Please note: The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $97,540 to $148,018, based on the candidate’s qualifications and experience.
WHO WE ARE
The mission of the Montgomery County Department of Police (MCPD) Emergency Communications Center is to answer and process emergency and non-emergency calls requesting public safety response. This is accomplished using several technical systems of hardware and software with the goal of providing customers, callers and field personnel, with professional responses to public safety requests for service.
WHO WE ARE LOOKING FOR
MCPD seeks a highly skilled and experienced Information Technology professional for the position of Senior Information Technology Specialist. This position is a hybrid role of application and systems integration, development, and infrastructure management.
The ideal candidate will have excellent oral and written communication skills and be detail oriented. The candidate must be able to meet deadlines and follow through with multiple projects simultaneously and have the ability to work independently to perform a variety of challenging and complex actions.
- Experience working in an IT environment with stringent security controls, and focus on quality, testing and error free deployments.
- Knowledge of regulations, laws, and 9-1-1 industry best practices specific to 9-1-1 Emergency Communications Centers.
- Experience in systems integration, database management, and implementation and backout plans.
- Knowledge of applications development, software maintenance, support and programming, database development and management, PC support, installation, configuration and maintenance, LAN/WAN configuration and maintenance, user training and support and security administration.
- Skilled in project management with ability to lead teams, develop requirements, and provide technical expertise on developing and implementing automated system projects.
- Develop end user instruction for entry level and tenured 9-1-1 personnel for a variety of technical systems.
Employee will be responsible for managing the workload and leading a team of specialists and technicians who directly work with operational systems critical to processing and dispatching 9-1-1 and non-emergency calls, including other critical ancillary 9-1-1 emergency communication center systems.
The Senior IT Specialist must possess strong knowledge of data systems and security; must have experience in strategies for managing the integration of technologies and systems and must have experience with the support of servers, relational databases, and strategies for security across multiple databases and servers. Experience with public safety network architecture, including ESInet and Next-Generation 911 (NG911) standards, ESRI ArcGIS, MS Power Apps, .Net Web apps, forms and workflows in SharePoint, software development life cycle, and managing user accounts and security groups in Active Directory, as well as familiarity with role-based security configuration and access controls within 911-related or public safety systems.
This Sr. IT Specialist position will:
- Provide day to day direction to 5 subordinate staff subject matter experts, including 1 contractor, with respect to implementation and support of critical 9-1-1 center systems and applications.
- Follow County development and deployment processes and procedures and will report directly to the Deputy Director of Support in the Emergency Communications Center.
- Participate in deployments and upgrades of critical systems as well as directing or overseeing testing of upgrades, new technology programs or systems for all 9-1-1 related systems.
- Be involved in scoping technologies and improving processes for the 9-1-1 emergency communications center.
- Support the 9-1-1 emergency communication center’s critical application infrastructure, integration and design, helping to execute the strategic roadmap and ensuring the 9-1-1 center stays current with proven advances within the 9-1-1 industry.
- Provide guidance and technical assistance to all 9-1-1 staff including system use and problem solving
- Exchange information with 9-1-1 personnel, vendors or others concerning utilization of equipment, software or services provided
- Advise the 9-1-1 Center Executive Team on potential productivity improvements realized by the application of automated systems, techniques and data retrieval.
- Assist in developing 9-1-1 Technology standards and procedures
- Interface with the county’s Technology Enterprise Business Solutions (TEBS) and their Public Safety Data Systems (PSDS) unit in the emergency communications center
- Coordinate requests for CAD and GIS data and updates
- Make recommendations regarding 9-1-1 operational systems for acquisition, replacement, and upgrade
- Serve on internal and external committees and workgroups that are responsible for the ongoing operation of the emergency communications center for the department and the County.
This position requires the ability to attend meetings or perform work at locations outside the office and may involve some weekend or evening work as a normal course of duty and is not available for remote work.
The individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a period of general emergency or liberal leave.To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.
Experience: Five (5) years of professional experience in the information technology field in areas such as programming, systems analysis, application development and support, analytics, reporting and data/telecommunications.
Education: Bachelor’s degree in computer science or a related field from an accredited college or university, or certifications in specific programming languages or operating systems may be required, depending on the duties of the position. Programming languages might include Visual C++, Visual J++, C++, C, SQL, PowerBuilder, Oracle Developer 2000, and COBOL.
Equivalency: An equivalent combination of education and experience may be substituted.
Physical Ability: Ability to lift boxes containing computer support items and equipment such as printers, computers, modems and monitors up to 50 pounds.
Certification: Within the first 6 months must obtain, and maintain throughout employment, the National Crime Information Center (NCIC) query certification.
