Business Analyst Consultant

Mission Overview:

Keystone Solutions is seeking a Business Analyst for a consultancy mission at a client site. The project involves the Automatic Number Plate Recognition (ANPR) program, which is crucial for traffic safety and judicial assignments. As a Business Analyst, you will primarily focus on the Gatso Device Management (GDM) project, ensuring the integration between dynamic speed signs and fixed speed cameras.

Key Responsibilities:

• Ensure that requirements and standards for GDM and other assigned traffic initiatives are clearly documented.
• Develop and document processes to facilitate a smooth transition to the Run organization.
• Identify tasks, dependencies, and risks.
• Report progress to stakeholders, including status, issues, bottlenecks, risks, and proposed alternatives/mitigations; maintain a decision log.
• Establish and maintain quality management plans to ensure project results meet required standards.
• Document information in a structured manner to ensure knowledge retention and transfer.

Additional Responsibilities:

• Contribute to the long-term vision of a stable ANPR ecosystem, considering future expansions and new technologies.
• Stay updated on new developments in sensor technology and relevant regulations, integrating this knowledge into analyses and advising on necessary adjustments.
• Provide input for Data Protection Impact Assessments (DPIAs) and collaborate with data protection experts within the ANPR team.
• Manage stakeholder relationships and build connections with internal stakeholders and external partners to ensure the quality and progress of analyses.

Qualifications:

• Experience: At least 3+ years of hands-on experience in business analysis and/or managing ICT projects, particularly within complex IT environments for government agencies.
• Methods & Tools: Familiarity with analysis methodologies and tools, such as business process modeling, requirement management, and project tracking systems. Knowledge of MS Visio, JIRA, Confluence, or similar toolsets is preferred.
• Analytical Skills: Strong analytical and problem-solving abilities, capable of structuring large amounts of information and drawing sharp conclusions.
• Language Skills: Native proficiency in French or Dutch, with a strong passive knowledge of the other language to function in a bilingual context.
• Domain Knowledge: Affinity or experience with ANPR systems, camera technology, and traffic enforcement is a plus.

• Communication: Excellent verbal and written communication skills, with the ability to align various stakeholders.
• Integrity: Discretion and reliability are essential, given access to sensitive police information.
