Job Purpose Summary
Responsible for serving as the primary bridge between Personal Business units, Group Compliance, and evolving regulatory frameworks for the Personal Financial Services (PFS) division, ensuring all PFS Business Units align with Bank Negara Malaysia (BNM) regulations, Shariah requirements, and internal policies. This role drives the proactive review of policies, gap analyses, and compliance self-assessments to mitigate compliance and operational risks. Additionally, the incumbent is responsible for leading end-to-end investigations into non-compliance incidents (NCIs), managing functional disciplinary cases, validating corrective action plans, and delivering targeted training to embed a strong culture of ethics, data privacy, and fair consumer treatment across PFS.
Key Responsibilities and Accountabilities
Functional (job responsibilities)
1. Regulatory Liaison, Policy & Implementation
• Serve as the primary liaison on regulatory compliance matters for respective business units within PFS, in close consultation with Group Compliance.
• Coordinate the Bank’s Compliance frameworks; regularly review and update policies, procedures, and Standard Operating Procedures (SOPs) to ensure strict alignment with legal, regulatory, and internal standards.
• Perform thorough gap analyses on new or revised legislation/guidelines (e.g., Bank Negara Malaysia policies). Work closely with Business Units to ensure timely implementation.
• Propose and recommend strategic initiatives to revise existing internal processes or adopt new workflows to meet evolving regulatory landscapes.
• Partner closely with Personal Financial Services-i to help ensure business practices and guidelines comply with relevant Shariah requirements.
2. Incident Management, Assessment & Discipline
• Lead the assessment and investigation of Non-Compliance Incidents (NCIs) and PFS Functional Disciplinary Working Committee (FDWC) cases to determine root causes, assess compliance/operational risks, and provide independent assurance.
• Thoroughly investigate, report, and follow up on all NCIs and FDWC cases until official closure, working collaboratively with business units to implement and validate corrective action plans.
• Analyze NCI and FDWC case data to identify systemic patterns of non-compliance or staff misconduct, recommending control enhancements to mitigate recurrence and actively driving initiatives to decrease the number/severity of PFS breach incidents.
• Prepare and submit Monthly Compliance Breach Reports (CBR) and Key Risk Indicator (KRI) reports to management, ensuring timely, accurate, and quality reporting on compliance governance and risk management issues.
3. Independent Assurance & Control Review
• Take overall responsibility for coordinating and executing Compliance Self-Assessments (CSA) and targeted Independent Compliance Reviews.
• Coordinate, and implement structured plans for checking and testing the compliance controls of respective business units within PFS.
• Conduct independent reviews of SOPs by mapping them against known NCIs to identify and close potential operational gaps.
• Ensure full validation of all action plan items related to gaps identified during independent reviews, Audit Corrective Action Plans (CAPs), or external regulatory findings.
4. Stakeholder Management & Compliance Culture
• Build close working relationships with Business Units, Group Compliance, Group Risk, Group Support Services (including Legal & Human Resources), Group Internal Audit, and other functions to ensure cohesive enforcement of guidelines.
• Develop, conduct, and deliver targeted compliance training topics for PFS business units. Revisit and enhance the effectiveness of PFS compliance awareness initiatives.
• Actively foster a stronger compliance culture through role-based training, promoting good governance, risk awareness, and ethical business conduct.
• Undertake ad-hoc compliance projects initiated by Group Compliance or PFS Compliance where necessary.
Managerial (team/group responsibilities)
Actively contribute to team knowledge sharing, serving as a subject matter expert and resource to stakeholders on compliance matters.
Organizational (organizational responsibilities)
• Foster a culture of compliance and ethical conduct within the PFS division.
• Build strong, collaborative working relationships with key internal stakeholders to ensure consistent implementation and enforcement of policies.
Jobholder Requirements
Education/Qualification
• Academic Credentials: Bachelor’s degree in Law (LL.B), Finance, Business, Accounting, or a related discipline. A strong legal background or formal legal training is highly preferred.
• Professional Certifications: Compliance-related certifications (e.g., AICB, ICA) are an added advantage.
Experience
• Minimum of 3 years of working experience within a banking or financial institution, with direct responsibility for managing compliance, regulatory affairs, or legal risk.
• Sound knowledge of legislative aspects, regulatory requirements (such as Bank Negara Malaysia/PayNet guidelines), and banking products within financial institutions.
