The Role:
As a member of Manulife International Limited (MIL) Hong Kong’s Senior Management Team, the incumbent is a highly visible executive who is responsible for leading the company’s Information Technology execution strategies. The CIO also oversees the Portfolio Management and Delivery Services function which incorporates Business Analysis and Solution Design and Delivery to help accelerate the company’s future effectiveness.
Being a strategic business leader, the incumbent will contribute to build MIL as a digital, customer-leader. He/she will contribute through the sharing of best practices as well as leveraging our scale and market-leading position in Hong Kong to become ever more efficient and continuing to increase our focus on results. The CIO is expected to maintain strong momentum and deliver against our ambitious transformation agenda, enabling a market-leading customer experience for our customers and improved productivity and tools for our distribution partners.
Responsibilities:
1/ Strategic Management
• Lead and drive the IT strategies and performance of MIL to ensure delivery of an optimum IT model that supports the organization's strategic aspirations and on-going quality BAU.
• As a key role in the management teams of MIL, to give strategic direction to the in-country operations IT, and delivery teams in the required key technology platforms, implemented and managed to time, budget and quality; and formulate a strategic platform to sustain the organization's future development.
• As a key member of the Asia technology Leadership team , leverage on the regional IT strategy and Architecture direction and provide critical thought leadership and co-creation contributions to the senior members of the team. Be a strong in market partner to the Asia Technology function.
2/ Strategy & Planning (Business, Technology and Digitization)
• Drive the strategic pillar of Market-leading Digital Customer Engagement to achieve business growth, profitability, operating targets and maximize shareholder value. Focus on Agile delivery through the close coordination and collaboration between IT, Project Delivery and Operations teams.
• Lead the continued development of a shared services IT that delivers optimal support services to Hong Kong that utilizes services both currently and in the future.
• Direct the development and implementation of Manulife IT strategies to foster digital innovation, IT applications and infrastructure development to continually support business delivery and growth. This would be in close tandem with country executive teams and other regional IT leaders.
• Act as a senior member of the strategic project leadership including taking lead in project management and business transformation role on various strategic projects including corporate restructuring initiatives, regulatory initiatives, business development and risk management
projects.
3/ Project & Transformation Delivery
Direct relevant local project/ portfolio managers to ensure that management structures and processes are in place to which reflects market-leading best practices. Provide direction, consultancy and support to the business operations and project teams to achieve capability upskill across different business functions
Oversee the successful delivery of relevant transformation commitment related to:
- Acquisitions and required integration strategies
- IT and business process improvement, service management, cost savings
- Application transformation requirements
- Investment cost management and benefits actualization
Work closely with Hong Kong and regional leadership teams to support world class project management activities, and ensure the respective programs are delivered to scope, budget and schedule expectations
Ensure high quality service standards and service efficiency with effective management, reviewing and revising specific business objectives of the CIO team
4/ Process, Policy and Procedures
• Ensure appropriate governance framework of IT is in place within the organization and observed to maintain compliance to the group/ regulator's governance
• Provide Hong Kong and regional management with timely and relevant information with management views on areas of responsibility, including regular management reports on progress against plans and budgets, quality, risks, issues and on key performance indicators
• Establish contractual servicing where appropriate to allow portfolio delivery to be achieved in alignment with financial budgets and procurement policies
5/ Technology Operations Management
• Ensure market leading Production Services practices are in place resulting in high levels of system availability across the application portfolio for the Hong Kong business.
• Collaborate closely with Manulife’s internal Infrastructure teams (ETS) to ensure that all infrastructure services are delivered as per expected Service Level Agreements, and to foster a close working partnership between application and infrastructure teams
Candidate Profile:
• Master degree or high ranking bachelor degree or equivalent in business administration or management discipline; with good track record of solid experience in managing IT
• Strong integration experience with sizable change programs, particularly across functional and/or geographical areas
• Proven experience of multi-vendor relationship and stakeholder management
• Extensive insurance industry knowledge and experience, including functional processes and business practices
• Expert knowledge of change management
• Broad knowledge of IT systems/ software development life-cycle and Agile
• Good knowledge of business process and acumen
• Good experience in building high-performing teams and uplift of management capabilities
• Knowledge of Hong Kong statutory/ regulatory regimes as well as challenges and restrictions
• Strong analytical, problem solving skills and decision making by analyzing and interpreting data
• Strategic thought leaders with good sense of business transformation
• Able to engage with and influence senior business leaders
• Strategic visioning leadership
• Excellent communication, negotiation, coaching and mentoring skills
