Overview

Northwood Technical College is seeking applications from qualified candidates for a full-time Director, Training & Development at Any of our four campus locations. (Ashland, New Richmond, Rice Lake, or Superior)

 

The Director, Training and Development provides strategic leadership for employee learning, staff development, faculty development, talent development building, and professional growth initiatives across the College.

The Director develops and implements a comprehensive learning and development strategy that supports employee success, advances instructional excellence, and aligns workforce development efforts with institutional priorities. Working with college leadership, this role assesses organizational and employee development needs, designs meaningful learning experiences, and evaluates the impact of development programs on organizational effectiveness.  The Director provides collegewide leadership for the Faculty Quality Assurance System (FQAS), ensuring compliance with Wisconsin Technical College System requirements related to faculty qualifications, certification, professional development, and reporting.  The position serves as the College's primary resource for FQAS administration, collaborates with academic leaders to support faculty credential attainment and professional growth, and leads continuous improvement efforts that promote instructional quality and faculty success.

 

This position serves as the College's lead resource for faculty and staff professional development, employee onboarding, and professional growth initiatives. The Director fosters a culture of continuous learning and ensures development programs are aligned with both employee needs and the strategic goals of the College.

Learning & Development Strategy

  • Develop and implement a collegewide learning and development strategy aligned with organizational goals.
  • Establish annual professional development priorities for faculty, staff, and leaders.
  • Partner with college leadership to identify development needs and development opportunities.
  • Develop and maintain a culture of continuous learning and professional growth.
  • Provide coaching and consultation to supervisors regarding employee development and growth.
  • Collaborate with Talent & Culture to support talent management strategies.
  • ​Lead, mentor, and manage assigned staff by providing strategic direction, delegating project and task assignments, and conducting performance evaluations to ensure high-quality outcomes and professional growth. 

Professional Development Programs & Learning Technologies

  • Conduct organizational learning needs assessments and analyze development priorities.
  • Design, develop, and deliver engaging learning experiences using multiple delivery methods, including in-person, virtual, and self-paced formats for faculty, staff, and supervisors.
  • Partner with subject matter experts to develop curriculum, tools, and learning resources.
  • Ensure learning solutions are timely, relevant, and aligned with organizational needs.
  • Lead and facilitate the College Professional Development Team.
  • Oversee professional development programming for faculty and staff.
  • Lead faculty development initiatives, including compliance with Faculty Quality Assurance System (FQAS) requirements and new faculty onboarding.
  • Coordinate special learning events, workshops, keynote presentations, and employee development opportunities.
  • Oversee administration of the employee Learning Management System (LMS).
  • Leverage technology and innovative learning solutions to enhance employee development.

Faculty Quality Assurance System (FQAS) Leadership and Compliance

  • Serve as the College's primary administrator and subject matter expert for the Faculty Quality Assurance System (FQAS).
  • Ensure compliance with Wisconsin Technical College System requirements related to faculty qualifications, certification, professional development, and recordkeeping.
  • Develop, implement, and continuously improve systems, processes, and procedures that support faculty credentialing, onboarding, certification attainment, and ongoing professional development.
  • Lead the development, implementation, monitoring, and evaluation of faculty professional development plans to support instructional effectiveness and compliance requirements.
  • Collaborate with Academic Affairs leadership, deans, and faculty to ensure timely completion of FQAS requirements and professional development milestones.
  • Oversee New Faculty Orientation and mentor program
  • Provide consultation, coaching, and guidance to faculty and supervisors regarding qualification requirements, professional development pathways, and credential attainment plans.
  •  Monitor faculty compliance status, maintain accurate records, and develop reporting processes to proactively identify risks, gaps, and development opportunities.
  • Complete all required state reporting and serve as the institutional liaison to WTCS regarding FQAS requirements, initiatives, audits, and compliance matters.
  • Participate in WTCS meetings, committees, and professional development activities related to faculty quality assurance and workforce development.
  • Utilize data and assessment findings to improve faculty development programming and support continuous improvement of faculty onboarding, development, and certification processes

Learning Analytics, Grants, Budget & Program Administration

  • Monitor participation, completion, and effectiveness metrics.
  • Analyze learning outcomes and recommend improvements.
  • Develop and manage professional development budgets.
  • Lead implementation and reporting of professional development grants and related funding opportunities.
  • Monitor program effectiveness and ensure compliance with applicable grant and reporting requirements.
  • Prepare reports and presentations that communicate outcomes and impact.
  • Other duties as assigned.

Qualifications

Degree & Experience Required:

  • Master’s degree in Human Resources, Organizational Development, Adult Education, Instructional Design, Leadership, Business Administration, or a related field
  • Three years related work experience
  • One year Supervisory/Leadership experience
  • Demonstrated experience designing, implementing, and evaluating professional development programs.
  • Experience conducting training needs assessments and translating findings into actionable learning solutions.
  • Experience administering or utilizing learning management systems and learning technologies.
  • Experience developing and facilitating training programs for adult learners.
  • Strong facilitation, presentation, coaching, and relationship-building skills.

Knowledge, Skills, and Abilities:

  • Knowledge of adult learning principles, instructional design methodologies, faculty development practices, leadership development, and workforce learning strategies.
  • Knowledge of professional development program design, implementation, assessment, and continuous improvement.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to build collaborative relationships across multiple departments and stakeholder groups.
  • Ability to facilitate learning, coach, and influence positive changes.
  • Ability to contribute to a team environment while promoting accountability and engagement.

  • Ability to evaluate and incorporate emerging technologies, including artificial intelligence and digital learning tools, to enhance employee and faculty development.
  • Ability to obtain and maintain a valid driver's license and insurance coverage in accordance with College policy.

Preferred:

  • Experience in higher education or technical college environments.
  • Knowledge of Wisconsin Technical College System requirements related to Faculty Quality Assurance System (FQAS).
  • Experience supporting faculty development, onboarding, credentialing, or compliance-related professional development programs.
  • Professional certification in talent development, human resources, instructional design, leadership development, or change management.
