- Leads and conducts complex research and statistical analysis about vulnerable children and families.
- Directs multiple complex, collaborative initiatives, focused on improving outcomes for system-involved youth related to child protective services.
- Oversees the work of collaborative, multi-stakeholder teams focused on Child Welfare issues and outcomes.
- Acts as a liaison and/or facilitator for upper management and department representatives (e.g., Board Offices, County Departments, governmental agencies, community partners, philanthropy groups, advocates, commissioners, children and families, the general public, the media).
Three (3) years' of experience in a highly responsible capacity* analyzing and making recommendations for the solution of highly complex** child welfare, juvenile justice, and/or human service problems for an organization, program, procedures, budget or personnel; AND a minimum of one (1) year of experience supervising staff in an agency that serves the child welfare, juvenile justice, and/or human services population, and leading a multi-agency workgroup or team.
*Highly responsible capacity is defined as staff experience at the senior level with extensive knowledge of program related area, processes and procedures, and experience in a specific subject matter.
**For this examination, a highly complex child welfare, juvenile justice, and/or human service problem is defined as having impacted three or more agencies or stakeholder groups.
LICENSE:
A valid California Class "C" Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS II:
Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
DESIRABLE QUALIFICATIONS:
- Experience utilizing data analysis such as quantitative and qualitative methods to identify highly complex problems and possible solutions for child welfare, juvenile justice, and/or human service programs within an organization or agency.
- Experience collaborating with advocates, community-based organizations/government agencies, attorneys/court representatives and philanthropist in relation to child welfare, juvenile justice and/or human services.
- Experience managing highly complex projects and/or initiatives that have included executive leadership from various organizations and/or agencies, related to child welfare, juvenile justice and/or human services.
- Experience in project management or lead capacity in facilitating group meetings, reviewing final product of work, delegating work, managing budget, mentoring and developing staff.
- Experience identifying resolutions to systemic issues or barriers affecting service delivery to vulnerable child and families, negotiating agreements among partners, and/or making recommendations on how to incorporate resolutions into organizational practices.
- Experience writing reports, memoranda and grant applications for executive management or high-level officials, designed to inform and potentially influence policy decisions.
EXAMINATION CONTENT:
This examination will consist of an evaluation of Training and Experience based on application information, Desirable Qualifications, and Supplemental Information Questionnaire form, weighted 100%.
Applicants must receive a passing score of 70% or higher on the assessment to be added to the eligible list.
ELIGIBILITY AND VACANCY INFORMATION:
Applicants who passed the assessment are placed on a list in the order of their score group for a period of six (6) months. Applications will be processed as they are received and added to the list accordingly. We will use this list to fill vacancies in the Executive Office of the Board of Supervisors as they occur.
Candidates who pass the assessment and meet the criteria identified in the supplemental questions will be placed on the list.
