The Opportunity:
CACI is seeking a Principal Consultant specializing in Data Migration & Conversion to support a major federal HCM modernization initiative. In this role, you will lead the migration of HR data from legacy systems—including PeopleSoft HCM, Oracle EBS, and agency‑specific HRIS platforms—into Oracle Fusion Cloud HCM across multiple federal agencies.
You will architect and deliver high‑quality extraction, transformation, cleansing, and loading strategies using HDL and HSDL while ensuring data accuracy, federal compliance, and zero‑disruption cutovers. This role provides significant independence, the chance to solve complex data quality challenges at scale, and the opportunity to directly influence the modernization of federal HR systems.
Responsibilities:
Lead end‑to‑end data migration from legacy federal HR systems into Oracle Fusion Cloud HCM
Build and maintain ETL/ELT pipelines, data mapping, and transformation logic using HDL and HSDL
Conduct comprehensive data profiling, anomaly detection, and data quality analysis
Execute data cleansing routines to standardize values, remove duplicates, and align with EHRI and eOPF standards
Plan and perform iterative migration cycles (mock migrations, dress rehearsals, production cutover) across multiple agency complexity tiers
Perform parallel payroll validation testing to ensure zero‑dollar variance between legacy and Oracle Cloud payroll runs
Create/document migration runbooks, data dictionaries, conversion specifications, and reconciliation reports
Develop automated validation scripts to ensure record consistency, referential integrity, and compliance
Collaborate with federal HR policy experts to validate employee status, benefits eligibility, and personnel action accuracy
Partner with integration teams to ensure compatibility with EHRI, eOPF, payroll providers, and benefits carriers
Support data governance, issue triage, and data quality metric reporting
Serve as a technical expert and mentor; lead small workstreams and review technical deliverables
Qualifications:
Required:
Ability to obtain/maintain a Public Trust clearance (U.S. Citizenship required)
Bachelor’s degree and 7 years of relevant experience (or equivalent experience)
7+ years of experience in data migration, data conversion, or ETL development
5+ years of hands‑on experience with Oracle Fusion Cloud HCM, Oracle ERP Cloud, or similar platforms using HDL, HSDL, or FBDI
Strong SQL skills for data analysis, validation, and reconciliation
Experience with large‑scale data profiling and cleansing (100K+ records)
Familiarity with ETL tools such as ODI, Informatica, Talend, or Python‑based pipelines
Understanding of key HR data domains (employee master data, jobs, positions, compensation, benefits, personnel action history)
Experience working in Agile or SAFe environments
Desired:
8+ years of data migration experience, including one large Oracle Fusion Cloud HCM implementation (5,000+ employees)
Direct experience with HDL templates, HSDL spreadsheets, and BI Publisher validation reporting
Experience migrating federal HR data from PeopleSoft, Oracle EBS, or custom HRIS platforms
Knowledge of federal HR data standards (EHRI elements, eOPF document types, SF‑50 fields, federal reporting requirements)
Experience with parallel payroll validation and automated variance analysis
Proficiency with Python or R for scripting and data quality reporting
OCI Data Integration or Oracle Data Integrator certification
Experience with Oracle Integration Cloud (OIC) or Oracle Cloud Infrastructure (OCI)

The proposed salary range for this position is:
