Report to: Chief Executive Officer

Status: Full-Time/Exempt 

Compensation: $130,000 - $150,000/ Annually 

Work Schedule: Monday - Friday, Minimum of 1 -2 days remote option available.  

Office Location: New York, NY 10017

The mission of HousingPlus is to provide permanent, affordable housing and comprehensive services to women, including women with children, and gender expansive people to support them in overcoming poverty, homelessness, addiction, trauma and the effects of incarceration, in order to build lives of stability, and to define and realize goals for themselves and their families. Since its beginning in 2002, HousingPlus has worked to address the lack of housing and services for women who have historically been underserved and marginalized, especially women impacted by the criminal justice system, and for the past 10 years, also female Veterans. Over the next three years, HousingPlus’ programs will continue to grow, along with its commitment to serving vulnerable populations.

Position Summary:

The Vice President of Housing serves as a senior executive leader responsible for the strategic direction, operational excellence, and financial stewardship of HousingPlus’s housing portfolio. Reporting directly to the Chief Executive Officer the VP oversees the preservation, development, and high-quality management of affordable and supportive housing assets across the organization, including oversight of Property Management Department. 

This role requires content expertise in navigating complex local, state, and federal funding streams while leading large, multidisciplinary teams that support the stabilization and long-term success of low-income individuals, families, and seniors. Working in close partnership with the Executive Vice President of Finance, the VP ensures rigorous regulatory compliance, champions trauma-informed and client-centered environments, oversees property conditions and operational standards, and leads a high-functioning team that is aligned with the organization’s mission and long-term strategic goals. 

Competencies/ Skills:

The candidate must possesses and exercises data-driven judgment in shaping portfolio strategy and advancing the long-term health of the organization’s housing assets. Possesses advanced knowledge and hands-on experience project managing across all phases of housing operations, compliance, and regulatory processes. Develops clear, actionable solutions for underperforming or troubled assets through insightful analysis, creativity, and a deep understanding of asset management. Successfully manages complex initiatives through thoughtful planning, coordination, and cross-functional collaboration, fostering a culture of teamwork and shared accountability.  Demonstrated expertise in affordable and supportive housing property management, including occupancy management, rent collection, subsidy administration, lease compliance, tenant recertifications, and regulatory reporting. Proven ability to analyze rent collection trends, AR, aging, vacancy rates, subsidy utilization and portfolio performance metrics to drive operational improvements.  

Duties/Responsibilities:

  • Direct the day-to-day operations of a large real estate portfolio (often ranging from several hundred to thousands of units) encompassing transitional, permanent affordable, and supportive housing.   
  • Establish, track, and manage Key Performance Indicators (KPIs) regarding occupancy rates, rent collection, maintenance turnaround, and incident reporting.   
  • Conduct regular property site visits to ensure buildings meet top-tier safety, habitability, and quality standards.   
  • Budgeting monitoring and managing substantial departmental and individual property budgets (frequently exceeding $50M–$250M) ensuring fiscal responsibility and lean, efficient operations.  
  • Structure, stack, and optimize complex financing mechanisms. This includes heavy reliance on LIHTC (Low-Income Housing Tax Credits), HUD programs, municipal bonds, private bank loans, and gap financing.   
  • Guarantee strict adherence to the regulatory agreements of oversight agencies. Oversee the preparation of detailed financial analyses for executive leadership, the Board of Directors, and external investors.   
  • Serve as NYC Agency Liaison/primary point of contact to foster relationships with critical city and state agencies, including: HPD (NYC Department of Housing Preservation and Development), HDC (NYC Housing Development Corporation), DHS / HRA / DSS (Department of Homeless Services / Human Resources Administration), HCR (NY State Homes and Community Renewal) 
  • Provide executive oversight of all property management functions across the organization’s permanent supportive housing portfolio.  
  • Supervise and support property management leadership to ensure effective building operations, tenant relations, occupancy management, rent collection, compliance, inspections, and maintenance activities.
  • Collaborate with property management and social services teams to support housing stability, address tenant crisis, reduce evictions, and increase success housing outcomes.  
  • Oversee complex voucher & subsidy integration for tenant intake, referral, and package certification processes involving systems like CityFHEPS, Section 8, and other localized housing vouchers.   
  • Recruit, train, coach, and retain a high-performing management team (including Property Managers and Compliance Specialists).   
  • Cross-Departmental Collaboration with Social Services, Case Management, and Clinical teams to ensure that the physical housing environment seamlessly supports trauma-informed care and resident stability. 

REQUIREMENTS:

Required Skills/Abilities:

  • Experience in a non-profit or mission-driven organization.
  • 5–10+ years of progressive executive leadership overseeing property management teams responsible for supportive permanent and affordable housing experience, real estate finance, or non-profit housing operations.

Education and Experience:

  • Bachelor’s degree required; Master’s degree in Urban Planning, Real Estate Development, Finance, Public Administration, or a related field is highly preferred.   
  • 5–10+ years of progressive executive leadership overseeing property management teams responsible for supportive permanent and affordable housing experience, real estate finance, or non-profit housing operations.
  • Technical expertise of operational literacy in LIHTC, HUD, and NYC regulatory frameworks.  
  • Proficiency with property management softwares and real estate accounting databases (e.g., Yardi or RealPage).   
  • Experience developing and analyzing project pro formas, operating budgets, capital budgets, or financial feasibility analysis for prospective affordable, supportive or transitional housing, developments, acquisitions, and preservation projects.
  • Advanced financial modeling skills (highly detailed Excel capabilities for tracking cash flows and underwriting). 
  • Exceptional stakeholder management, crisis mitigation skills (navigating building emergencies or tenant escalations), and a deep-seated commitment to housing equity and community empowerment. 

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
