Job Summary:

The Safety Training Specialist / Training Point of Contact (TPOC) serves as the central compliance authority and primary training liaison for personnel across site operations. This role is responsible for the end-to-end planning, coordination, and execution of comprehensive safety and technical training programs, ensuring 100% compliance with Department of Energy (DOE) regulations and OSHA standards. The ideal candidate will blend high-hazard safety training expertise with strong administrative, database, and project management skills to maintain continuous audit readiness for a large-scale workforce.

Roles & Responsibilities

1. Training Program Administration & Compliance

• Workforce Training POC: Serve as the primary liaison and central authority for qualification matrices, onboarding prerequisites, and training readiness for a workforce of 500+ personnel, including full-time employees and subcontractors.
• LMS and Database Management: Administer the Electronic Training Forms System (ETF) and learning management systems (such as the LEARN database). Process Position Assignment Forms (PAFs), Training Position Description (TPD) updates, extensions, and exception requests with high accuracy.
• Compliance Tracking: Generate, monitor, and report routine compliance metrics and training deficiencies. Partner directly with project leadership to resolve gaps and maintain a constant state of audit readiness.
• Audit Support: Facilitate internal and external assessments, ensuring all training records, facility documentation, and qualification credentials strictly comply with federal, state, and DOE standards.

2. Training Coordination, Delivery, and Logistics

• Annual Block Training: Lead the end-to-end planning, multi-track scheduling, and curriculum alignment of Annual Block Training for over 400+ personnel. Partner with facility project managers to optimize operational scheduling and eliminate compliance lapses.
• Instructional Delivery: Deliver high-hazard safety instruction and specialized technical safety courses, including Beryllium Worker, Mercury Worker, HAZWOPER, and OSHA 10 training.
• Onboarding & Verification: Oversee training intake and credential verification for incoming staff and subcontractors, ensuring complete regulatory compliance prior to authorizing hazardous work.
• Logistics Management: Manage classroom logistics, course schedules, facility reservations, and multi-channel communications to support uninterrupted training operations.

3. Hazard Mitigation, Safety Audits, & Investigations

• Field Inspections: Conduct proactive safety walk-downs, facility inspections, and hazard mapping to identify and eliminate safety deficiencies in high-hazard environments.
• Incident Investigations: Participate in formal accident/incident investigations, performing root cause analyses (RCA) and facilitating near-miss prevention campaigns.
• Workplace Advocacy: Review daily operational briefings (e.g., POD, STARRT) and operational procedures to champion a proactive safety culture across site teams.

4. Vendor Management & Office Administration

• Subcontractor Integration: Coordinate subcontractor workforce training readiness, streamlining communications and aligning external course schedules.
• Procurement & Budgeting: Manage relationships with external training providers, coordinate off-site courses, and process Requests for Proposal (RFPs) and Requests for Payment (RFPs) to ensure timely vendor reconciliation.
• Administrative Operations: Maintain organized electronic records management systems (EDM), handle sensitive data securely, and provide executive reporting on program performance.

 

Requirements and Education:

• High School Diploma or equivalent.
• Safety Trained Supervisor Construction (STSC) from the Board of Certified Safety Professionals (BCSP).
• MIT-111 Basic Instructor Training from the DOE National Training Center (NTC) or equivalent accredited instructor certification.
• HAZWOPER 40-Hour Certification with active annual refreshers.
• Experience Level: Minimum of 8–10 years of progressive experience in occupational safety, technical training development, or safety program coordination, including at least 5 years operating within highly regulated federal or industrial environments (DOE experience highly preferred).
• Subject Matter Expertise: Proven expertise in coordinating and delivering high-hazard safety compliance programs (specifically Beryllium, Mercury, and HAZWOPER/OSHA guidelines).
• System Competency: Advanced proficiency in Learning Management Systems (LMS) and Electronic Document Management (EDM) software. Expert skill in Microsoft Office Suite (Excel, Word, Outlook).
• Financial & Procurement Acumen: Experience administering departmental budgets, handling payroll/accounts payable (preferred), and processing procurement documents like RFPs.
• Communication Skills: Exceptional public speaking and adult instruction capabilities, with the ability to clearly convey complex safety regulations to diverse audiences ranging from field laborers to executive leadership.

 

Preferred Requirements and Education:

• Associate or Bachelor’s Degree in Occupational Health & Safety, Education, Human Resources, Business Administration, or a closely related field.
