Mandatory Reference Checking Scheme (“MRC”) for Hong Kong
The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

China Hong KongJob Responsibilities:
• Review and maintain frameworks for Institutional Risk Assessment (IRA) and Institutional Fraud Risk Assessment (IFRA) covering money laundering, terrorist financing, proliferation financing, sanctions, tax evasion, fraud, and anti-bribery and corruption across all branches and subsidiaries.
• Establish standardized procedures, risk-scoring methodologies, project timelines, and data collection templates that ensure Group-level consistency while accommodating local cross-border regulatory requirements.
• Engage stakeholders and control owners through proactive communication, workshops, and detailed interviews to gather qualitative and quantitative inputs on localized business strategies and inherent risk workflows.
• Analyze complex data sets to identify global transaction trends, customer risk concentrations, and cross-border geographical vulnerabilities related to financial crime, fraud, and illicit financing networks.
• Evaluate inherent risk levels and assess the design and operating effectiveness of local and central mitigating controls.
• Determine residual risk ratings and maintain rigorous, audit-ready workpapers documenting the data sources, rationale, and sample testing utilized for all global assessments.
• Draft high-quality risk reports, consolidated governance dashboards, and Management Information (MI) to present critical findings, root-cause analyses, and global risk trends to senior management and Management Committees.
• Drive remediation tracking and optimization by designing corrective action plans, validating closure of identified control gaps, and continuously modernizing methodologies using advanced data analytics and regulatory updates.
Requirements:
- Degree holder in Law, Business Administration or related disciplines is preferred.
- Minimum 6 years’ legal, general audit, banking or compliance experience in a sizable financial institution and/or regulatory bodies is preferred.
- Holder of Associate AML Professional (AAMLP) Certificate under the HKMA ECF on AML/CFT is preferred.
- Strong knowledge of CDD/KYC, Screening, Sanctions, Transaction Monitoring, Fraud, SAR/STR, Name & Payment Screening, AML systems and model governance concepts.
- Risk and control assessment, test design, sampling, data-driven testing, root-cause analysis, issue management, and closure validation.
- Expertise in AML/CFT, Sanctions, Fraud and ABC regulations and practices; solid understanding of regulatory expectations and industry standards.
- Well-versed in market trends and developments affecting FCC (e.g., sanctions changes, typologies, technology/data considerations) in both local and global contexts.
- Good command of written and spoken English and Chinese (including Putonghua).
