DESCRIPTION:
The application development team within the Maine Office of Information Technology (OIT) is seeking a self-motivated learner to fill the role of Programmer Analyst. The selected candidate will have the opportunity to work with the team that supports the Maine Department of Labor (DOL), with opportunities to expand into other areas supported by OIT. They will be someone who stays current with technologies, and who will seek opportunities to innovate. Work is performed under limited supervision.
Maine DOL is dedicated to serving the citizens of Maine with all labor related activities. The individual selected for this position will provide application development and operational support to the DOL Bureau of Rehabilitation Services (BRS), with opportunities to participate in other projects within DOL. They will become a key partner to success by helping the Department meet its mission critical goals.

WHAT WILL YOU DO?
You will perform technical services involving the development and maintenance of highly complex computer programs and installation of software packages. Responsibilities include designing, coding, testing, debugging, documenting, installing, and maintaining complex application programs; devising and modifying programs to resolve complex system or coding problems; and reading detailed specifications from which programs may be written.
You will:
- Write, review, and execute custom SQL queries
- Create and Support SQL Server Integration Services (SSIS) packages
- Manage SSIS job schedules and environments
- Install and configure complex commercial software
- Maintain and administer Internet Information Services (IIS) sites
- Utilize Microsoft Power Platform tools to maximize process efficiency
- Create and execute functional test plans from business specifications
- Organize security, accessibility, and performance test tickets
- Research, evaluate, and implement automated test tools
- Write final user, system, and program documentation
- Interact with, update, or create SharePoint sites
- Work directly with users and stakeholders to troubleshoot and resolve technical issues
- Inform and train users to ensure they are aware of critical functionality, capabilities and proper use
- Attend technical and business meetings, participate in vendor and agency training programs, and develop technical skills to expand knowledge of automation opportunities and functional capabilities
- Perform all tasks necessary for applications and updates to be successfully deployed into production.
KNOWLEDGE, SKILLS AND ABILITIES:
- Programming experience with relational databases, specifically SQL Server, including SSIS packages, Job Scheduling, Environment Management, custom ad-hoc queries, and analyzing stored procedures and functions
- Experience with software installation process and configuration of web-based applications involving IIS sites
- Experience with the Microsoft Power Platform, including Power Automate, PowerBI, and Forms
- Experience with software testing methodologies including creating and executing test plans
- Familiarity with GitHub
- Familiarity with developing in the Microsoft O365 environment
- Familiarity with Extensible Markup Language (XML)
- Able to accomplish tasks in a timely manner with limited supervision
- Able to work as a member of a team consisting of onsite and remote technical resources
- Comfortable working directly with end-user community for troubleshooting, training and process analysist
- Strong time management skills to balance multiple assignments across multiple projects at the same time
- Strong oral and written communication skills, including the ability to write clearly and effectively at a level appropriate to the target audience, which will include business users, senior business managers, project managers, and all levels of IT support and management
- Desire and commitment to a high level of support to the customer, establishing and maintaining a positive relationship.
MINIMUM QUALIFICATIONS:
A bachelor’s degree in computer sciences or an equivalent industry certification -OR- an associate’s degree in computer information science with 1 year application development experience -OR- 2 years application development experience
Preferences will be given to candidates who possess:
- Strong expertise in SQL background; demonstratable
- Experience developing or maintaining web applications in a Microsoft environment
- Experience with SSIS
- Experience with PowerBI/Power Platform
