Qualifying Requirements:
Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status via email.
- WORK EXPERIENCE: The application must clearly show three (3) years of full-time experience managing construction or capital projects. Experience with the United States Department of Housing and Urban Development’s Community Development Block Grants or similar federal funding preferred.
- EDUCATION: The application must clearly show an Associate's degree in construction management, project management, business administration, or related field.
- EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position, based on the sum of work experience and education/training listed above. The Total Qualifying Requirement is five (5) years. (See NOTE under General Application Requirements regarding education/training verification.)

- Administers and manages PLI's city-funded demolition program projects in conformance with applicable laws and regulations (federal, state, and local), City standards (finance, procurement, and contracting), and Departmental policies and procedures. Projects include surveying condemned buildings for asbestos, demolishing buildings, and site stabilization. Project scale ranges from demolishing a single building to demolishing several buildings in a targeted geographic area. Typical project durations range from 10 days to 180 days. Prepares project plans, scopes, specifications, cost estimates, documentation, and applications for federal grant funding, bid documents, contract budgets, construction contracts, and contract modifications such as change orders. This work includes bids for unplanned projects with less than 24 hours' advance notice in response to an emergency incident such as a partial building collapse.
- Manages bidding, contracts, vendors, construction schedule, construction budget, and closeout of assigned projects.
- Vendor management includes responding to vendor inquiries, communicating project deliverables and needs clearly, and documenting vendor performance issues for Assistant Director and Director review.
- Project closeout includes verifying vendor work performance, reviewing vendor’s invoices and project documentation, and coordinating and preparing documentation necessary for vendor payment.
- Applies knowledge of project management concepts, principles, and methods to project and maintain PLI's city-funded demolition program schedule and budget.
- Participates in PLI's city-funded demolition program budgeting and planning by analyzing data and preparing reports to support program decision-making and project prioritization.
- Collaborates with the Director and Division leadership (Assistant Director and Supervisors) to evaluate condemned buildings to prioritize and triage selections for PLI's city-funded demolition program.
- Uses online public records tools to research property owners to support PLI's city-funded demolition program and condemned property enforcement.
- Manages areas of responsibility fairly and in strict conformance with applicable regulations, ordinances, codes, and standards; design, engineering, and construction practices; and city and departmental policies.
- Represents the Department at meetings and responds to inquiries and requests from the City Council, other City Departments and Agencies, governmental bodies, the public, and other organizations as needed and directed.
- Works closely with other Department divisions; other City departments, agencies, and authorities; other governmental agencies; and other organizations related to the PLI's city-funded demolition program.
- Works evenings, weekends, and holidays as needed.
- Performs other related tasks and duties as assigned or required.
