ABOUT THE TEAM

MTC's Capital Delivery, Asset Management, Roadside Tolling (CART) Section leads the planning, delivery, operation, maintenance, and management of transportation infrastructure, including the following programs:

• Bay Area Toll Authority (BATA) Toll Bridge projects: BATA is responsible for programming, administering and allocating revenue generated by the tolls on the California Department of Transportation (Caltrans) seven state-owned Bay Area toll bridges. BATA and Caltrans are jointly responsible for the maintenance and upkeep of assets on the toll bridges and related facilities. BATA is also responsible for the future implementation of Open Road Tolling on the seven bridges. 
• Bay Area Infrastructure Financing Authority (BAIFA) Express Lanes projects: MTC operates a network of high-occupancy toll lanes in Alameda, Contra Costa, and Solano counties that allow solo motorists to bypass congestion for a fee while carpools and buses use the lanes at a discounted fee or free of charge. BAIFA and Caltrans are jointly responsible for the maintenance and upkeep of the express lanes and related facilities.
• MTC operational improvement projects which actively construct, operate and maintain highway, arterial, and transit elements along the corridor with a focus on person throughput, congestion management and safety.

ABOUT THE ROLE

The individual in this position will support the Principal Program Coordinator in the operation, maintenance, and asset management of MTC, BAIFA, and BATA assets, with the primary focus on infrastructure and equipment supporting tolling, including but not limited to backhaul communications, power systems, HVAC, fire systems, signage, lighting, and related facilities. 

The work involved will be technical in nature and the position will be responsible for managing assigned projects and maintenance activities, coordinating consultants and contractors, monitoring contract performance, identifying and communicating risks and issues, and coordinating with internal and external stakeholders (such as Caltrans) to ensure work is completed safely, effectively, and in accordance with established scope, schedule, budget, and operational requirements.

Under the general supervision of the Principal Program Coordinator, the specific assignments and responsibilities include, but are not limited to, the following:

• Manage assigned operations, maintenance, asset management, and infrastructure projects related to Toll Bridge Rehabilitation, Express Lanes, Open Road Tolling, and other MTC initiatives. Coordinate project scope, schedule, budget, procurement, project controls, and stakeholder communication throughout various phases (as needed) in planning, design, installation, operations, and maintenance.
• Support the development and implementation of asset management and asset protection strategies and plans to maintain infrastructure in a state of good repair at minimum practicable cost. Evaluate asset condition, maintenance needs, reliability, lifecycle considerations, and operational performance and risks to infrastructure and operational assets. Identify recurring issues and opportunities to improve operational workflows, reliability, resiliency, and cost-effectiveness.
• Oversee and monitor consultant and contractor performance and deliverables, including technical work, schedules, budgets, and compliance with contract requirements. Identify deficiencies, delays, risks, and deviations from scope or requirements. Direct or coordinate corrective actions, track resolution, and promptly communicate issues.
• Proactively identify, assess, document, and communicate project and operational risks, delays, technical issues, resource constraints, and other conditions that may affect project delivery or agency objectives. Develop recommendations and corrective actions, monitor resolution, and escalate matters requiring management direction.
• Coordinate with internal and external stakeholders, including Caltrans, contractors, consultants, vendors, other public agencies, legal counsel, and management. Lead or participate in project and coordination meetings, communicate project status, and prepare reports and presentations for management and Committees.
• Perform field and operational support activities as needed, including site visits, inspections, maintenance coordination, verification of existing conditions and completed work, and response to operational issues. Serve as the agency's on-call maintenance representative during non-business hours as assigned and exercise independent judgment in resolving project and operational issues.
• Perform other job-related duties as needed or assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

The ideal candidate will have the knowledge, skills, and abilities to:

• Understand and apply principles and practices of project development, delivery, construction, operations, maintenance, and asset management for transportation and related infrastructure, including knowledge of Caltrans project delivery standards, procedures, and requirements, and their application to projects delivered on or adjacent to the State Highway System.

• Read, interpret, and review engineering plans, specifications, estimates, technical reports, and other project deliverables, and identify and resolve technical issues and deficiencies.

• Manage assigned projects and contracts, including developing scopes of work, budgets, schedules, task assignments, procurements, and project documentation, and monitoring work for compliance with established scope, schedule, budget, and contract requirements.

• Analyze project, asset, maintenance, cost, schedule, and operational information to identify trends, risks, deficiencies, and opportunities. Exercise sound judgment and develop recommendations and corrective actions.

• Conduct field visits and inspections to verify existing conditions, monitor contractor and consultant activities, assess maintenance needs, investigate issues, and confirm completion of work.

• Communicate and collaborate effectively with technical and non-technical staff, contractors, consultants, Caltrans, public agencies, vendors, legal counsel, and management, including leading or participating in meetings and preparing written reports, presentations, and other project documentation.

• Organize, prioritize, and independently complete multiple assignments and projects with minimal supervision, proactively identify next steps and emerging issues, meet deadlines, and seek direction when decisions exceed assigned authority.

• Use project management, asset management, GIS, document management, spreadsheet, and other applicable software and systems to organize, analyze, track, and communicate project and asset information, and follow applicable safety, regulatory, and MTC policies and procedures.

MINIMUM QUALIFICATIONS

Any combination of training and experience that would provide the required knowledge, skills, and abilities listed. A typical way to obtain the required qualifications would be:
 

Education and Experience: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in civil engineering, transportation engineering, or a related field, and five (5) years of increasingly responsible professional engineering experience

(Two years of graduate work in a discipline directly related to the position may be substituted for one year of job experience.)  

License/Certification: 

• A professional engineering license and additional years of relevant project delivery, tolls/transportation operations, construction, maintenance, asset management, and/or project management experience are highly desirable.

• Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

PREFERRED QUALIFICATIONS

Experience: The ideal candidate will have progressively responsible experience managing transportation, infrastructure, maintenance, construction, or asset-management projects, including experience coordinating with consultants, contractors, and public agencies.
