Job Summary:  

                                                                                                                    

The Manager, Quality, Health, Safety and Security (QHSS) supports the Company’s fleetwide safety management, occupational health, regulatory compliance, emergency response, and maritime security programs. This position monitors operational performance, conducts audits and investigations, manages safety and security documentation, and partners with vessel and shoreside teams to identify risks and implement corrective actions.

 

The Manager serves as the Deputy Company Security Officer (DCSO), supports the Designated Person Ashore (DPA) function, and participates as an active member of the Emergency Response Team. This position also supports fleet training, regulatory reporting, internal and external audits, and the continued development of the Company’s Safety Management System (SMS) and Vessel Security Plans.

Success in this role requires strong maritime regulatory knowledge, sound judgment, analytical and investigative skills, and the ability to build productive relationships with vessel personnel, shoreside leaders, regulatory agencies, and external partners.

 

This position follows a hybrid work model with 3 days per week working in the Seattle office and 2 days per week working remotely.

 

 

ESSENTIAL DUTIES

 

Quality

  • Manage the collection and analysis of health and safety data for the Company’s KPI Scorecard, monthly reporting to the Chief Maritime Officer, and executive presentations.
  • Monitor performance trends and provide accurate, timely reporting on key safety, health, audit, and compliance indicators.
  • Prepare and distribute fleetwide safety communications, lessons learned, and recommended corrective or preventive actions.
 

Health

  • Manage the collection and review of medical logs, reportable injury investigations, and injury and illness reports; communicate significant findings to the Chief Medical Officer.
  • Partner with the Chief Medical Officer, vessel personnel, and shoreside teams to investigate health-related incidents and develop corrective-action plans.
  • Oversee fleet reporting for communicable diseases, gastrointestinal illnesses, and other conditions mandated by local health authorities.
  • Monitor fleetwide health inspection performance and coordinate with Hotel, Technical, Medical, and vessel teams to maintain regulatory compliance.
 

Safety

  • Manage the continued development and maintenance of the Company’s Safety Management System, including safety manuals, emergency-response plans, contingency plans, and related controlled documents.
  • Plan and execute Emergency Response Team exercises at least twice annually, serve as an active team member, and participate in the rotating on-call schedule.
  • Conduct internal Safety Management System audits, participate in external audits, and report significant safety or compliance matters to the appropriate maritime and compliance leaders.
  • Monitor accidents, near misses, non-conformities, risk assessments, and vessel safety meeting minutes; partner with vessel and shoreside teams to complete investigations and corrective actions.
 

Security

  • Serve as Deputy Company Security Officer and manage the development, review, maintenance, verification, and regulatory approval of Vessel/Ship Security Plans.
  • Conduct Vessel Security Assessments and vessel audits, ensuring deficiencies and non-conformities are promptly addressed.
  • Monitor required security-plan reviews, security drills, and Ship Security Alert System tests to ensure compliance with applicable regulations.
  • Communicate changes in security levels and emerging threats, coordinate external security resources when necessary, and ensure appropriate training for personnel with security responsibilities.

 

Compliance and Training Department Support

  • Train and serve as a Deputy Designated Person Ashore, participate in the rotating on-call schedule, and support investigations into accidents, incidents, and non-conformities.
  • Serve as a trained ISM auditor by conducting internal audits, participating in external audits, and tracking audit and inspection findings and corrective-action plans through closure.
  • Serve as an instructor for approved security-specific STCW courses and as an alternate instructor for other qualified in-house STCW training programs.
  • Assist with fleet training administration, compliance reporting, accident-data analysis, and the use of Microsoft Teams, SharePoint, Power Automate, and Power BI to improve documentation and workflow visibility.

 

 

QUALIFICATIONS

  • 3+ Years  experience in maritime safety, security, regulatory compliance, vessel operations, or a related discipline.
  • Working knowledge of the ISM Code, ISPS Code, MLC, and applicable U.S. Coast Guard safety and security requirements.
  • 3+ Years experience conducting or supporting maritime safety, security, compliance, or management-system audits.
  • Experience investigating accidents, incidents, near misses, and non-conformities, including root-cause analysis and corrective-action development.
  • Ability to interpret regulatory requirements and translate them into practical policies, procedures, training, and operational guidance.
  • Strong analytical skills with experience compiling safety and compliance data, monitoring KPIs, identifying trends, and preparing executive reports or presentations.
  • Strong written and verbal communication skills with the ability to work effectively with vessel personnel, shoreside leaders, regulatory agencies, and external partners.
  • Proficiency with Microsoft Office, Teams, and SharePoint; experience with SharePoint Lists, Power Automate, Power BI, or other Power Platform tools is preferred.
  •  Qualification or experience as a Vessel Security Officer, Company Security Officer, Designated Person Ashore, Deputy Designated Person Ashore, or Maritime Internal Auditor is preferred.
  • Experience as a licensed crew member aboard a U.S.-flagged vessel or delivering approved maritime or STCW training is preferred.
  • Ability to participate in an on-call rotation and travel to vessels and other operational locations as required, estimated up to 25% travel.
