Description
The Program Manager provides management and direction for all contractor work supporting a current DHS program. In this role, the Program Manager also provides subject matter expertise, program analysis, reporting, strategic planning, and overall management. This position works closely with program staff to address challenges, evaluate performance, and ensure execution of contract requirements.
This is a remote position with occasional travel needed to the DC area.
**This position is contingent on contract award.
Key Responsibilities
- Serve as the single point of contact for the DHS Contracting Officer and Contracting Officer’s Representative.
- Provide overall direction, leadership, and management of contractor personnel supporting the PWS.
- Manage the execution of contract requirements across the task order, ensuring work is completed on schedule and meets Government quality and performance expectations.
- Provide senior-level program management and subject matter expertise to support complex mission requirements.
- Develop and maintain program management documentation, reports, schedules, and other required contract artifacts.
- Provide strategic advice and technical guidance to program and project staff.
- Analyze client-specific and mission-critical challenges and develop recommendations for improvement, optimization, development, and maintenance.
- Consult with Government stakeholders to define needs, identify problems, evaluate alternatives, and recommend effective solutions.
- Lead or supervise studies, assessments, and surveys designed to collect and analyze information needed for program decision-making.
- Provide program analysis and reporting to support Government leadership and contract oversight.
- Support strategic planning and the development and implementation of approaches to achieve program objectives.
- Monitor program performance, identify issues and risks, and implement corrective actions as necessary.
- Ensure contractor personnel understand and comply with applicable DHS policies, procedures, security requirements, and professional standards.
- Coordinate with contractor leadership and task leads to ensure effective integration of activities across the contract.
- Serve as the contractor's authorized representative for contract matters when acting within the authority delegated under the contract.
Required Qualifications
- 10+ years of relevant program management experience with a Master's degree (MA/MS) or equivalent OR a Bachelor's degree with 15 years of experience.
- Current PMP certification
- Top Secret security clearance with the ability to obtain/maintain SCI access.
- Demonstrated experience providing strategic advice, technical guidance, and expertise to program and project staff.
- Demonstrated ability to analyze complex, client-specific, or mission-critical challenges and develop practical recommendations and solutions.
- Experience consulting with clients or Government stakeholders to define requirements, identify problems, and develop solutions.
- Experience leading or supervising studies, surveys, assessments, or other analytical activities.
- Strong program analysis, reporting, documentation, and strategic planning capabilities.
Preferred Qualifications
- Experience managing DHS or other federal agency programs.
- Knowledge of Federal contracting, program management, performance management, and Government reporting requirements.
- Experience managing multiple concurrent projects, deliverables, and stakeholder requirements.
- Experience with risk management, strategic planning, performance measurement, and process improvement.
