The Information Technology Services Office (ITSO) is seeking a System Analyst or Analyst Programmer to join its application systems team. The appointee will support the development, enhancement, maintenance, and operation of enterprise applications and digital services used across the University.
Core Responsibilities:
- Manage small to medium-sized application projects, including project planning, effort estimation, task allocation, team coordination, risk management, and stakeholder communication.
- Deliver application projects throughout the system development life cycle, including requirements analysis, solution design, development, testing, deployment, documentation, and post-implementation support.
- Prepare and maintain business and technical documentation, including requirements specifications, solution designs, interface specifications, test plans, deployment procedures, user guides, and system operation manuals.
- Provide ongoing application support, incident investigation, problem resolution, performance monitoring, security remediation, release management, and service improvement, working independently and with cross-functional teams as required.
- For appointee as System Analyst, provide technical leadership through solution review, work allocation, code review, quality assurance, and coaching of junior developers.
Technical Knowledge and Experience:
- Hands-on experience with web application development using PHP and Drupal, together with JavaScript, HTML, CSS, and relevant web frameworks; experience with Java, Python, or Microsoft .NET technologies would be an advantage.
- Experience with relational databases and SQL, such as Oracle, Microsoft SQL Server, MySQL, or PostgreSQL, including data modelling, query optimization, data migration, and troubleshooting; knowledge of RESTful APIs, web services, JSON, XML, and system integration is required.
- Experience with source control and collaborative development practices using Git and platforms such as GitLab, GitHub, or Azure DevOps, together with automated build, testing, deployment, and continuous integration and delivery pipelines.
- Knowledge of secure software development, vulnerability remediation, access control, identity and authentication standards such as SAML, OAuth 2.0, and OpenID Connect, and data protection practices is preferred.
- Experience with unit, integration, system, performance, security, and user acceptance testing, together with issue tracking, release management, and IT service management tools such as Jira, Confluence, or ServiceNow, would be an advantage.
- Knowledge of higher education or public-sector business processes and experience supporting systems such as student information systems, human resources management systems, or financial management systems would be an advantage.
Qualifications and Soft Skills:
- A bachelor’s degree or above in Computer Science, Information Systems, or a related discipline, with relevant experience in application development and support. Appointee as System Analyst will normally be required to have at least 6 years of relevant experience, including project delivery and technical leadership experience.
- Candidates with over 10 years of experience but holding IT diplomas or professional certificates will also be considered.
- Strong troubleshooting, analytical, and problem-solving skills.
- Detail-oriented with excellent documentation abilities, including writing technical specifications, test plans, and changelogs.
- A proactive and fast learner with a strong ability to adapt to new technologies and workflows.
- Effective communication and collaboration skills for working with teams, end-users, and management.
- Applicants with less experience may be considered for appointment as Analyst Programmer, with responsibilities adjusted according to their experience and technical competence.
(Duration: 1-2 years, renewable)
Starting salary will be commensurate with qualifications and experience. Fringe benefits including annual leave, medical and dental benefits will be provided where applicable. A gratuity will be payable upon successful completion of a 2-year contract.
