JOB SUMMARY

Under general direction, provides an advanced level of direction and strategic focus to the City's workforce consulting on a broad range of applicable employment laws, City policy and procedure and services related to human resources for assigned City departments while maintaining a high level of expertise and confidentiality.

ESSENTIAL JOB FUNCTIONS

• Provide consulting services on human resource related issues to assigned city departments while enhancing the role of the Human Resources Department as a strategic partner, administrative resource, performance consultant and change agent.

• Provide a broad range of advisory services including but not limited to benefits, compensation, position classification, employment, training and employee relations to assigned city departments while maintaining a high level of expertise in assigned functional area.

• Respond to inquiries from employees and supervisors and facilitate solutions on matters including but not limited to policy interpretations, payroll issues, work related injuries, leave options, complaints, performance issues, occupational health, and retirement.

• Research, analyze, develop, implement and maintain programs of varying complexity on complex issues such as special pay categories, performance measures, organizational design, and human resource best practices utilizing various analytical methods and preparing written reports and presentations.

OTHER JOB FUNCTIONS

• Facilitate training sessions, focus groups, and assist in the preparation of surveys in compensation and other disciplines as needed.

• On a nontypical basis, may perform other additional duties not listed in this description that are in alignment with the scope of essential job functions.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required

• Considerable knowledge of principles and practices of personnel administration including training, compensation, benefits, employee relations and employment.

• Knowledge of laws and regulations relating to human resources field.

• Knowledge of organizational reporting structures.

• Knowledge of survey and analytical techniques.

• Skill in researching, collecting and analyzing data.

• Skill in the application of statistical methods and concepts. 

• Skill in counseling and interviewing employees.

• Skill in communicating conceptual ideas to others in written and oral forms including developing effective reports and correspondence.

• Skill in communicating effectively through oral and written means to maintain positive relationships.

• Skill in making presentations and presenting complex issues.

• Skill in managing multiple tasks.

• Skill in negotiating and monitoring contracts/vendors.

• Ability to comprehend and apply the principles and techniques of human resources to the public sector.

• Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies and procedures.

• Ability to maintain regular and predictable attendance.

• Ability to operate a variety of office equipment including but not limited to a PC, telephone, and calculator and ability to utilize Microsoft Office software.

• Ability to analyze and evaluate programs, policies, practices, and surveys, identify program alternatives and recommend feasible actions.

• Ability to organize, prioritize and manage time adequately to accomplish work assignments.

• Ability to plan and coordinate projects and work of others.

Qualifying Education and Experience:

• Bachelor's degree in human resources, business administration, communications or related field.

• Three years of HR Generalist experience with a focus on employee relations, training and development, benefits administration, and compensation.

• Or an equivalent combination of education and/or experience.

• International Public Management Association for Human Resources certification (IPMA-SCP/IPMA-CP)

• Human Resources Certification Institute certification (SPHR/PHR)

• Society for Human Resources Management certification (SHRM-SCP/SHRM-CP)
