Monitoring & Evaluation Advisor

MAIN PURPOSE OF JOB

The Monitoring and Evaluation Advisor provides technical leadership and support for monitoring, evaluation, research, learning, data management, and knowledge management across Management Sciences for Health (MSH) activities in Cameroon. Reporting to the Technical Director, the Advisor works with project leadership, technical teams, field staff, government counterparts, and partners to maintain high-quality performance data, strengthen routine monitoring systems, and ensure that evidence is used for program management, reporting, learning, and decision-making.

The Advisor leads and supports data analysis and visualization, performance measurement, DHIS2 and other management information system processes, research and evaluation design, data-quality assurance, and preparation and review of technical reports. The position also helps teams document results and lessons learned and ensures that monitoring and research activities follow applicable ethical and quality standards.

MAIN DUTIES AND RESPONSIBILITIES

Monitoring Evaluation and Performance Management

• Lead and support the design, implementation, and periodic review of project monitoring, evaluation, research, and learning systems, plans, indicators, and tools.

• Develop and review AMELPs, performance monitoring plans, performance indicator reference sheets, learning agendas, indicator definitions, targets, and reporting schedules, as required.

• Monitor project performance against approved workplans, targets, and indicators and work with technical teams to identify gaps and implement corrective actions.

• Support government counterparts and project teams to strengthen routine monitoring systems and use performance data for management and decision-making.

Data Management Analysis and Reporting

• Manage and support data collection, cleaning, validation, storage, analysis, visualization, interpretation, and dissemination for project and research activities.

• Support DHIS2 data entry, maintenance, data-quality controls, user support, and timely submissions to DHIS2, QAT, ART-MIS, and other approved information systems, as applicable.

• Conduct statistical analyses and prepare clear tables, charts, dashboards, and visualizations for reports, presentations, publications, and performance reviews.

• Lead, contribute to, and quality-check monthly, quarterly, annual, baseline, and other technical reports for accuracy, consistency, completeness, and appropriate interpretation of findings.

Research Learning and Capacity Strengthening

• Design and support evaluations and applied research, including selection of study designs, development of protocols and instruments, sample-size calculations, data-analysis plans, and quantitative or mixed-methods analyses.

• Ensure that data collection and research activities follow best practices, approved protocols, research ethics requirements, and applicable data-protection standards.

• Develop and facilitate training, coaching, and practical guidance on monitoring and evaluation, research methods, data quality, analysis, visualization, and data use.

• Support knowledge management and learning activities and help teams document, synthesize, and disseminate results, good practices, lessons learned, and evidence for program improvement.

Coordination Compliance and Other Responsibilities

• Coordinate closely with project leadership, technical teams, field staff, government counterparts, and partners and represent MSH in authorized monitoring and evaluation forums.

• Contribute monitoring, evaluation, and learning content to proposals, workplans, technical documents, presentations, and publications, as requested.

• Ensure work complies with approved project plans and budgets, donor requirements, Cameroon laws and regulations, and MSH policies, safeguarding standards, and ethical requirements.

• Perform other duties consistent with the position as assigned by the Technical Director.

QUALIFICATIONS

REQUIRED MINIMUM EDUCATION

Required: Bachelor's degree in public health, epidemiology, biostatistics, statistics, data science, economics, social sciences, or a related field.

Preferred: Master's degree in public health, epidemiology, biostatistics, monitoring and evaluation, data science, economics, or a related discipline.

REQUIRED MINIMUM EXPERIENCE

• Bachelor's degree with eight to ten years of relevant professional experience, or master's degree with at least four years of relevant experience in monitoring, evaluation, research, learning, epidemiology, statistics, data science, economics, or a related discipline for health programs.

• Demonstrated experience developing and reviewing monitoring and evaluation deliverables for USAID or other international donors, including AMELPs, performance monitoring plans, performance indicator reference sheets, and learning agendas.

• Demonstrated experience with quantitative and mixed-methods analysis, data visualization, data-quality assurance, and use of data for program decision-making and performance management.

• Strong experience in handling and analyzing supply chain data management data.

• Strong hands-on experience using QAT software for supply chain data management, analysis, validation, and reporting.

• Experience contributing to technical reports, research protocols, evaluation designs, data-collection tools, learning products, and monitoring and evaluation sections of proposals.

• Experience using DHIS2, QAT, ADAMA, Superset, and other data management and reporting systems for public health programs.

KNOWLEDGE AND SKILLS

• Strong knowledge of monitoring, evaluation, research, learning, performance measurement, data-quality assurance, and research ethics.

• Proficiency in at least one quantitative statistical package, such as SPSS, Stata, or R, and advanced proficiency in Microsoft Excel. Experience with Power Pivot is an advantage.

• Demonstrated knowledge of DHIS2 and QAT functionality and experience supporting data entry, maintenance, validation, analysis, and reporting.

• Ability to select appropriate study designs, develop protocols and data-collection instruments, calculate sample sizes, and prepare data-analysis plans.

• Excellent analytical, data-visualization, writing, organizational, facilitation, and presentation skills.

• Ability to manage multiple priorities, meet deadlines, and collaborate effectively across technical teams and diverse cultural contexts.

• Professional fluency in French and English is required.

• Experience with qualitative methods and software such as NVivo, Atlas.ti, or Dedoose is preferred.

PHYSICAL DEMANDS

Work is performed primarily in a standard office environment with frequent computer use and participation in virtual and in-person meetings. The position may require travel within Cameroon for monitoring visits, data-quality assessments, research, training, and technical support.
