Associate Engineer

The Associate Engineer plays a crucial role in supporting the Development Services Department providing technical expertise and collaboration across City departments and external stakeholders. This position ensures that development projects are designed according to the City of Spring Hill standards and specifications defined in the Unified Development Code, Water Specifications, Sewer Specifications, and that they meet TDOT and TDEC standards. This position ensures that development applications are reviewed from initial contact with the Planning Department through Planning Commission approval, construction plan review, and the project overview in the field until project completion.

The Associate Engineer will assist in managing the project from receipt of the Engineering Review Application through coordination with other departments and the applicant, leading to final approval of the drawings and other documents. Verifying cost estimates used for bond establishment.

Working under the guidance of the City Engineer, the Associate Engineer will gain meaningful hands-on experience across multiple engineering disciplines, supporting the City’s long-term objectives while building a strong foundation for future professional growth and career advancement.

• Performs engineering plan review for development projects including residential, commercial, and industrial. 
• Focuses on the review and provides comments on the engineering plans, including erosion and sediment control, grading and drainage, utilities, roadway, sidewalk, photometrics, and traffic control.
• Focuses on the review and provides comments on engineering reports, including the drainage report and traffic impact study. 
• Coordinates development application review with other city departments. Provides comments to the applicant and receives revised submissions. 
• Ensures that development projects are designed according to the City of Spring Hill standards and specifications defined in the Unified Development Code, Water Specifications, Sewer Specifications, and that they meet TDOT and TDEC standards. 
• Responds to public/applicants' requests, providing requested information.
• Answers the telephone; provides information; returns calls as necessary.
• Prepares and/or generates routine correspondence, letters, memoranda, forms, reports and other documents via computer or tablet.
• Uses knowledge of various software programs to operate a computer in an effective and efficient manner.
• Supervises and directs the work of the Engineering Technician to ensure efficient, accurate work completion.  
• Provides staff assistance to the City Engineer, preparing staff reports and other necessary documents, statistics, and figures.
• Attends professional training and industry meetings.
• Mentors and trains the other team members. 

Perform other related duties as assigned.

Minimum Qualifications:

• Bachelor’s degree in civil engineering or related field required and have passed the Fundamentals of Engineering Examination. 
• Must possess knowledge of construction, stormwater drainage, roadway construction, estimating, and development plans review; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

• Able to effectively handle routine inquiries and complaints from the public or applicants. 
• Knowledge of civil engineering principles and practices as applied to municipal and private infrastructure design.
• Knowledge and experience in the planning and development entitlement process.

• Knowledge of construction techniques involving streets, utilities, etc.  
• Knowledge of the methods of preparing designs, plans, specifications, estimates, reports, and recommendations relating to development projects. 
• Knowledge of GIS and CAD software.  
• Ability to interpret and apply federal, state, and local policies, procedures, laws and regulations.
• Ability to independently operate standard office equipment, computers, etc. 
• Ability to take and follow oral and written instructions.
• Ability to respond to inquiries from the public and members of the business community both effectively and professionally, while providing excellence in customer service

Additional Requirements:

• Valid driver's license. 
• Successful completion of a background investigation.

Physical Requirements:

• Work is performed primarily in a standard office environment. 
• Requires prolonged periods of sitting, standing, walking, and computer use.

Work is performed primarily in an office environment with frequent interaction with the applicants, contractors, employees, and the public.
