Job Description:

Parsons is looking for an amazingly talented Project Quality Specialist – Dry Utilities to join our team!

What You’ll Be Doing

  • Support implementation of project quality requirements for dry utility works.

  • Monitor construction activities to ensure compliance with approved drawings, specifications, Method Statements, and ITPs.

  • Conduct quality inspections and surveillance of dry utility installation activities.

  • Review and monitor dry utility-related ITPs, checklists, inspection procedures, and testing requirements.

  • Review Material Inspection Requests (MIRs), Work Inspection Requests (WIRs), test reports, material certificates, and technical documentation.

  • Verify that approved materials and equipment are used and properly stored, handled, and installed.

  • Monitor Contractor and Subcontractor quality performance for dry utility works.

  • Identify defects, non-conformances, and quality risks at an early stage.

  • Raise, review, and monitor NCRs and quality observations related to dry utilities.

  • Support root cause analysis and corrective / preventive action implementation.

  • Verify corrective actions and supporting evidence prior to NCR closure.

  • Monitor quality records and ensure proper traceability of inspections and tests.

  • Participate in quality audits, inspections, technical meetings, and coordination workshops.

  • Support investigation and resolution of technical quality issues.

  • Coordinate with Engineering and Construction teams to resolve quality-related issues.

  • Support preparation of weekly and monthly quality reports.

  • Monitor quality trends and recurring defects and recommend improvement measures.

  • Support testing, commissioning, and final handover of dry utility systems.

Dry Utilities Quality Responsibilities

The role will provide quality oversight for dry utility systems including, as applicable:

  • Electrical Power Distribution

  • Medium Voltage (MV) Networks

  • Low Voltage (LV) Networks

  • Substations

  • Feeder Pillars

  • Electrical Duct Banks

  • Cable Trenches

  • Cable Chambers / Manholes

  • Street Lighting Infrastructure

  • Airfield Ground Lighting (AGL) Interfaces

  • Telecom Networks

  • ICT Infrastructure

  • Data / Fiber Optic Networks

  • ELV Systems

  • Security / Access Control Infrastructure

  • CCTV Infrastructure

  • Communication Networks

  • Earthing & Bonding Systems

  • Lightning Protection Systems

  • Utility Corridors and Shared Services

  • Associated Chambers, Ducts, Sleeves, and Infrastructure

Installation Quality Control

  • Inspect installation of dry utility ducts, conduits, cable routes, chambers, manholes, and associated infrastructure.

  • Verify utility alignments, levels, depths, separation distances, and routing against approved drawings.

  • Monitor installation of cable ducts, draw pits, pull boxes, chambers, and access points.

  • Verify duct bank configuration, spacing, encasement, reinforcement, and concrete quality where applicable.

  • Monitor cable installation, termination, jointing, labeling, and identification where within the project scope.

  • Inspect installation of electrical and communication equipment and associated infrastructure.

  • Verify earthing and bonding installations.

  • Monitor installation of underground and above-ground dry utility infrastructure.

  • Ensure interfaces between dry utilities and civil works are properly coordinated.

  • Verify utility crossings, sleeves, penetrations, and protection systems.

  • Coordinate inspections prior to backfilling and closure of concealed works.

  • Verify as-built locations and records before completion of works.

Testing & Commissioning

  • Monitor testing requirements for dry utility systems.

  • Review and verify approved testing procedures and commissioning plans.

  • Coordinate inspection and testing with Contractors, Commissioning teams, Consultants, and Client representatives.

  • Review test results and verify compliance with approved acceptance criteria.

  • Monitor electrical testing, continuity, insulation resistance, earth resistance, cable testing, and functional testing as applicable.

  • Monitor fiber optic and telecom testing where applicable.

  • Verify testing of chambers, ducts, and associated infrastructure where required.

  • Ensure test failures are properly investigated and corrective actions implemented.

  • Maintain complete testing and commissioning quality records.

  • Support final inspection and system handover.

Engineering & Interface Coordination

  • Coordinate with Dry Utilities Engineers to ensure quality requirements are incorporated into construction activities.

  • Review approved utility drawings, profiles, details, specifications, and design changes.

  • Coordinate dry utility interfaces with Civil, Structural, Roads, Drainage, MEP, ICT, Security, and Landscaping works.

  • Monitor utility corridors and shared infrastructure for coordination and constructability issues.

  • Coordinate with Survey teams to verify utility alignments, coordinates, levels, and locations.

  • Support BIM coordination and verification of utility models where applicable.

  • Ensure construction teams are working to the latest approved drawings and revisions.

  • Support resolution of RFIs, Technical Queries, and quality-related design clarifications.

Airport / Infrastructure & Airfield Responsibilities

  • Provide quality oversight for dry utility infrastructure serving airport terminals, airfield facilities, roads, aprons, taxiways, runways, and external areas.

  • Monitor dry utility works within airside and landside environments.

  • Support quality control of critical airport electrical, ICT, telecom, security, and infrastructure networks.

  • Coordinate dry utility quality requirements with airport operational and access constraints.

  • Monitor interfaces with existing live utilities and operational infrastructure.

  • Support quality inspections for phased construction and complex utility tie-ins.

  • Ensure dry utility works comply with Client, Consultant, authority, airport, and project-specific requirements.

NCR & Quality Issue Management

  • Review and monitor dry utility-related NCRs and quality observations.

  • Support identification of root causes for installation defects and testing failures.

  • Coordinate corrective actions with Contractors and Construction teams.

  • Verify rectification works and supporting evidence.

  • Track recurring issues and recommend preventive measures.

  • Maintain dry utility quality registers and action trackers.

Quality Audits & Reporting

  • Support quality audits and surveillance inspections for dry utility contractors and subcontractors.

  • Monitor compliance with project quality procedures and ISO 9001 principles.

  • Prepare inspection reports and quality observations.

  • Track quality performance and corrective action closure.

  • Prepare weekly and monthly quality reports.

  • Monitor key quality indicators including:

    • NCRs

    • Quality Observations

    • Inspection Pass Rate

    • Test Failures

    • Material Rejections

    • Rework

    • Audit Findings

    • Corrective Action Closure

  • Highlight recurring quality issues and potential risks to Project Quality Management.

What Required Skills You’ll Bring

  • Bachelor's Degree in Electrical Engineering, Electronics / Communications Engineering, Utilities Engineering, or a related discipline.

  • Minimum 5 years of relevant experience in quality assurance / quality control for dry utilities, electrical infrastructure, ICT, telecom, or utility infrastructure projects.

  • Experience on major airport, infrastructure, transportation, or multidisciplinary construction projects is preferred.

  • Strong understanding of dry utility installation, inspection, testing, and commissioning.

  • Experience with electrical networks, telecom, ICT, ELV, duct banks, chambers, utility corridors, and underground infrastructure.

  • Good knowledge of ITPs, Method Statements, MIRs, WIRs, NCRs, inspection procedures, and testing documentation.

  • Experience working with Contractors, Subcontractors, Consultants, and Client representatives.

  • Good understanding of applicable electrical, telecom, infrastructure, and utility standards.

  • Knowledge of ISO 9001 quality management principles.

  • Quality certification such as ISO 9001, CQI, or equivalent is an advantage.

  • Strong communication, coordination, reporting, and problem-solving skills.
