As a Global Trade Lead Technical Advisor (TA) – Level 5, you’ll be a linchpin in missions of paramount importance, defining the art of the possible from day one. May consider one of the following major Space sector locations: Dulles, VA; McLean, VA; Huntsville, AL; Linthicum, MD; Boulder, CO; Colorado Springs, CO; Aurora, CO; Gilbert, AZ; Chandler, AZ; Promontory, UT; Roy, UT; Magna, UT; San Diego, CA; or Redondo Beach, CA.

The Lead Technical Advisor (TA) serves as the primary engineering representative in Global Trade, responsible for in-depth technical knowledge of the sector product lines and functions, coupled with knowledge of federal export regulations and corporate procedures; performs the technical export classification of hardware, software and data for total systems. This position will report to the Director of Global Trade of Space Systems Sector.

Job responsibilities include, but are not limited to, the following:

  • Serve as the sector level TA for Space Global Trade with direction from the Director of Global Trade
  • Lead the sector in all company-wide TA-related activities including TA training, representing the Tech Advisor program at biannual Tech Fests
  • In consultation with Global Trade Director, propose, evaluate and assess candidates for TA assignment from all engineering disciplines and divisions
  • Maintain excellent cross-functional relationships with Engineering, Corporate, other functional organizations
  • Lead and mentor the Space TA Community of over 100 trained TAs across all divisions, business units, and functional disciplines. Support includes one-on-one guidance, regular communiques to the team, and lunch-and-learn opportunities to share news, updates and status
  • Translate export regulatory requirements into embedded processes and procedures which ensure export compliance is integral to the systems engineering process during proposal submittals and early product development phases
  • Conduct Jurisdiction and Classification determinations of sector hardware, software and technology, and provide training of the same to all Space TAs. Jurisdiction and Classification requires detailed engineering knowledge of sector technologies and products, in concert with the International Traffic in Arms Regulations (ITAR)USML (US Munitions List) and Export Administration Regulations (EAR)CCL (Commerce Control List) to ensure proper US export regulatory classifications/assignments
  • Support of the application and implementation of US Government export authorizations, and compliance with all requirements and processes for export compliance
  • Support establishment and act as technology subject matter expert of sector export policies and procedures
  • Provide comprehensive training on the interpretation of export regulations specific to sector hardware, software, and technology; conduct of hardware jurisdiction and classification; the evaluation of technical data submitted for export to foreign parties; the evaluation of technical information for public release; use of the NGC export database, EEMS. Participate as instructor in conjunction with corporate TA instructor for TA Training course
  • Provide guidance to Space Tech Advisors, including establishing mentors for newly assigned Tech Advisors, and conducting quarterly TA Refresh training to ensure credentials remain current
  • Ensure consistency and accuracy of technical data reviews within the sector
  • Provide support to Global Trade Empowered Officials and the Law Department for potential incidents of non-compliance
  • Support Global Trade Empowered Officials by providing hardware, software and technology classification, scope development and proviso/condition analysis as needed for export authorizations
  • Other duties as assigned

Basic Qualifications:

  • Bachelor’s degree in a STEM field with 12 years of professional experience – OR – Master’s degree with 10 years of professional experience – OR – PhD with 8 years of professional experience.
  • Must have the ability to obtain and maintain a U.S. Government Secret security clearance
  • Knowledge and fluency of ITAR, EAR, and other US Government Regulations as pertaining to export/import licensing and Global Trade.
  • Experience providing training
  • Must have excellent communication and interpersonal skills

Preferred Qualifications:

  • Advanced engineering or science degree
  • Experience in the Aerospace & Defense industry
  • Knowledge of Space-related products, systems, and sub-systems , including spacecraft, launch vehicles, ground and missiles systems, propulsion, laser, imaging, optics, and microelectronics.
  • Knowledge of and proficiency in the use of the Decartes EEMS Software
  • Excellent written and verbal communication
  • Current, active US Government Secret Security Clearance

Primary Level Salary Range: $169,000.00 - $265,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
