  
  • Responds to emergencies or after-hours callouts as needed.
  • Performs a variety of heavy laboring activities including the use of hand tools, light power equipment, and heavy construction and maintenance equipment.
  • Inputs daily work data into a computer and maintains records of work performed.
  • Perform and foster an environment of safe work practices and report safety issues promptly to the direct supervisor.  
  • Performs other duties as assigned by direct supervisor.
  • Responds to customer inquiries and complaints, as directed.
OTHER DUTIES

Depending on organizational need, additional duties may include the following:

  • The Fleet Apprentice position is part of the snow removal program which includes scheduled on-call responsibilities typically during the months of October to April.  Fleet Apprentices are required to review and acknowledge the Snow Guidelines annually.  
  • The Fleet Apprentice position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.
  • May be involved in special projects that are directly or indirectly related to essential job functions.
  • Continues educational and certification requirements in order to remain abreast of current methods and procedures.
  • May participate in town employee committees, projects, or assignments as required.
  • Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents.  Uses all required safety equipment.  
  • Performs related duties as established by law/ordinance or reasonably directed by the town.
  • Assists other town departments/divisions, as necessary. 
EDUCATION, EXPERIENCE AND FORMAL TRAINING  
  • High School diploma or GED.
  • Must be 18 years of age by the date of employment.
  • Preferred one (1) year of progressively responsible experience in automotive, light truck, medium, and heavy-duty truck maintenance and/or repair, and other equipment maintenance operations, or completion of an accredited automotive or diesel repair program.
  • Preferred accredited college, university, or vocational education in the areas of automotive technology and repair, diesel repair, or heavy-duty equipment repair.
  • An equivalent combination of education, training, and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.
LICENSES OR CERTIFICATES 
  • Must have a current Colorado Driver’s License or the ability to obtain one upon hire that meets the Town of Windsor’s standards; ability to maintain throughout employment.  
  • Ability to obtain and maintain ASE certifications A4 (Suspension & Steering) and A5 (Brakes) within 24 months (two-years) of employment.
  • Certifications from major manufacturers such as International, Allison, CAT, John Deere, Bendix, Cummins, etc.  
  • Ability to obtain and maintain Motor Vehicle Air Conditioning certification as specified under section 609 of the Clean Air Act by an EPA-approved program within (1) year of employment.
  • Ability to obtain FEMA certifications: 100, 200, and 700 within (2) years of employment.
  • CPR/1st Aid certification or ability to attain within three (3) months of employment.

  • Knowledge of basic mechanical equipment operation and repair
  • Knowledge of the policies, procedures and goals of the Town of Windsor and the department.
  • Ability to deal tactfully and effectively with the public.
  • Ability to read, interpret and apply documents such as safety rules, operating, technical and maintenance instructions, and policy and procedure manuals.
  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals.  
  • Ability to react quickly and accurately in emergency situations.
  • Ability to maintain composure during mentally, physically and emotionally stressful situations.
  • Ability to communicate professionally, clearly and effectively with people inside and outside the organization using verbal and written methods.
  • Ability to perform the necessary functions of the position and to make appropriate decisions consistent with the job expectations and position description.  
  • Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

  • Possess basic computer skills, including good knowledge and experience using Microsoft Office, Faster Fleet Solutions Fleet Management Software and Cartegraph software.
  • Knowledge of safe driving principles and an ability to detect hazards and to recommend corrective actions.
  • Knowledge of general vehicle and equipment maintenance and repair.
  • Ability to receive, understand and take positive and appropriate action from information/instructions verbally and/or in writing.
  • Ability to operate a variety of equipment and/or vehicles.  
  • Ability to work on-call and after hours, as needed.
  • Ability to follow and enforce town safety regulations.
  • Ability to remain flexible in dealing with changes.  
  • Ability to remain tactful, helpful, and friendly in dealing with the public and other employees.  
  • Ability to document work clearly and thoroughly.  
  • Ability to learn operational procedures and consistently work within the operational structure.
  • Ability to use independent judgment in routine and non-routine circumstances and in critical situations; make proper notifications to the Fleet Manager.
  • Must have the ability to be reached in emergencies, such as through a cell phone.
  • Ability to respond to emergencies or after hours call outs and work a flexible schedule, including overtime work when required, working weekends and holidays as needed, and working on-call status with a maximum one-hour response time for yearly on call rotation and for snow emergencies.
  • Must be able to effectively communicate verbally through a variety of communications, including radio.
  • Must possess a combination of technical, analytical, organizational, communication and interpersonal relationship skills, as well as professionalism.
  • Ability to solve problems and work under pressure.  
  • Ability to successfully pass the Department of Transportation (DOT) mandated physical examination as required, and the controlled substance/alcohol tests on a random basis.
MATERIALS and EQUIPMENT USED  

Materials and equipment used include, but may not be limited to the following:

  1. Equipment:  Position requires use of various equipment including pickups, trailers, single & tandem dump trucks, snowplow trucks, streets sweepers, road sweepers, vac truck & trailer, ToolCat & attachments, skid steers, rollers, tampers, plate compactors, saws, weed eaters, hand blowers, paint striper, pumps, compressors, sanders, common hand and power tools, shovels, rakes, brooms and wrenches.  Inspection and testing equipment such as locators, manhole hooks, hand tools, and ladders.  Specialized equipment including asphalt patcher, post-hole pounder, air tools, welding & torch equipment, and other specialized light-duty power equipment.   Operate staff vehicles, refueling stations, electric car charging stations, fluid dispensing systems, wash facility & equipment, two-way radios, computers/tablets/other digital equipment, calculators, copiers, printers, fax machines, telephones.
  2. Materials: Position requires the use of weed chemicals like herbicides, pesticides, fuels, oils, lubricants, adhesives, degreasers, grease, refrigerants, antifreeze, and cleaning supplies. Paints, sealers, lacquers/thinners/solvents, epoxy’s, concrete/cement, dirt/backfill, sand, road base, gravel, hot & cold patch asphalt, chemical hardeners, concrete sealers, and other materials as needed.
WORKING ENVIRONMENT & PHYSICAL REQUIREMENTS

The physical demands described here are representative?of those that must be met by an employee to successfully perform the essential?functions of this job.

The physical activities of this position include, but are not limited to, the following: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions.

The physical requirements of this position are considered Heavy Work, exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

The employee is required to have close visual acuity to perform the following activities: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection inspecting small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly of fabrication of parts at distances close to the eyes. Operating machines such as lathes, drill presses, power saws and mills where the seeing job is at or within arm’s reach, performing mechanical or skilled trades tasks of a non-repetitive nature such as ones by carpenters, technicians, service people, plumbers, painters, mechanics, etc. The employee is required to have visual acuity to operate motor vehicles or heavy equipment.

The employee may be subject to the following environmental conditions: inside, such an office setting; outside, with little to no effective protection from weather; extreme cold, typically below 32 degrees for periods of more than one hour; extreme heat, temperatures typically above 100 degrees of periods of more than one hour; noise and vibration.

The employee is subject to hazards, including a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. The employee is subject to atmospheric conditions that may affect the respiratory system, or the skin, and subject to oils.

This position is considered safety-sensitive because the individual is responsible for their safety as well as the safety of others. Performing these job functions under the influence of drugs or alcohol would pose significant dangers.
