The City of Casper is seeking a Payroll Technician to play an important role in ensuring our employees are paid accurately and on time. This position is ideal for someone who enjoys working with numbers, solving problems, managing detailed information, and providing excellent customer service. You’ll support the City’s full payroll cycle, maintain critical payroll records, help employees and supervisors navigate payroll questions, and ensure compliance with payroll requirements and deadlines. Incumbent is responsible for a variety of technical duties relating to the City’s payroll. 

REPORTING STRUCTURE: 
Receives general supervision from the Accounting and Budget Supervisor.
 1.  Provides technical assistance and information to employees, supervisors, and members of the public regarding payroll; handles general customer service inquiries and complaints to ensure quick, equitable, and courteous resolution. 

2.  Performs full-cycle payroll processing for all City employees including importing employee hours, entering adjustments, correcting errors, transmitting direct deposit files, and verifying payroll deposits and earnings statements each pay period. 

3.  Reviews all data entry on employee changes for timeliness and accuracy including new hires, promotions, benefit changes, W-4 updates, and other payroll related adjustments.

4.  Processes off-cycle payroll checks as needed; reconciles and submits retirement files and other related documents and payments to various vendors; ensures compliance with City policies, procedures, and Federal and State regulations.

5.  Ensures that the City meets legal requirements regarding payroll taxes and garnishments; provides payments to Wyoming Workers Compensation, the IRS, and other regulatory bodies; inputs, retrieves, and analyzes a variety of fiscal and statistical data relating to payroll; compiles, reviews, and files monthly, quarterly, and annual payroll reports.

6.  Maintains position control, pay and deduction code master, vendor information, and general ledger expense lines in payroll software system; updates and distributes City holiday and pay day schedules annually. 

7.  Generates and distributes W-2's and corresponding reports within mandated timeframes; completes transfer of funds for payroll tax deposits and payroll deduction liabilities.

8.  Keeps current on new trends, laws, and training in payroll.

9.  Assists the independent auditor with annual audits of the City’s payroll maintenance records. 

10. Retains payroll records in accordance with applicable retention laws. 

11.  Participates in the coordination and administration of special projects, reports, or programs as assigned.

12. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

13. Performs other duties of a similar nature or level.

Knowledge: (position requirements at entry):

•Compose appropriate recommendations and prepare clear and concise reports.
•Comply with strict deadlines and prioritize workload.
•Maintain a neat and professional appearance. 
•Communicate effectively verbally and in writing. 
•Follow written and verbal instructions and direction.
•Establish and maintain effective working relationships with those contacted in the course of work.

•High school diploma or equivalent (G.E.D.) required.
•Associate's degree in finance, accounting, business administration or a related field preferred.
•Minimum of two (2) years of increasingly responsible payroll, employment records management, and/or accounting experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.

LICENSING and CERTIFICATIONS
•Possession of a valid Wyoming driver’s license preferred.
•Possession of a Certified Payroll Professional (CPP) certification preferred.

Employment with the City of Casper is contingent upon a successful background screen and pre-employment drug test.  Applicants who have failed a pre-employment screen or have been terminated from the City of Casper are ineligible for employment consideration for 12 months. You will become eligible for consideration 12 months from the date of your incident (pre-employment screen or termination). 
 
The City of Casper utilizes direct deposit for payroll purposes.
 
Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.
 
Physical Requirements:  
Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions.
 
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. 

Physical and Environmental Conditions:  
City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include: 
•Emergency response/rescue
•Handling or working with hazardous materials, including chemicals as well as solid and liquid waste
•Operating or maintaining water and wastewater systems
•Writing or modifying code, maintaining, or modifying City data systems including work on networks, servers, and communication systems
•CDL operations and driving
•Operating power-driven machinery or equipment
•Creating or modifying health, financial, security and/or risk documents or assessments
•Working with or directing minors
