Position Summary

The Director, Pharmacy Services provides strategic and operational leadership for all pharmacy services, including outpatient pharmacies, mail order services, and the external retail pharmacy network for US Family Health Plan of Southern New England (USFHP). This role leads the pharmacy management team and partners with Pharmacy and Clinical leadership to ensure regulatory and accreditation compliance, financial stewardship, operational excellence, and high-quality, patient-centered care. The Director provides oversight of vendor relationships, drug utilization management, formulary and cost-containment initiatives, and the development and implementation of pharmacy programs and services aligned with organizational goals.


The Director, Pharmacy Services establishes clear performance expectations and accountability across the pharmacy department, using key performance indicators (KPIs), quality metrics, financial targets, service levels, and operational measures to monitor performance and drive continuous improvement. The Director holds managers and teams accountable for achieving departmental goals, regularly evaluates performance against established metrics, develops and implements corrective action and improvement plans as needed, and ensures effective communication and follow-through. This role fosters a culture of accountability, collaboration, innovation, and continuous improvement while ensuring pharmacy services consistently meet regulatory, financial, operational, and patient care objectives. 


Key Responsibilities

Pharmacy Operations & Compliance

  • Direct and oversee daily operations in the retail pharmacy, mail order services, and network operations for USFHP.
  • Establish and monitor departmental performance expectations, KPIs, quality metrics, service levels, and operational goals; hold pharmacy leadership accountable for achieving established targets.
  • Ensure compliance with all state licenses, federal, and regulatory requirements, including DEA and Massachusetts Controlled Substance licensure.
  • Maintain and re-credential contracts with insurance plans, NCPDP, and NPI numbers for pharmacy claim processing, as needed.
  • Execute the implementation of policies and procedures to enhance patient safety, medication management, and regulatory adherence.
  • Lead pharmacy quality initiatives and provide regular reports on pharmacy performance, trends, risks, and opportunities.

Leadership & Team Management

  • Lead, develop and manage pharmacy leadership, including the Manager of Pharmacy Operations, Manager of Clinical-Specialty Pharmacy, and the Pharmacy Technician Supervisor.
  • Establish clear performance expectations and hold pharmacy leaders accountable for departmental goals, KPIs, quality, productivity, and service outcomes.
  • Partner with Talent Acquisition and Human Resources to oversee hiring, training, performance management, and staff development.
  • Foster a culture of excellence, collaboration, and innovation in pharmacy services.

Financial & Inventory Management

  • Oversee drug inventory utilization and inventory controls, ensuring cost-effective procurement, inventory control, and optimal financial performance.
  • Develop, implement, and monitor cost-saving initiatives, including Drug Utilization Review (DUR), Specialty Pharmacy, and Mail Order Utilization.
  • Monitor pharmacy financial performance, including drug spend, budget variances, and cost-saving targets, and implement corrective strategies as needed.
  • Align pharmacy financial performance with organizational business objectives.

Clinical & Strategic Initiatives

  • Provide strategic direction for drug utilization management and educational guidance to clinicians to optimize prescription drug therapy.
  • Collaborate with healthcare providers and clinical leadership to enhance clinical pharmacy services, integrate care, and improve patient outcomes.
  • Evaluate and implement pharmacy technology, automation, and information systems to improve safety, efficiency, scalability, and patient service.

Stakeholder & PBM Management

  • Function as a key pharmacy liaison between PBMs and external partners for USFHP. 
  • Support pharmacy benefit communications and provide timely updates for sales and marketing teams to ensure accurate communication with members and providers.
  • Partner with applicable clinical, operational, finance, and other organizational stakeholders on pharmacy-related quality, performance, and strategic initiatives.

Performance and Continuous Improvement

  • Establish and monitor pharmacy KPIs, operational metrics, financial targets, quality measures, and service-level expectations. 
  • Review performance trends and identify opportunities to improve quality, efficiency, cost, patient experience, and operational outcomes. 
  • Hold pharmacy leaders accountable for achieving established goals and implementing action plans when performance falls below expectations. 
  • Present pharmacy performance, risks, opportunities, and improvement initiatives to senior leadership as needed.

Requirements

Qualifications

Education & Experience

  • Bachelor’s Degree in Pharmacy required; Doctor of Pharmacy (PharmD) preferred.
  • 10 or more years of pharmacy experience, with 5 or more years of leadership experience in retail or managed care pharmacy.
  • Retail or Mail order pharmacy experience required.
  • Health Plan experience preferred. 

Licensure & Certifications

  • Active Registered Pharmacist License (RPh) in the Commonwealth of Massachusetts, in good standing.
  • Maintenance of Continuing Education Credits as required by the Board of Registration of Pharmacy.

Skills & Competencies

  • Strong leadership, problem-solving, and communication skills.
  • Expertise in managed care pharmacy philosophy and practice.
  • Proficiency in pharmacy technology, relational databases, and robotics automation.
  • Ability to analyze drug utilization trends, develop cost-saving strategies, and optimize pharmacy operations.
  • Commitment to patient-centered care.

Other Requirements

  • Must be able to obtain and maintain U.S. Government personnel security clearance as a condition of employment.

Physical Nature of the Job

Some elements of the job are sedentary, but the employee will be required to stand for periods of time or move throughout the campus.
