THE DEPARTMENT 
The City of Menifee Police Department is a full-service law enforcement agency committed to protecting and serving the residents of Menifee with professionalism, integrity, and transparency. Established to meet the needs of a rapidly growing community, the department provides a wide range of services including patrol, traffic enforcement, criminal investigations, and community outreach programs. Guided by a strong sense of stewardship and a commitment to accountability, professionalism, respect, and consistency. THE OPPORTUNITY
The Police Records Technician will be responsible for performing specialized, detail-driven records work that supports daily police operations, court processes, and public safety. This includes managing sensitive reports, ensuring accurate data entry into state and national law-enforcement systems, coordinating subpoenas and court-related documentation, and applying strict confidentiality and release-of-information laws. The role is central to maintaining the integrity, security, and accessibility of critical police records while providing clear, professional assistance to officers, investigators, and the public.
The Police Records Technician will be responsible for, but not limited to, the following:
  • Records Management — Receive, review, classify, file, purge, and secure police records, ensuring accuracy, completeness, and compliance with regulations.

  • Sensitive Information Release — Apply Public Records Act requirements, redact reports, and provide restricted information to authorized parties including officers, courts, attorneys, and the public.

  • Law-Enforcement Database Entry — Enter, update, validate, and retrieve data in DOJ, DMV, NCIC, and local systems for warrants, stolen property, criminal histories, missing persons, and other critical records.

  • Court Support — Prepare criminal complaints, process citations and bail payments, manage booking documents, coordinate subpoenas, and complete daily court runs for time-sensitive filings.

  • Discovery Production — Produce and distribute 911 audio, officer recordings, surveillance video, booking photos, CSI photos, and other materials requested by the District Attorney or through subpoenas.

  • Traffic Court Processing — Create weekly traffic calendars, track subpoenas, process Trial by Declaration paperwork, and manage citation corrections.

  • Customer Service — Provide clear, professional assistance to citizens, victims, attorneys, suspects, and internal staff regarding complaints, reports, and general information.

  • Data Reporting — Input monthly crime and arrest statistics for DOJ reporting, maintaining an error rate below 2%.

  • Workflow Monitoring — Track Electronic Directions for Complaint queues, including in-progress, rejected, insufficient evidence, and returned cases.

  • Operational Support — Duplicate and distribute reports, manage mail and fax requests, coordinate officer schedules for court appearances, and maintain up-to-date knowledge of all systems and recertification requirements.


MINIMUM AND DESIRABLE QUALIFICATIONS

EDUCATION AND EXPERIENCE
The ideal candidate will possess a high school diploma or equivalent (GED), along with two years of responsible clerical experience. Experience within a law-enforcement environment is desired.

SPECIAL REQUIREMENTS
Ability to pass a Police background investigation.

LICENSES AND CERTIFICATIONS
A valid California, Class C driver's license and a reasonable driving record is required as a condition of employment and continued employment.

RECRUITMENT PROCESS
Human Resources (HR) reviews all application materials to determine whether candidates meet the established minimum and preferred qualifications. Those who qualify will be advanced to the next stage of the recruitment process. All applicants will receive email notifications regarding their status.

Application Screening (Refer/Non-Refer)
Applications and supplemental materials will be reviewed to identify candidates whose qualifications best align with the essential requirements of the position. Only those applicants who meet the criteria outlined in the job bulletin will advance to the next phase of the selection process.

Appraisal Interview 
Applicants will participate in an oral interview conducted by a panel of subject matter experts. Evaluations will be based on responses to structured questions specifically designed to assess each candidate’s qualifications and suitability for the position.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
  
Eligible List: Once the appraisal has been completed, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

Background Investigation & Conditional Offer (Refer/Non-Refer)
Candidates who advance will undergo a comprehensive background investigation, including criminal history, personal history, financial review, and a polygraph examination. Those who successfully complete this stage may receive a conditional offer of employment, contingent upon passing a psychological evaluation, medical examination, and drug screening.

Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen and to operate a motor vehicle and visit various City sites; and hearing and speech to communicate in person, before groups, and over the telephone or radio. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate police services equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
