WHO WE ARE
Since 1993, The Pathfinder Network (TPN) has been providing justice-system impacted individuals and their families the tools and support they need to be safe and thrive in our communities. We serve individuals experiencing incarceration, those reentering the community, those on forms of community supervision, their families, and their children, within 9 of Oregon’s 11 corrections facilities and in the community in Multnomah, Jackson, Marion, and Clackamas Counties. We develop and deliver a comprehensive scope of evidence-based, trauma-, gender- and culturally-responsive cognitive behavioral-based programs, including our proprietary, evidence-based curriculum Parenting Inside Out, which is the highest-rated parenting skills curriculum for parents involved with the criminal justice system. Our community programs feature holistic wraparound individual and group support and services. We serve an average of 4,000 people a year agency-wide.

As the Director of People and Culture, you are a key strategic leader shaping the vision, strategy, and systems that strengthen The Pathfinder Network’s culture, workforce, and capacity to deliver on our mission. You drive and carry out a people strategy that strengthens organizational health, sustainability, equity, and belonging; grows leadership at every level; and connects our people practices to our mission, vision, and values. You lead by example, modeling and driving a culture of accountability and support, and lead in shaping a workplace where people feel valued, supported, and inspired to do their best work. Partnering closely with the Senior Leadership Team, you drive organizational development and decision-making through a people-centered lens, ensuring that our policies, practices, and culture reflect our values.
Responsibilities
People Operations Management and Strategy
- Drive the vision, strategy, and long-term priorities for the People and Culture Department, ensuring alignment with the agency’s mission, vision, values, and strategic plan.
- Partner with the Deputy Director of Administration to advance organizational development and growth, strengthening systems, structure, and culture to support the agency’s evolving needs and sustainability.
- Lead and manage daily operations of People and Culture Department, including recruitment, onboarding, performance support, compensation, employee retention practices, payroll, and benefits administration.
- Lead strategic workforce planning to anticipate organizational needs, including recruitment, retention, development, and succession planning.
- Oversee and improve employee experience during all the stages of the employee life cycle (attraction, recruitment, onboarding, development, retention, and separation).
- Guide the design and implementation of equitable compensation, benefits, and performance management strategies that promote transparency, accountability, and retention.
- Ensure compliance with local, state, and federal leave laws and be responsive to changes in legislation, for example: FMLA, OFLA, FFCRA, ADA, Oregon Pregnancy Accommodations Law, etc.
- Lead employee relations, including coaching, investigations, corrective action, mediations, and conflict resolution in alignment with agency values.
- Track KPIs, generate reports, and provide data to inform management decisions.
- Lead and manage all required reporting, including oversight of Affirmative Action Plan.
- Maintain and review job descriptions and personnel files for all positions in the organization.
- Lead the development and implementation of agency policies and procedures, applying a critical approach to ensuring equitable and inclusive practices.
- Create and maintain department budget. Make recommendations on use of agency funds to support department and agency. Work with consultants and contractors to advance the impact and reach of the department.
- Participate as a member of the Organizational Support Team and work in collaboration with functional team to advance collaboration, efficiency and systems integration.
Culture and Community Building
- Develop plans and drive implementation to promote a work environment that is engaging, energizing, and where team members can thrive.
- Lead cross-departmental teams with focus on DEIJB and Equity work and culture and community building.
- Lead and initiate strategic initiatives with specific emphasis on employee engagement, retention, and improved organizational culture.
- Create opportunities for professional development, including job families, development plans, training, leadership opportunities and regular and constructive feedback.
- Serve as a key internal communicator, ensuring staff are informed, connected, and engaged through consistent and transparent communication.
- Engage in training and coaching and commit to continual growth.
- Support internal teams including agency equity team, employee resource groups and event planning.
- Identify and develop tools for employee retention, with a focus on supporting our BIPOC, LBGTQ+, disabled, immigrant, or other marginalized staff within the organization.
Senior Leadership
- Examine, develop, implement, document, and communicate the goals, priorities, and values of the agency.
- Provide strategic and visionary leadership for the agency in partnership with the Leadership Team.
- Prepare for, attend, and participate in leadership meetings and other meetings to work towards fulfilling agency mission, vision and values. Lead and serve on initiatives, temporary teams and work groups.
- Collaborate with agency staff and stakeholders to carry out the mission of TPN.
- Represent the agency positively and build relationships with stakeholders and the communities we serve.
- Model and drive a culture of accountability and support, in alignment with the Two Accountabilities.
- Support agency growth and sustainability and model the values and mission of TPN.
Participation in Shared Leadership (=5% of your time)
- Be a champion in the shaping and sustaining of a diverse, equitable, inclusive and just workplace, with a focus towards creating racial equity.
- Participate on cross-departmental teams or committees regarding organizational policies, processes and work environment.
- Participate in Temporary Teams, Equity Team, Employee Resource Groups, and other teams.
- Contribute individualized skills, knowledge, experience, and expertise to help the agency reach its mission.
This position supervises the People and Culture team, currently consisting of People Operations Administrator.

Requirements
Experience and skills we are interested in:
- Master’s degree in a related field or an equivalent combination of education and significant relevant leadership experience.
- Five or more years working in progressive human resources roles, with HR Generalist responsibilities.
- Three or more years of management experience.
- Experience independently leading projects and initiatives from vision through completion, taking ownership, managing competing priorities, and proactively moving work forward.
- Experience leading complex employee relations and personnel matters, including corrective action, performance support, and related employment practices.
- Three or more years of management experience.
- Experience working with diverse populations.
- Working knowledge of SaaS payroll solutions such as Paylocity, Paychex, ADP, etc.
- Experience in corrections, criminal justice, or nonprofit setting, preferred.
- Experience with diversity, equity and inclusion concepts, work, and integration preferred.
- Ability to work independently with limited supervision while managing highly strategic, mission-critical work and priorities.
- Lived experience with the criminal legal system, incarceration, community supervision, and/or addiction and recovery is valued and strongly preferred, and is considered a meaningful qualification for this role alongside professional experience.
- Must possess a valid driver’s license and have access to a motor vehicle during work hours that is covered by adequate car insurance.
- Must complete a background check, employment verification, motor vehicle records check, and a drug screen that does not test for marijuana. Consistent with Oregon's ban-the-box law and TPN's values, conviction history is not requested until after an initial interview, is assessed individually against the duties of this position, and is not automatically disqualifying. Some partner facilities set their own clearance standards, which TPN will review with candidates before an offer is finalized.

Working Conditions/Travel Requirements
The Pathfinder Network follows public health guidance for any public health emergencies and will remain in compliance with any vaccination or isolation requirements from partner agencies.
This job operates primarily within an office and community service delivery setting. This is largely a sedentary role and routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
This is a full-time, exempt position. Typical days of work are Monday through Friday. Some evening and weekend work is required to meet the needs of the agency, partners, and the communities we serve. This position is on-site based in Portland. Travel is required between TPN work locations across the State of Oregon, which may require overnight stay and can be without advance notice.
Work includes periodic entry into correctional institutions, county jails, and other secure facilities, which requires passing and maintaining facility clearance and complying with partner security protocols, including restrictions on personal items, electronics, and clothing.
This position involves regular exposure to accounts of trauma, violence, incarceration, and loss through supervision of staff and review of incidents. TPN provides supervision structures, benefits, and confidential supports intended to address the cumulative effect of this exposure.

Compensation and Benefits: This is an exempt, full-time position. The hiring rate for this position is $95,280 - $98,139 per year, DOE. Salary offers are determined in conjunction with an internal pay equity assessment.
