Under the general direction of the Chief Operating Officer and in partnership with the VP of Operations, the Director of Capital Projects is responsible for planning, coordinating, and managing construction, renovation, and facility improvement projects across all Parc Center for Disabilities campuses and locations. The Director oversees projects from concept through completion while ensuring projects remain on schedule, within budget, and aligned with organizational priorities.
The Director serves as the primary liaison between architects, engineers, contractors, government agencies, grant partners, consultants, and internal departments. The position also oversees the organization's long-term Capital Improvement Plan, Reserve Study, and Asset Lifecycle Management Program. The Director of Capital Projects focuses on approved capital improvements, major system replacements, renovations, and construction projects. The Facilities Manager retains responsibility for routine maintenance, repair, preventative maintenance, and day-to-day facility operations.
Essential Responsibilities
Project Management
- Manage multiple construction and capital improvement projects simultaneously from concept through completion.
- Develop project scopes, budgets, schedules, and implementation plans.
- Develop strong relationships and coordinate architects, engineers, contractors, consultants, vendors, inspectors, and government agencies, as applicable.
- Manage contractor selection process and serve as the primary contact for construction and capital projects.
- Establish clear project expectations, monitor contractor performance, and address schedule, quality, coordination, or performance concerns promptly.
- Coordinate with affected program and operations leaders to minimize service disruption during construction and implementation.
- Provide regular project updates to the Chief Operating Officer and executive leadership and proactively manage project risks.
- Partner with the VP of Operations to gain institutional knowledge and guidance.
Construction Administration
- Coordinate design development, bidding, contractor selection, permitting and construction administration.
- Review drawings, specifications, contracts, RFIs, submittals, and change orders.
- Ensure compliance with building codes, ADA, AHCA (when applicable), OSHA, and permitting requirements.
- Coordinate inspections, punch lists, warranty documentation, and project closeout.
- Ensure completed projects are transitioned to the Facilities Manager with applicable warranties, manuals, as-built information, maintenance requirements, and asset information.
Budget & Financial Management
- Monitor expenditures and prepare updated forecasts of costs and timelines.
- Track committed and projected project costs, review invoices and pay applications. .
Grant & Procurement Coordination
- Work with Executive Team and AVP of Quality and Government Relations on State Appropriation requests and applications.
- Identify and apply for Community Development Block Grants with the City of St. Petersburg and Pinellas County.
- Collaborate with the Development department on grant-funded opportunities for construction projects.
- Assist with grant budgets, timelines, reporting, and procurement activities.
- Ensure applicable procurement requirements are incorporated into contractor and vendor selection process for grant-funded projects.
Capital Planning & Facilities Strategy
- Develop and maintain a three- to five-year Capital Improvement Plan.
- Using regularly updated Reserve Studies, manage an active capital planning tool, ensuring estimated useful lives, replacement costs, and projected replacement dates are regularly reviewed and updated so major assets are planned, budgeted, and addressed proactively rather than reactively.
- Evaluate Parc’s facility needs in collaboration with the COO, VP of Operations, Facilities Manager, program leadership, and executive leadership and recommend capital improvement priorities.
- Coordinate major renovations, modernization efforts, and infrastructure replacement projects and major building-systems replacements with all stakeholders.
- Use asset condition and maintenance history information supplied by Facilities to evaluate timing and priority of future capital replacements.
- Maintain capital planning records for useful life, projected replacement cost, funding assumptions, planned replacement dates, and completed capital replacements.
Compliance & Documentation
- Maintain complete project documentation.
- Ensure compliance with organizational policies and applicable regulations.
- Coordinate required documentation with Finance, Development, Quality/Government Relations, Operations, and other departments as applicable.
Collaboration with Facilities
- Partner with the Vice President of Operations and the Facilities Manager to distinguish routine maintenance and repair needs from capital replacement or improvement needs.
- Coordinate project turnover so facilities team receives the information and training needed to maintain completed projects and new systems.
- Capital Projects does not manage routine maintenance work orders, daily maintenance staff assignments, preventative maintenance execution, or normal maintenance vendor service calls.
Requirements
Education, Training and Experience Requirements
- High School Diploma or equivalent required. Bachelor’s degree in construction management, engineering, architecture, facilities management, business, or related field preferred.
- Minimum 3 years’ experience in managing commercial construction or capital improvement projects.
- Experience with grant-funded construction preferred.
- Experience in nonprofit, healthcare, educational, or institutional construction preferred.
- Knowledge of AHCA, ADA, and Life Safety Code requirements preferred.
Special Certifications, Registrations, Licenses or Other Requirements
- Valid Florida Drivers’ License with acceptable driving record.
- Communicate effectively in English both verbally and in writing.

Physical Requirements
- Frequent walking throughout multiple campus locations

Schedule:
- Monday – Friday 8am – 5pm
- This is an on-site role.
