[What the role is]
The Senior Manager (Procurement – Development Projects) supports the end-to-end procurement of development project contracts, from preparation of the quotation/tender specifications through to contract award, ensuring all procurement activities are conducted in accordance with government policies, the Government Instruction Manual, and PA's internal governance frameworks.The role safeguards PA's contractual and financial interests while contributing to the timely delivery of community spaces.
Working closely with project teams and the Assistant Director, the incumbent applies sound procurement judgement to manage day-to-day procurement matters and maintains robust documentation standards that uphold PA's governance and audit requirements.
[What you will be working on]
· Execute procurement exercises for assigned development projects across the full pre-award cycle - covering consultancy appointments, construction contracts, and pre-development services, in compliance with government procurement policies, the Government Instruction Manual, and PA's internal governance frameworks.
· Prepare and review procurement documentation, including specifications, evaluation methodologies, and tender documents, ensuring they are fit for purpose, legally sound, and aligned with PA's procurement standards and relevant BCA frameworks (e.g. PQM, QFM).
· Provide procurement guidance to project teams on appropriate procurement approaches, approval processes, and specification requirements for development contracts, including complex or high-value procurement exercises.
· Establish and enforce procurement documentation standards to ensure all tender correspondence, approvals, evaluation records, and contract documents are properly maintained, consistently filed, and audit-ready at all times.
· Engage stakeholders and contracting parties on procurement matters, ensuring PA's positions are clearly communicated and appropriately documented throughout the procurement process.
· Contribute to cost intelligence efforts by providing project cost data inputs to the construction cost database, supporting benchmarking and planning exercises.
· Support process improvement initiatives within the section by identifying opportunities to streamline procurement workflows, strengthen governance controls, and leverage technology to enhance efficiency, transparency, and audit readiness.
Professional Qualification: Relevant professional qualification in building, construction management, quantity surveying, or a related field. Professional certificates such as Singapore Institute of Surveyors & Valuers, Quantity Surveyor’s accreditation is an added advantage.
[What we are looking for]
Experience:
Must have –
· Minimum 5 years working experience in the infrastructure/building field.
· Hands on experience managing procurement for development project, including tendering and award of contracts.
Nice-to-have –
· Prior experience in procurement and/or contracts management in a statutory board or government agency context and familiarity with BCA procurement frameworks (e.g. PQM, QFM), GeBIZ and the Government Instruction Manual.
· Experience with dispute resolution mechanisms such as adjudication or mediation.
Skills:
Must have -
· Good knowledge of construction procurement, standard forms of contract (e.g. PSSCOC), and specification development
· Knowledge of construction contract law and variations/claims management
· Sound judgment in procurement governance and evaluation methodology
· Good interpersonal and communication skills, with the ability to interact with consultants, tenderers and internal stakeholders effectively
· Meticulous, self-driven, and committed to governance excellence, innovation, digitalisation and continuous improvement.
Nice to have –
· Familiarity with Government Instruction Manual on Procurement, BCA procurement frameworks and/or GeBIZ
