Data Analyst

JOB SUMMARY: Under general supervision from the Assistant Public Works Director - Project Management this position collects, analyzes, evaluates, and interprets complex operational, financial, asset, infrastructure, geographic, and performance data to support Public Works operations, planning, regulatory compliance, resource allocation, and continuous improvement. Develops and applies analytical methods to collect, organize, interpret, and summarize quantitative and qualitative data; develops dashboards, reports, visualizations, models, and decision-support tools; supports implementation and administration of departmental data systems; identifies key performance indicators; and performs related duties as assigned.  The ideal candidate possesses strong analytical and critical thinking skills, the ability to interpret complex data and translate findings into strategic recommendations, and the ability to build collaborative relationships throughout the organization. DISTINGUISHING FEATURES OF THE CLASS: Work in this class involves professional analytical work supporting data-driven decision making, performance management, business intelligence, infrastructure and asset management, and continuous improvement within the Public Works Department. The Data Analyst serves as a departmental resource for transforming operational, financial, geographic, asset, regulatory, and infrastructure information into usable information for leadership and operational staff. Assignments may emphasize internal operational analytics or external infrastructure and asset analytics depending upon departmental needs. Internal operational assignments may include business intelligence reporting, performance dashboards, budget analytics, fleet utilization analysis, operational performance metrics, process improvement, data governance, department-wide reporting automation, and decision support for departmental leadership. Infrastructure and asset-focused assignments may include Enterprise Asset Management implementation and administration, asset inventory development, GIS integration, infrastructure condition assessment, Inflow and Infiltration (I&I) analytics, regulatory reporting, sewer system performance analysis, capital planning support, infrastructure data quality, and asset lifecycle analytics. Employees in this class are expected to exercise professional judgment, independently organize and analyze complex information, identify trends and opportunities, and collaborate with departmental staff, City departments, consultants, regulatory agencies, and other partners. Work is performed under general direction and reviewed through reports, analytical products, project outcomes, system performance, and results achieved.JOB DUTIES:

• Gather, integrate, maintain, and analyze operational, financial, asset, geographic, regulatory, and infrastructure data from primary and secondary data sources.
• Interpret data, analyze results using appropriate statistical and analytical techniques, identify trends and patterns, and provide ongoing reports and recommendations.
• Develop and maintain business intelligence reports, performance dashboards, data visualizations, and automated departmental reporting.
• Identify, develop, monitor, and report Key Performance Indicators and other measures of operational and organizational performance.
• Analyze departmental operations to support resource allocation, service delivery, budgeting, process improvement, and leadership decision making.
• Conduct budget, expenditure, workload, productivity, and operational performance analyses.
• Analyze fleet utilization, equipment performance, maintenance, replacement, and lifecycle information to support fleet management and capital planning.
• Develop, maintain, document, and improve departmental data governance practices, including data definitions, standards, ownership, quality, accessibility, and reporting consistency.
• Evaluate data quality; identify duplicate, incomplete, inconsistent, or obsolete information; and coordinate corrective actions to improve data reliability.
• Support the implementation, configuration, administration, and continuous improvement of Enterprise Asset Management and related departmental information systems.
• Develop and maintain asset inventories, asset hierarchies, condition information, data standards, and lifecycle information.
• Coordinate integration of Enterprise Asset Management, Geographic Information Systems (GIS), work management, financial, fleet, and other departmental systems.
• Develop analytical tools and reporting to support preventive and predictive maintenance, infrastructure condition assessment, asset lifecycle management, and replacement planning.
• Analyze sanitary sewer and storm sewer system information, including Inflow and Infiltration (I&I), inspection, maintenance, condition, work history, and system performance data.
• Support regulatory reporting, compliance monitoring, documentation, and analysis associated with Public Works infrastructure and operations.
• Analyze infrastructure condition, risk, performance, and lifecycle information to support capital improvement planning and prioritization.
• Collect information through observation, interviews, surveys, system records, field information, and other appropriate methods.
• Conduct research and benchmarking related to Public Works operations, infrastructure management, technology, service delivery, and industry practices.
• Analyze operational or research data to identify trends, relationships, risks, opportunities, and potential improvements.
• Determine appropriate analytical methods, presentation formats, visualizations, and reporting tools based upon the intended audience and decision-making need.
• Prepare statistical and narrative reports, recommendations, presentations, dashboards, maps, charts, graphs, and other analytical products for departmental leadership, City leadership, City Council, regulatory agencies, and other stakeholders.
• Collaborate with Public Works managers, supervisors, technical staff, administrative staff, other City departments, consultants, vendors, and external partners to identify information needs and develop analytical solutions.
• Provide analytical support for departmental strategic planning, budgeting, capital planning, performance management, technology implementation, and continuous improvement initiatives.
• Develop documentation, procedures, data dictionaries, reporting standards, and other materials necessary to maintain sustainable departmental data systems.
• Assist users in understanding and effectively using departmental data, reports, dashboards, and analytical systems.
• Update knowledge regarding emerging technologies, analytical practices, asset management methods, and industry trends.
• Measure and report progress toward applicable City Council goals and priorities, departmental objectives, strategic plans, regulatory requirements, and adopted performance measures.
• Cross-train across operational and infrastructure analytical functions to provide continuity, resiliency, and departmental coverage.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Data Analysis and Statistics - Knowledge of statistical and analytical methods used to organize, interpret, evaluate, and communicate quantitative and qualitative information.
• Computers and Electronic Systems - Advanced knowledge of spreadsheets, databases, business intelligence tools, data visualization systems, and related computer applications. Ability to develop queries and work with information from multiple systems.

MINIMUM QUALIFICATIONS:

• Bachelor's degree in Data Analytics, Business Analytics, Statistics, Mathematics, Economics, Finance, Accounting, Computer Science, Information Systems, Geography/GIS, Engineering, Public Administration, Business Administration, or a related field; OR
• An equivalent combination of education and progressively responsible experience that provides the knowledge, skills, and abilities necessary to perform the work.
• Experience collecting, organizing, analyzing, and presenting complex data.
• Experience using spreadsheets, databases, business intelligence, statistical, GIS, or comparable analytical tools.

PREFERRED QUALIFICATIONS:

• Experience with municipal government or Public Works operations.
• Experience developing business intelligence reports, dashboards, performance measures, or automated reporting.
• Experience with Enterprise Asset Management, Computerized Maintenance Management Systems, work-order management systems, or comparable enterprise systems.
• Experience with GIS and integration of geographic and non-geographic information.
• Experience with infrastructure, utilities, sanitary sewer, storm sewer, fleet, solid waste, streets, facilities, or other municipal asset information.
• Experience with budget, financial, operational, fleet utilization, or performance analysis.
• Experience with data governance, database management, system implementation, or data-quality initiatives.
• Experience supporting regulatory reporting or compliance-related data analysis.
• Experience with asset inventories, condition assessment, lifecycle analysis, preventive or predictive maintenance, or capital planning.

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within fifty (50) miles of the corporate limits of the City of Dubuque as soon as practicable after appointment, but within two years of appointment.

Assignments may require visits to Public Works facilities, infrastructure sites, field operations, construction or maintenance locations, and other City facilities to observe operations, understand business processes, validate information, or coordinate data and asset-management activities.
