Position Summary
The Vice President of Ambulatory Operations & Strategic Partnerships provides executive leadership for the operational performance of Outreach Community Health Centers' ambulatory services while developing and strengthening strategic partnerships that improve patient access, support organizational growth, and advance the organization's mission.
This position is responsible for overseeing ambulatory operations, nursing operations, mobile health services, and organizational partnerships to ensure high-quality, patient-centered care that complies with HRSA Health Center Program requirements, FTCA requirements, and other applicable federal and state regulations.
The Vice President serves as a member of the senior leadership team and collaborates closely with the President/CEO, Chief Medical Officer, Chief Financial Officer, Chief Human Resources Officer, and Director of Compliance to improve operational efficiency, quality outcomes, and community engagement.
Essential Duties & Responsibilities
Executive Leadership
- Participate in organizational strategic planning.
- Develop operational goals and measurable performance objectives.
- Monitor organizational performance indicators.
- Lead operational improvement initiatives.
- Promote a culture of accountability, collaboration, and continuous improvement.
Ambulatory Operations
- Provide executive oversight of ambulatory clinic operations.
- Partner with clinical leadership to improve patient flow and operational efficiency.
- Monitor clinic productivity, access, patient satisfaction, and operational performance.
- Standardize workflows and operational practices across clinic sites.
- Support implementation of new service lines and operational initiatives.
Nursing Operations
- Provide administrative oversight of nursing leadership.
- Collaborate with the Chief Medical Officer regarding clinical operations and patient care initiatives.
- Ensure appropriate staffing models to support safe and efficient operations.
- Promote operational excellence through leadership development and process improvement.
Mobile Health Unit Oversight
- Provide executive oversight for all Mobile Health Unit (MHU) operations.
- Ensure mobile health services are integrated into the organization's overall clinical strategy.
- Monitor clinical quality, patient safety, compliance, scheduling, staffing, productivity, and community outreach efforts associated with mobile health services.
- Ensure mobile health operations comply with HRSA requirements, clinical standards, infection prevention protocols, and applicable federal, state, and local regulations.
- Collaborate with community stakeholders and organizational leadership to expand access to care through mobile health initiatives.
- Evaluate opportunities for growth and innovation within mobile health programs.
Healthcare Partnership Oversight
- Provide executive oversight of clinical partnerships, affiliations, and collaborative agreements with healthcare organizations, academic institutions, hospitals, residency programs, and other strategic partners.
- Ensure partnerships operate in compliance with organizational policies, contractual obligations, HRSA requirements, FTCA requirements, and applicable regulatory standards.
- Monitor partnership performance, quality outcomes, and operational effectiveness.
- Serve as the primary clinical liaison for healthcare partners and affiliated providers.
- Collaborate with operational and HR leadership regarding workforce planning, supervision structures, clinical oversight, and compliance matters involving partner organizations.
HRSA & Regulatory Compliance
- Support HRSA Operational Site Visit readiness.
- Ensure operational compliance with HRSA Health Center Program requirements.
- Collaborate on FTCA readiness activities.
- Develop and implement corrective action plans related to operational findings.
Financial & Operational Management
- Monitor departmental budgets.
- Monitor productivity and operational performance.
- Identify opportunities for operational efficiencies.
- Support long-range strategic planning.
Leadership and Workforce Development
- Provide leadership, coaching, and development for directors, managers, and clinical leaders.
- Foster a culture of accountability, collaboration, professional growth, and employee engagement.
- Partner with Human Resources regarding workforce planning, succession planning, performance management, employee relations, and leadership development.
- Ensure leaders are appropriately trained regarding clinical, regulatory, and operational requirements.
Qualifications
Education
- Master's degree in Healthcare Administration, Business Administration, Public Health, Nursing, or a related field preferred.
Experience
- Seven (7) or more years of progressively responsible healthcare leadership experience.
- FQHC or ambulatory healthcare leadership experience strongly preferred.
- Experience leading multidisciplinary operational teams.
- Experience developing and managing strategic healthcare partnerships.
Certificates, Licenses, Registrations: Must have a valid Wisconsin driver’s license.
